I informed Kelli Holmes, the Administrative Secretary for the Planning Department of South
Windsor, that the application will be filled out by CREC with the same information as the
previous submittal. That is, "CREC is applying for a temporary and conditional permit to lease
approximately 30,000square feet of space for the operation of the Polaris Center program for a
two year period while the currentEast Hartford property is under construction." Basically, the
same application that was previously approved by the P&Z for 8 Nutmeg Road. Kelli will be
publishing the required notice for the P&Z meeting of July 23. It is anticipated that the hearing
and action will take place at the same meeting. I have already installed the"application pending"
signs that were given to me yesterday by Kelli. CREC will have to prepare the two separate
checks required for the application fee and the site plans. The application will be forwarded to
Kelli on Monday July 15. CREC will also prepare 12 copies of the information that was
previously provided to the P&Z member and to Marcia Banach. These will be delivered no later
than Jul 16. I let Kelli know that CREC will be represented at the hearing b Jean Gilmore.

RE: Polaris Center Temporary and Conditional Permit Application
For 425 Sullivan Avenue
Dear Commission Members:
The Polaris Center is located on School Street in East Hartford, Connecticut. The
school is currently housed in a 1955 building constructed for factory use and was
renovated in 1976 for this current use.
The State of Connecticut approved CREC's school construction grant application in
the amount of$9.5 million for an addition/renovation to the existing facility. It is
anticipated construction will start in_mid summer 2002 and completed in June 2004.
CREC is therefore interested in leasing approximately 30,000 square feet of space at
425 Sullivan Avenue to operate the Polaris educational program during the period of
construction. Attached to our application was an executed letter of intent to enter into
a formal lease agreement subject to approvals from the Town of South Windsor to
operate the school at this location.
Enclosed is a packet with information about CREC, its programs, and specific
information on the Polaris program.
