Re: Activities occurring within the watercourse channel and adjacent land at 33
Cliffwood Drive.
Dear Mr. Manfredi:
This correspondence will serve to document the meeting we had onsite in June
concerning the work that was done in and around the watercourse that flows
through you property.
I met with you in response to reports of tree cutting activities occurring in the rear
of your property. You have stated that you removed mature trees and undergrowth
to facilitate repairs to drainage in the yard that was affecting the septic system, to
stabilize the stream channel by grading back the severely eroded banks, and
removing dead and dying hemlock trees. At the time of our meeting I informed
you that these activities should have been reviewed by this office to determine the
need of a permit prior to initiating the activities.
You expressed the willingness to restore the vegetation along the watercourse
channel and to exclude the channel and adjoining riparian area from further yard
improvements.
I offered to work with you and recommend appropriate plantings, both shrub, tree,
and ground cover to use in the restoration. You agreed to plant the recommended
vegetation to stabilize the stream banks, and provide wildlife food and cover.
The following planting plan will stabilize the stream banks, provide wildlife
habitat food at cover, shade the watercourse, and provide screening and a
restoration of the evergreen component of the wooded area behind your house.
These plantings must be located in a 25-foot band along both sides of the
watercourse at a minimum. No further removal of vegetation within this area will
be allowed, including mowing.
Ground cover: 75% Tall fescue and 25% red clover at a rate of 5 lbs/1000 sqft
Seed must be planted immediately and hay mulched
Shrubs:
10 - Highbush blueberry, 1 to 2 gal pots — Spring planting
200 —Red Osier Dogwood or Silky Dogwood seedlings or rooted cuttings
—Spring planting
50 - American Cranberrybush seedlings. — Spring planting.
Trees:
25 - Norway Spruce seedlings. - Spring planting
6 - Norway Spruce 3-5 ft trees - Fall planting
The planting plan will not preclude any additions you may want to make.
This planting plan must be completed by May 1, 2003. Failure to complete the
planting plan by the specified time will result in enforcement action that will
include but is not limited to the issuance of a cease and desist order and legal
action by the Town Attorney.
Questions concerning this correspondence can be directed to this office at 644-
2511 x229.

Jeffrey H. Folger
