From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: July 3, 2002 Re: Review of the proposed Satellite Tool industrial site. Plans dated 6/10/02 The.project is to construct an industrial building on 36,989sgft located at Commerce Way. Site: The site is located in the Scantic River watershed. The parcel is comprised of.84 acres. Currently the site is 80% open with 20% lightly forested in the northern portion. There are no wetlands on the site or 40 feet from the property boundaries. The site is comprised of medium and fine sands overlaying silts and clays. Erosion potential is expected to be low because the site is pretty level. Planned erosion controls appear to be adequate for the project. Stormwater is planned to be controlled by collecting runoff in hooded catchbasins directed to the street, which discharges to the existing detention basin. The plans currently show an area to the north designated as a future parking area. Dear Mr. Esseppi: At the July 10, 2002 regular meeting, the Inland Wetlands Agency/Conservation Commission approved application#02-35P—Satellite Tool Co. — 179 Commerce Way—Conservation application for the construction of an industrial building, parking lot, stormwater structures, and associated improvements on property located northerly of Commerce Way(Assessor's Map #121, parcel #32) Industrial zone. This approval is subject to the following conditions: 1. One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission. This must be completed within 65 days of approval prior to any construction activity on the site. Plans submitted to Planning& Zoning Commission shall be considered having met this requirement. 2. The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use. 3. The permit is valid for five years and shall expire on July 10, 2007. It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration. 4. All approvals required must be obtained and submitted prior to any activity on the site. 5. A contact person shall be identified on the plans. 6. Prior to construction of the rear parking lot and retaining wall, plans should be submitted to this Commission for approval of the Erosion and Sedimentation Control Measures to be installed.
