The school is currently housed in a 1955 building constructed for factory use and was renovated in 1976 for this current use. The State of Connecticut approved CREC's school construction grant application in the amount of$9.5 million for an addition/renovation to the existing facility. It is anticipated construction will start in mid summer 2002 and completed in June 2004. CREC is therefore interested in leasing 30,331 square feet of space at 8 Nutmeg Road to operate the Polaris educational program during the period of construction. Attached to our application was an executed letter of intent to enter into a formal lease agreement subject to approvals from the Town of South Windsor to operate the school at this location. Fletcher.Thompson, the architects for the addition/renovation project, prepared the drawings indicating the use of the 30,331 square feet. CREC staff and the architects met with the Town of South Windsor Fire Marshall and Building Official and confirmed the applicable code requirements related to the use of the space. Since the Nutmeg Road facility is fully sprinkled and CREC would be using the majority of the available rooms for its programs, the build out costs are anticipated not to exceed $25,000. Enclosed is a packet with information about CREC, its programs, and specific information on the Polaris program. Sincerely, Bruce E. The application process includes health and sanitation approval by the local board of health, approval for fire safety by the state or local fire marshal, a certificate of occupancy, and compliance with local zoning. The purpose of this letter is to request a letter from the Town of South Windsor stating that the licensing of this clinic would be in compliance with local zoning requirements and/or the terms of our temporary and conditional permit. I realize that we are presently operating in a temporary location, and I by no means want to jeopardize this in any way. l would like to briefly discus the reason for application for licensure and the impact this will have to our program. We operate a therapeutic educational program for children between the ages of 12 to 18, who have emotional and psychiatric problems. A major factor in the ability of these children to learn and live healthy lives is to have the psychiatric services they need easily accessible to them. This is the same basic concept as having school based health centers located in schools to provide immediate access to health care. At the present time, we provide these services to our students order for us to be reimbursed for these services, we need to have an outpatient psychiatric clinic license. By obtaining this license, we would be able to be reimbursed from both the Department of Children and Families and from insurance carriers. The psychiatric clinic for children will be located within our present building. The licensing of the clinic will not require: any structural or physical changes, additional parking spaces, or changes to the present building capacity. The hours of operation will conform to our present hours, 7:30 AM to 4PM, Monday thru Friday, and will be open 10 hours per week. All Patients will be seen by appointments only. Them will be no "walk ins" or open to the public hours. The clinic will be providing services to children only. We will not be dispensing medication, or providing drug and alcohol abuse treatment services. Our patients will consist of children presently enrolled in our program, children within our CREC programs, schools, and school districts, and DCF referrals. I hope this clarifies any questions you may have. I welcome the opportunity to talk with you further on this matter and greatly appreciate your support.
