Signature of Owner of Property Date G ° x Signature of Applicant Date 9 Buckland Rd Drainage 99-803 IWCC Narrative Currently the surface water runoff from the property at 326 Buckland Rd is causing a major safety as well as maintenance concern for the Town of South Windsor. Currently for heavy storms the surface runoff backs up at the rear yard of 326 Buckland and flows though the parking area and driveway to the north of the house and flows out into Buckland Rd flooding up to both northbound lanes of Buckland Rd. It then becomes necessary to call out the Town crews and barricade off multiple lanes of Buckland Rd and provide traffic control to ensure safe travel through this area. The current situation is having both safety and budgetary impacts. The watershed causing this runoff is approximately 28 acres which has upper reaches extending to the Gilbert Lane detention basin, Ridge Road storm drainage, northerly to the rear yards of homes on Sele Drive and to the Wolf Guerra property to the south. The watershed consists of meadow at the upper reach through lawn areas to a well-defined channel through woodland areas. This then levels out into a flatter marsh area and backs up to the lawn areas of 300 &326 Buckland Rd. Reviewing past aerial photography taken over the last 50yrs it appears that this runoff had formerly flowed across the wetland area of the property to the north and that there had existed a pond at the rear of 326. It also appears that at some point between 1986 & 1995 the flow to the north had been cut off and that the pond at the rear of 326 had silted in. The current proposed design is what the Town believes to be the most feasible and prudent alternative to address the current concerns. Redirecting the flow through the property to the north is not considered a feasible alternative. Analyzing the runoff from the watershed and existing drainage it was found that the existing drainage in the roadway is limited in capacity and is not of sufficient capacity to handle the flow from this watershed. The previous design of this drainage with the reconstruction of Buckland Rd did not adequately address the runoff from this watershed. Therefore, in order to pipe the flow from this watershed to the outlet on the west side of Buckland Rd the Town would have to replace the piping in Buckland Rd with larger pipes. This was determined to be cost prohibitive. In addition, this would have discharged 2.3 times the current 10 yr. discharge from the outlet and would require appropriate channel protection for this flow above Plum Gulley Brook. The current design will only increase the discharge about 41% over that which is there now for a 10 yr. storm (increase 4.9cfs, from 12.1 to 17.Ocfs) The Town is proposing the construction of a berm entirely on the property of 300 Buckland, at the rear of 326 Buckland along the northern boundary as well as parallel to Buckland Rd across the property of 300 Buckland Rd. This berm will be approximately 650' in length and approximately 3.0' high at the rear of 326 Buckland Rd and taper to the existing ground as shown on the plans. The berm is proposed to have dimensions of a 1'wide level section on top with 2 :1 side slopes. The temporary disturbance will be limited to a 5'wide temporary construction limit on one side of the berm during construction. Approximately 90 c.y. (6"of existing material along with a 2'wide keyway an additional 6")will be removed to prevent undermining of berm. Depending on the consistency of the existing material on the site, this material may be used as topsoil cover over the berm (77 c.y. required). Additionally 140 c.y. of clay or other fine material will be placed for the construction of the berm. The Town will be placing an outlet structure and piping to Buckland Rd as well as an outlet structure, 8" pipe through the berm and riprap at the outlet to the existing yard drain in the rear of 326 Buckland. The construction of the berm will require 0.11 ac. (4990s.f.) disturbance within the Federal wetlands boundary and a total disturbance of 0.25 ac. (10,850 s.f.) within the State wetlands boundary. There will be 0.14 ac. (6100 s.f.) permanent alteration of wetlands. The Messiah Evangelical Lutheran Church is working with the Town to address this problem and is quite urgent to see this project constructed so that they can proceed with the paving of their existing parking lot. Final design and construction plans are still being developed and will be incorporating the comments from this commission as well as those concerns of the Church, residents and Town staff. ■ Complet Print Cl item 4 if early) B. 7tef Deli■ Print you O G' so that v - ■ Attachtf rV` k!rA=r,, ,e or on the 7000 1670 0001 8922 0625 D. LaPiene, Project Engineer CC: Date: 06/12/02 Re: 99-803 Buckland Rd Drainage Reason for Project Currently the surface water runoff from the property at 326 Buckland Rd is causing a major safety as well as maintenance concern for the Town of South Windsor. In even light storms (<2 yr.)the surface runoff backs up at the rear yard of 326 Buckland and flows though the parking area and driveway to the north of the house and flows out into Buckland Rd. During moderate storms(2-10 yr.),this floods up to both northbound lanes of Buckland Rd. It then becomes necessary to call out the Town crews and barricade off multiple lanes of Buckland Rd and provide traffic control to ensure safe travel through this area. The current situation is having both safety and budgetary impacts. Flows—watershed The watershed causing this runoff is approximately 28 acres which has upper reaches extending to the Gilbert Lane detention basin, Ridge Road storm drainage, northerly to the rear yards of homes on Sele Drive and to the Wolf Guerrera property to the south. The watershed consists of meadow at the upper reach through lawn areas to a well- defined channel through woodland areas. This then levels out into a flatter marsh area and backs up to the lawn areas of 300&326 Buckland Rd. Reviewing past aerial photography taken over the last 50yrs it appears that this runoff had formerly flowed across the wetland area of the property to the north and that there had existed a pond at the rear of 326. It also appears that at some point between 1986& 1905 the flow to the north had been cut off and that the pond at the rear of 326 had silted in. Design Options Previously rejected options: 1. Do nothing 2. Legal action against RSK-Kellco to restore original runoff flow path. 3. Request permission from RSK to lower grade of access drive to allow surface flow over. 4. Request permission from RSK to allow Town to pipe across access drive. 5. Place berm and headwall at rear of 326 Buckland and run outlet piping along open field on RSK property. have taken a look at the different design options that you had requested: These designs have been based on flows calculated using the Rational Method, converting flows from upland detention basins to equiv. Al's rather than pond routing and detention basin volumes and berm design based on formula approximation and aerial topography. The flows from this watershed were calculated for the following events: 2 yr. 15.5 c.f.s. 10 yr. 25.8 c.f.s. 25 yr. 31.0 c.f.s. 50 yr. 35.5 c.f.s. 100 yr. 38.3 c.f.s. SAENGINEER\Projects-Construction\99803 BucMand Rd Drainage\TAL\99803 Memo JBD 061202 TL.doc Paqe 1 of 3 1. Replacement of piping in Buckland—10yr. This design to pipe 10yr. storm to outlet would require the replacement of about 260 Lf. of pipe in Buckland Rd with a larger diameter pipe(18"&24"w/30")as well as replacing about 200 Lf.of piping(9"w/24")in lawn area. However, this would carry a 10 yr. storm and we should alleviate some of our concerns with Buckland flooding. This option may also cause the least amount of wetland disruption and impacts to 300 & 326 Buckland properties. A large maple in rear of 326 may need to taken down. This design would increase the discharge on the Buckland Rd drainage system by 15.75 c.f.s. in a 10 yr.storm. The cost estimates are based on the Town of South Windsor bond estimate forms and include 25% for contingencies. This cost estimate for this alternative is in the area of$68,000. 2. Proposed detention without replacement of pipes on Buckland Rd Berm on Church property only—Pipes 10 yr.Church only This design was based on maximizing the 3 limiting pipes in Buckland Rd.for a 10yr storm, placing 270 Lf.of 15" new piping along southerly boundary of 326 Buckland and 120 Lf. 15"new piping tying in Church parking lot. Storage volume was prepared for detention solely on the Church property handling a 25 yr. storm. This would require placing drainage on Church property. The designation of the Federal Wetlands boundary per SS&ES/CE, LLC shown on the plan may allow for the construction of a berm and detention for 25yr. storm, with area of impact below 5000 s.f.,as long as the majority of the berm is built outside of the Federal Wetland area. The volume required for the basin is 45,000 cu.ft.for the 10 yr.and 61,000 cu.ft.for the 25 yr.storm. The dimensions of the berm will have to be minimal (2.75' h, 650 Lf., 2:1 slopes, 1' w top, 12' max. w bottom, 6100±footprint, no freeboard and only S wide work area on one side to construct). This design would increase the discharge on the Buckland Rd drainage system by 4.93 c.f.s. in a 10 yr.storm. This cost estimate for this alternative is in the area of$51,000. 3. Proposed detention without replacement of pipes on Buckland Rd. Berm on Church property&326 Buckland —pipes both side This design was based on maximizing the 3 limiting pipes in Buckland Rd.for a 10yr storm, placing 220 Lf.of 16' new piping along southerly boundary of 326 Buckland, 120 I.f. 15" new piping tying in Church parking lot and replacing 200 I.f. (9"w/15")pipe on north side of 326 Buckland Rd. This will still require a significant storage volume (33,900 cu.ft. for 10 yr, 82,800 for 100 yr.). Due to the topography, the proposed berm will still have to extend along the rear of the Church lawn area. Due to the majority of the work being outside of the Federal wetlands, this berm can be built to more substantial dimensions, provide for a 100 yr. storm and allow for more temporary disturbance which will facilitate ease of construction. The berm dimensions would be 3.25' h, 675 I.f., 2:1 slopes, 2' w top, 15' max. w bottom and a 8500± s.f. footprint. There is room for 10'+temp.work area. However, the 48" maple will still be impacted and the rear yard of 326 will be greatly impacted with a berm running across their lawn area. This design would increase the discharge on the Buckland Rd drainage system by 6.62 c.f.s. in a 10 yr.storm. This cost estimate for this alternative is in the area of$88,000. 4. Proposed detention without replacement of pipes on Buckland Rd. Berm on Church property&326 Buckland —pipe Church only This design was based on maximizing the 3 limiting pipes in Buckland Rd.for a 10yr storm, placing 220 Lf.of 16' new piping along southerly boundary of 326 Buckland and 120 Lf. 15"new piping tying in Church parking lot. Berm dimensions would be the same as design 3 due to 100 yr.storm requirements. This design would increase the discharge on the Buckland Rd drainage system by 4.93 c.f.s. in a 10 yr.storm. This design has the same benefits and concerns as 3. However, tree not impacted, 200 Lf of 16' not required, less increase in discharge to Buckland, lower cost. This cost estimate for this alternative is in the area of$76,000. SAENGINEER\Projects-Construction\99803 Buckland Rd Drainage\TAL\99803 Memo JBD 061202 TL.doc Paqe 2 of 3 In addition, each option will require work on the Evergreen Walk property to provide for adequate outfall protection. Existing outfall is eroding. This may include the construction of an energy dissipator and riprap swale.extension. All applicable easements, Church board and IWCC approvals will need to be acquired. The preliminary designs are about as far as they can go without contacting the homeowners whose property we will be working on to get their feedback and completing the field survey on these properties so that we have accurate elevations and topography to work with. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: July 17, 2002 Re: Review of the proposed Buckland Road Drainage Project. Plans dated 11/5/99. The project is to construct a detention area in the form of an earthen berm on two existing lots on the east side of Buckland Road for the purpose of containing stormwater runoff which presently is entering Buckland Road and causing a severe safety hazard. Proposed regulated activities include filling approximately 6060 sqft of wetland, and temporary disturbance of 19,500 sqft within the URA. Site: The site is located in the Podunk River watershed and Plum Gully Brook sub-watershed. The subject site is comprised of two lots. To the north is a residential lot .77 acre in size, and to the south is a lot 7.5 acres in size where the Messiah Lutheran church resides. The total land area of both parcels is 8.2 acres. Drainage flows southeast to northwest from the hillside above to a 9"yard drain that goes under Buckland Road and discharges on the property to the west. Historically, the drainage used to flow to Deming Road. A farm road that was constructed on the corner property to the south diverted this flow. Currently the eastern 2/3 of the site consists of shrub-scrub wetlands. The residential house to the north and the church to the south occupy the frontage portion of the lots. Both lots have been maintaining the western portion of the wetlands as turf grass. Hydrology of the wetlands on the site appears to be the result of groundwater from the eastern ridge. A drainage ditch exists along the tree line behind the church that appears to have been dug to divert surface flows to the north toward the small yard drain. During heavy storms large amounts of surface water flows off of the hill, along the developed portions of the two lots to the 9"yard drain. This drain quickly becomes overwhelmed and water heads to the west down the residential driveway into the road. Flows exceeding 2 inches in depth have been observed entering the road during large storms. The surge renders an entire lane of Buckland Road impassable. Impacts: Erosion control can be accomplished with standard perimeter controls. The E&S plan has yet to be submitted. All proposed disturbances will occur west of the berm, with permanent disturbance localized to the immediate berm site. The wetland vegetation(shrubs) will be removed to facilitate machinery access. Our preference is for all of the water to be blocked and funneled to Buckland Road via the piping you are proposing to place on the church property which borders our our property. Please do not funnel any of the water onto our property. Please contact me via certified mail if you expect to funnel any water onto our property at 326 Buckland Road. Thank you for your cooperation on this matter, and we are very appreciative of the town's efforts to resolve this problem.
