P.L.A.C.E.S. Daycare

P.L.A.C.E.S. daycare center was approved by the Planning&Zoning
Commission on October 24, 2000 with a modification prohibiting school-age children
requiring busing to and/or from the site(Item 4 in the approval letter). P.L.A.C.E.S.
proposes to add children in grades K 6, or ages 6-11, which requires bus service. This is
an economic necessity, in that parents are removing children from the program because
the program cannot accommodate their older siblings. At present, we are down 10
children due to this factor. This modification will not adversely impact area businesses
(see support letters from area businesses, as well as from the owner of Webster Plaza).
Bus service would generally be between 7:30 - 8:30 in the morning and 3:00—4:00 in the
afternoon. We recently met with Deputy Director of Planning Michele Lipe, Town
Engineer Jeffrey Doolittle, and a representative from Laidlaw at the site. Laidlaw
chooses not to enter the property to provide bus service. They believe it is a safe
condition to pick up and discharge students in the Ellington Road right-of-way(bus lights
flashing and all traffic stopped), as they do at nearly every other daycare center in the
community(see Laidlaw letter). We anticipate no more than 5 buses daily, with a
predominance in the morning. Generally,the number of buses will range from 1 to 5 in
any given day. We do not anticipate more than ten(10) children in this age group. The
pedestrian corridor will be from a rear door on the west side of the building, and children
escorted by an adult will walk to the bus stop along the west side of the building, which is
paved. We propose that the bus waiting area will include a park bench. Given that the
fall semester will begin shortly, we would appreciate your early consideration of this
matter. Thank you.

Re: Appl#00-43P, P.L.A.C.E.S. Special Exception and Site Plan
We are pleased to advise you that the Planning & Zoning Commission voted on October 24, 2000, to approve
with modifications the above referenced application for a Special Exception 5.1.2.9.1 and Site Plan of
Development.
The attached Special Exception form must be completed and filed in the Town Clerk's office. The special
exception will take effect upon filing.
This approval is for a daycare facility located at 1678 Ellington Rd., RC zone as shown on plans prepared by
Design Professionals, Inc., Job No. 1388, dated 8/23/00, as revised. This approval is subject to the
following modifications:
1. No building permit will be issued until the final mylars have been filed in the Town Clerk's office.
2. An as-built plan is required prior to issuance of a Certificate of Occupancy per Section 8.1.10 of the
Zoning Regulations.
3. All plans used in the field by the developer must bear the stamp and authorized signature of the Town of
South Windsor.
4. No school aged children,requiring busing to and/or from the site are not permitted to utilize the facility.
Black and white transparent mylars of Sheet#2 with the above modifications, together with three blueprint
copies of the entire set of plans must be submitted to this Commission within 30 days to be stamped and
signed.

Laidlaw will pick up and drop off the students who attend P.L.A.C.E.S. daycare located at
1678 Ellington Rd. South Windsor on Ellington Rd. itself,verses pulling into the parking lot, in
accordance with Connecticut's Public Motoring Transportation Laws. The driver will activate the
S.O.S.lights This method will ensure safety and be most effective
Laidlaw is currently stopping on the road at various daycare centers in town,with the
'exception of Mother.Goose and kids Accademy which have complete drive-in throughway/internal
road network.

To whom it may concern;
I am fully aware that P.L.A.C.E.S. 11c, daycare is planning to
obtain busing through LaidLaw for before and after school
students and have no objection to this change.
I am also aware that buses will stop on Ellington road verses
pulling into the parking lot to insure safety. Those children will
exit and enter in the back door of the preschool room, never having
to walk through the parking lot. A park bench will be placed under
the tree to the right of Colourz Salon for the children's safe
gathering.

1. Request for a site plan modification to the approval granted by this
Commission for the operation of a day care center located in the existing
Webster Plaza at 1678 Ellington Rd., RC zone.
2. A Special Exception was granted for the day care in October 2000. At the time
the Commission placed an approval condition which states, "No school aged
children, requiring busing to/from the site, are permitted to utilize the facility."
The reason for this was because it could not be demonstrated how buses would
enter and leave the site safely. The applicant has indicated that buses will not
enter the site, but will drop off and pick up children from Ellington Road.
3. There is an existing walkway along the westerly side of the building from the
back of the daycare to the front, and a "waiting area" will be created as shown
on the site plan.
4. If this application is approved, the Planning Department has no requested
modifications.

This is to advise you at its August 20, 2002, meeting, the Planning and Zoning Commission
voted to
approved our request for site plan modifications pP y ications to allow children to b q p e bused to and
from the daycare at property located at 1678 Ellington Road (Webster Plaza), RC Zone.This
approval is based on plans prepared by Design Professionals, Inc., dated August 23, 2002,
revised through August 7, 2002.
Black and white transparent mylar of Sheet#2 with the above modifications, together with three
blueprint copies of the entire set of plans must be submitted to this Commission within 30 days
to be stamped and signed. The letter of approval of this Commission must be reproduced on the
mylar.
After the mylars have been signed by the Commission, they will be returned to you for filing in
the Office of the Town Clerk. After filing these plans, a copy of the receipt must be submitted to
the Planning Department.
