This site, originally created as lot#2 of the J.E.S. Industrial Park subdivision in 1968, contains a 15' drainage easement along the eastern boundary. Storm water runoff from the site currently drains into the piped drainage system designed for the industrial park. The proposed development involves a two-phase building expansion to accommodate their immediate need for space(Phase I) and a potential for future expansion. Phase I consists of a 5,000 s.f building addition, the relocation of existing exterior tanks, regarding&repaving of some existing paved areas and new pavement for access to the new tank locations. A 200' long, 8' wide water quality swale is proposed to run along the southern boundary, carrying storm water runoff from the newly developed areas to a proposed type-cl catch basin. The proposed catch basin will connect into the existing drainage manhole within the drainage easement. Phase II consists of a 10,000 s.f building addition and associated new pavement. A proposed roof leader will discharge to grade easterly to another drainage swale that will discharge to the proposed catch basin. Storm drainage calculations were performed using the Rational Method with 10 and 100-year design storm frequencies. The area analyzed was limited to the subject site and does not include the entire watershed. The results obtained offer a direct comparison between the runoff from the existing site and the runoff after completion of the proposed site improvements. The results found reflect a net increase in peak flow off-site of 1.6 c.f.s.(10 yr.) and 2.2 c.f.s. for the 100 year storm event. I AA AA p , MEMORANDUMu To: Marcia Banach, Director of Planning 1 ZOOZ From: Jeffrey B. Doolittle, P.E., Town Engineer 'rAl Date: 3/21/02 SOUTH WINDSOR PLANNING DtPf, RE: App 02-12P, O&W Heat Treat I have reviewed the Site Plan application for O&W Heat Treat and have the following comments: 1. Sheet 2 shows parking spaces in a fenced-in Exterior Storage Area for Phase II. This does not seem to be possible or practical. 2. Some of the items in the Construction Legend on Sheet 3 are not labeled or mislabeled on the plan. These include items, i, n, and s. Please check and correct these labels. 3. What is the purpose and frequency of use of the existing groundwater monitoring wells shown? What happens to the existing groundwater monitoring wells shown in the center of the site under Phase I I Expansion? These need to be shown on Sheet 4. 4. Raise the elevation of the back of the dumpster pad area at the south west comer of the site so water better drains out to the pavement. 5. Where is item C shown on the plans on Sheet 4? The drainage swale, berm and roof leaders should be labeled on this sheet. 6. The proposed location of the hydrogen tank needs to be checked and approved by the Fire Marshall. I have concerns about the close proximity of the proposed hydrogen tank to the shed, dumpsters, parking, and neighboring property to the south. 7. Include a note — All construction to conform to the Town of South Windsor Public Improvement Specifications. 8. The drainage calculations show an increase in the peak flow off-site as a result of this development. The South Windsor Public Improvement Specifications state that zero increase discharge design is to be maintained for a 2, 10, 25, and 100 year storm. On- site detention or subsurface infiltration appears to be necessary. The drainage calculations and plans need to be checked and revised accordingly. I have other questions about the drainage calculations and will contact the Engineer directly. 9. It has been brought to my attention that this facility discharges a significant volume of non-contact cooling water to the storm drain system and thereby to surface waters. See the attached memo from Fred Shaw for details about this. The applicant needs to address this issue as part of these plans. Please call me (x 245) if you have any questions. MEMORANDUM TO: Jeffrey Doolittle, Town Engineer FROM: C. F. Shaw, Superintendent Pollution Control"'" RE: O &W Heat Treat, 1 Bidwell Road DATE: March 18, 2002 Plans were recently submitted for a two-phase expansion of O &W Heat Treat, Inc. and it is appropriate at this time for the Town to pursue an issue concerning the discharge of non-contact cooling water to surface waters. The Connecticut DEP prohibits the discharge of potable water with trace amounts of chlorine and metals to any surface waters. O &W Heat Treat currently discharges non- contact cooling water(potable water)to the Town's storm drainage system that discharges to Newberry Brook. In calendar year 2001, O &W Heat Treat discharged 36,193,961 gallons of non-contact cooling water. Furthermore, given the quantity of non-contact cooling water discharge, the Town should be concerned for the reserve capacity of the storm water system in this area. The original design of the system did not allow for discharges of this type and volume. The DEP will prohibit O &W Heat Treat, Inc. from continued discharges of this type and direct that non-contact cooling water be discharged to the sanitary sewer. However, current South Windsor sewer regulations prohibit the discharge of non-contact cooling water to the sewer. Therefore, O &W Heat should be required by the Town to install cooling tower(s) and a recycling system as part of the improvements it currently plans to undertake. CC: Micheal J. Doolittle, P.E., Town Engineer Do Date: 4/16/02 RE: App 02-12P, O&W Heat Treat I have reviewed the revised Site Plans for O&W Heat Treat and have the following comments: 1. What is the purpose and frequency of use of the existing groundwater monitoring wells shown on sheet 3? If these existing wells are actively monitored, then DEP approval may be needed before they can be abandoned and removed. Please confirm the status of these groundwater monitoring wells. 2. The proposed location of the hydrogen tank needs to be checked and approved by the Fire Marshall. I have concerns about the close proximity of the proposed hydrogen tank to the shed, dumpsters, parking, and neighboring property to the south. 3. Since this site discharges to a CT DOT stormwater system, a permit is needed from the CT DOT for the stormwater discharge. The drainage calculations show an increase in the peak flow off-site as a result of this development. The South Windsor Public Improvement Specifications state that zero increased discharge design is to be maintained for a 2, 10, 25, and 100 year storms, unless it can be demonstrated that there will be no deleterious downstream affects from the increased stormwater discharge. Additional information on the stormwater discharges and on-site detention or subsurface infiltration may be required. 4. We understand the DEP will not permit the discharge of non-contact cooling water to the storm drainage system and therefore a cooling water recycling system will be installed as part of this expansion. What is the size of this recycling system and where will it be located? This should be shown on the plans. Please call me (x 245)if you have any questions. These spots often become problem areas in the future due to settling, therefore, the town staff/inspectors will be requesting additional compaction tests in these areas. 20. Inspection of gravel access roads required prior to placement of topsoil. 21. Sanitary lateral locations should be tied down to existing structures and shown on the progress as-builts. 22. For concrete sidewalks, 8"depth with reinforcements is required at driveway crossings. If the sidewalk is constructed before lot development, the locations must be indicated on the as-built plans. If a proposed driveway location is moved, the sidewalk must be removed to the nearest expansion joint and rebuilt to the proper depth with reinforcement. 23. If a concrete monument is located within a driveway, a cast iron frame and cover must be provided for town public improvement specifications. 24. During construction of individual sanitary sewer house laterals, the contractor shall prepare an as-built sketch on standard form provided by the Engineering Department. This form should be submitted to the design engineer/surveyor for their use in preparing the as-built plan. The Engineering Department suggests that the contractor also show locations of foundation drains and water laterals on this form. 25. During construction for individual house lots, lot to lot drainage must be addressed with drainage swales as necessary. For lawn establishment, town staff will be requiring erosion control measures to be installed prior to the issue of the certificate of occupancy to ensure soil stabilization. A detailed erosion control plan must be implemented and depicted on the plot plan for review prior to the issuance of the building permit—most particularly on lots with extensive grading. Planning Department 1. Landscaping is to be installed in accordance with the approved landscaping plan. If there are changes required, contact the Planning Dept. Additional landscaping installed on one part of a site will not preclude planting all of the remaining items shown on the landscaping plan. 2. Mylar to go on file prior to issuance of a building permit. 3. A erosion and sedimentation control bond in the amount of$2,000.00 is required. SNET/NU 1. Contact utilities for coordination of utilities connection. Fire Marshal 1. Blasting(if required) to be coordinated with the Fire Marshal. Police Services 1. Emergency phone numbers for the duration of the construction must be provided to Police Services on a company letterhead. If the developer occupies or owns the building after construction emergency numbers must be provided to Police Services. 2. All buildings located on property that abuts a public highway must be numbered and visible.from the street. All numbering shall comply with Town Ordinance 6-800 through 6-802. Barns, garages, and outbuildings, which are located on the same premises as a numbered structure, are excluded. 3. Erect temporary sign on the site during construction identifying the project. 4.
