Dear Mr. Folger: We have been informed by the State of Connecticut DEP that they will not be approving our permit application for discharge of non-contact cooling water into the storm water system. This is due to the fact that the receiving stream is not large enough to meet the dilution requirements stipulated in the permit. It is our plan, therefore, to eliminate this discharge completely. O&W Heat Treat, Inc. will purchase and install a water recirculation package in conjunction with the construction of our building expansion. We have already received one quotation for a recirculation package and a second quotation is currently being pursued. Please call us with any questions you may have. Sincerely, Patrick C. Dear Ms. Isherwood, Consulting Environmental Sciences,Inc.,collected two samples of non-contact cooling water from O& W Heat Treat on March 28,2002. The results'of the analyses are attached. Sample#1 was collected off of the pipe from inside the building prior to discharge into the storm drain system. Sample#2 was collected at the outfall from the storm drain into the pond. As the data suggest, the sample at the discharge point(#2) is in compliance with established standards for non-contact cooling water into surface water. Sample 01 did fail the toxicity test and this is probably due to a lack of oxygen in the water at that source point. Also there was residual chlorine in that sample as it had not yet been exposed to sunlight or oxygen. The samples were collected at both locations in order to compare the water quality at the two locations. The only sample that matters for purposes of evaluating an impact to the environment is the one collected at the outfall in the receiving body of water. The aquatic toxicity tests were performed using Daphnia pulex (daphnia)as the standard test organism. All test procedures were performed in accordance with biomonitoring protocols described in the"General Permit for the Discharge of Minor Non-Contact Cooling and Heat Pump Water'(DEP-PERD-GP-1309), issued February 23, 1999. Test protocols described by the USEPA and the State of Connecticut DEP(EPA160014-90/027F)were also followed.
