Doolittle, P.E., Town Engineer yp Date: 2/8/02 RE: App 02-03P, Pond Estates at Red Rock, Re-Subdivision Lots 6-9 1 have reviewed the application for Pond Estates at Red Rock, the re-subdivision of Lots 6-9 and have the following comments: 1. Any new owners of abutting lots on Castlewood and Loomis should be listed. 2. The driveway cuts for existing lots on Deming Street should be shown. 3. More contours and spot elevations need to be included in the topographic plan. The grading between lots needs to clearly show the break-up of lot-to-lot drainage. The grading in some of the front and back yards is not clear. For example, where are the proposed contours for elevation 258 and 262 in the front of lots 6, 7 and 8? The existing small hills on the lots should be knocked down so they do not interfere with drainage. This will also prevent future drainage problems due to homeowners taking them down. 4. Why are the driveways for Lots 6 and 7 are narrower at the house than the others? 5. Who is getting the open space behind lot 6? 6. A traffic plan should be included for the reconfigured intersection of Deming Street and Slater Street. This should include line stripping, signage, a plan showing the location of the new pavement, and saw cuts of the old pavement. 7. The road widening and drainage work on Deming Street and Foster Street should be done in a way that minimizes the necessary lane closures and traffic impacts from this work. A plan and schedule should be submitted for this work before the preconstruction meeting. 8. This set of plans should be combined with the latest plans for the Pond Estates at Red Rock Subdivision (TOSW Planning 00-42)to make one complete set for construction. Sot small._hills were left, where appropriate,to allow for screening,as desired.,After resubdivision approval, town staff will have the opportunity to revisit grading on the lots when detailed plot plans are submitted for review. 4) The driveways shown are for general representation only. Actual driveway configurations will be shown on the plot plan when submitted-for.each lot at building permit stage. 5) Added note to reflect that open space is to be deeded to South Windsor Land Conservation Trust. This appears on sheets 2,3 &4. 6) The scope of this application and it's design is limited to the resubdivision of lots 6-9.of an approved subdivision. Someone must be present at the hearing to represent the application. Two signs advertising the hearing, must be posted on the property for ten(10) consecutive days prior to the hearing and must be clearly visible from a town street. Please have one sign posted on Deming Street and one posted on Slater Street by February 23, 2002. Signs can be obtained in the Planning Department. Sincerely, Kelli Gaetano Administrative Secretary Pond Estates at Red Rock ReSubdivision Lots 6-9 March 2002 1. The original approval for this subdivsion goes back to 1988. This subdivision was re-approved in April 2002. 2. This subdivision now includes a wetlands mitigation project approved by IWA/CC, in conjunction with approvals on Northern Hills sites (Lowes, Target). The mitigation project includes a conservation easement over 3.76 acres along the Town Line, 200 feet deep. The mitigation project affects Lots 8, 9, 105 12 and 13 and as a result, the subdivision configuration is being modified to incorporate the conservation easement. 3. The applicant is proposing to reconfigure these lots, eliminate a short cul de sac, and have one less lot. There are no other changes proposed with this plan. It appears that all lots meet the zoning requirements. 4. WPCA approval is required. 5. CRCOG was notified in November of 2000 when the subdivision was first re- approved by the Commission. The Town of Manchester was also notified of the proposed changes. If this application is approved, the planning department does not have any modifications to request. MEMORANDUM IV E D To: Marcia Banach, Director of Planning MAR 4 2002 From: Jeffrey B. Doolittle, P.E., Town Engineer SOUTH WINDSOR PLANNING DEPT. Date: 3/4/02 J RE: App 02-03P, Pond Estates at Red Rock, Re-Subdivision Lots 6-9 I have the following comments on the revised application for the re-subdivision of Lots 6-9 of Pond Estates at Red Rock, dated February 20, 2002. 1. More information is needed to clarify the grading shown on the topographic plan. Although lot grading is reviewed at the time of building permit application, we prefer to look at subdivision plans as a whole and resolve grading and lot drainage issues at the time of approval. The grading in some of the front (lots 11, 6) and back yards (lots 4,5,11,12,13) is not clear. The existing small hills on the lots should be knocked down so they do not interfere with drainage. The grading between lots needs to clearly show the 'break-up of lot-to-lot drainage. Where does the water go from the shallow swale that slopes down to the west between lots 4 and 5? What are the drainage patterns in the rear and sides of lots 11, 12, and 13? Please clarify the grading plan. 2. Road widening and improvements are shown and have been previously approved for Deming Street east to its intersection with Slater Street. I do not recommend the improvements shown be made to this intersection. Widening the road and changing only the south west comer of this intersection will result in the eastbound lane on Deming St being offset at this intersection. This could result in more accidents at this intersection. I recommend that the intersection of Deming Street and Slater Street remain as it is with the following modifications according to the approved plan. The road widening and new bituminous curb should be continued around the existing corner onto Slater Street where the new pavement should be blended into the existing pavement. The new bituminous curb should be placed on new pavement and base which is level and graded properly. The catch basin proposed for this corner shall be moved south west so it is along the existing comer and catches water that ponds there. The proposed sidewalk should be built 7 feet behind the curb and follow the existing curve onto Slater Street where it will end with a ramp out to the road. As this plan is already approved, these revisions should be made by a change order.
