The applicant requests a Site Plan of Development for the construction of a 6,400 sq. ft. all purpose building on property located at 19 John Fitch Boulevard, GC zone. This application is tentatively scheduled to be heard by the Planning & Zoning Commission January 29, 2002 at 7:30 p.m. in the Madden Room of the Town Hall. If you have any question, please feel free to contact the Planning Department at 644-2511, ext. 252. Very truly yours, Michele R. Lipe, AICP MRL/ Assistant Director of Planning MEMORANDUM To: Marcia Banach, Director of Planning RECEIVED From: Jeffrey B. Doolittle, P.E., Town Engineer JAN 15 2002 Date: 1/15/02 RE: App 02-01 P, Between Rounds—19 John Fitch Blvd. SOUTH WINDSOR PLANNING DEPT, I have reviewed the site plan application for Between Rounds, 19 John Fitch Blvd and have the following comments: Please call me (x 245) if you have any questions. 1. The applicant's telephone number needs to be shown on the plans. 2. Suggest the handicap spaces be moved to the front of the building and regular spaces be shown on the north side of the building. This will provide more readily accessible parking spaces for most people entering the site. It will also discourage drivers from turning left, against traffic, to reach parking spaces in front of the building. 3. The location of the roof drains on the Site Plans, Sheet 5 does not agree with the locations shown on the Architectural Plans Sheet SK-2. All roof drains are to be piped into the subsurface drainage system. 4. Include a note that the site drives and parking areas are to be paved and show the limits of this new pavement. Also include a detail for the pavement and base for this site and the basis for this design? 5. The elevation 98 contour in the northwest corner of the site needs to be checked. It appears to show a flat area, which will not drain well. 6. A storm manhole should be installed at the 90 degree bend in the 8" PVC pipe from CB2 to the single row of infiltrators. 7. The route and location of the surface runoff path offsite needs to be shown, with more contour information. This is to insure the site stormwater drainage does not adversely impact abutting properties. 8. The three rows of high capacity infiltrators shown at the northwest corner only fit if they are laid right next to each other and this would be tight in this area. These need to be spaced out more to achieve the 24 ft3 of storage included in the design. The manufacturers recommendation is to space these at 9 feet on center. I suggest the placement and spacing of these infiltrators be reviewed and checked with the manufacturers recommendations. I also recommend that there be a 10 foot buffer area between the infiltrators and the property line so the infiltration does not adversely impact abutting properties. Appl #02-01P Between Rounds Site Plan 1/29/02 1. Request for site plan approval for an approx. 5,500 square foot expansion to the existing Between Rounds facility at 19 John Fitch Boulevard, GC zone. Site size is just over 30,000 sf. 2. Building coverage is 24%; 50% allowed. A variance was granted to allow 76% impervious coverage; 65% allowed. existing b k. The proposed addition, which will include 799 sf of restaurant; 2,747 sf industrial/manufacturing; and 934 sf of retail will be placed behind the 1,259 sf office area. 3. There are 34 parking spaces required; 34 spaces provided. The applicant is requesting a waiver to allow spaces to be 9' x 18.' This has been a difficult site to configure because it is very small. The applicants received a site plan approval in 1996 with a different building and parking configuration, but the current proposal seems to present a better circulation and parking arrangement. The 1996 site plan approval included a waiver to allow parking spaces to be 9' X 18.' 4. The site currently has two driveway cuts onto Route 5. The new proposal separates the two driveway cuts as far as possible, and designates the southernmost driveway as exit only. Both exits are right turn only. 5. Public water is available in Route 5. There are no sewers in this area, so on-site sewage disposal is needed and has been approved by the Town Sanitarian. 6. There are no wetlands on site nor over V2 acre of disturbance, so IWA/CC approval is not required. 7. The proposed sign is the typical Between Rounds sign, 10 feet high, 24 square feet, and will be internally lit with red letters. There is also a red building sign proposed 27' long, 24"high. This sign is made of thick plastic and will be internally lit. 8. The landscaping incorporates a variety of plantings along the perimeter of the site. The rear and southern side of the property abuts the Caron Auto Works site where there exists a chain link fence. 9. ADRC reviewed this plan on January 17. The Committee was generally satisfied with the architecture, however the majority of members had an overall concern with the rainbow awning— did not feel it was a "New England" look— . The committee had the following recommendations: • Parking lot lighting cut sheet to be provided to ensure that it is a full cut off fixture. • Additional landscaping should be planted; sizes of plantings should be increased in general—particularly in the area in the front and sides of the building. • Plantings with a vane of year round color are recommended for the front g ty Y of the building to enhance the setting. • Consideration should be given for planting deciduous shrubs along the back property line. • Shrubbery proposed on top of the infiltrator system should be reexamined to ensure that it does not affect the infiltration functioning of the system. 10.The South Windsor Police Dept. have reviewed the application and have no comments. If this application is approved, the Planning Dept. requests no additional approval modifications other than those already noted.
