Box 503 South Windsor, CT 06074 Dear Joe: I received your letter dated March 6, 2002, regarding extension of sewers into the Barber Hill Road area. My statement in the newspaper, to which you referred, was based on the Planning and Zoning Commission's Plan of Conservation and Development. The Barber Hill Road area is one of three areas that the Commission has identified as "rural preserve" areas, and one of the Commission's recommendations for these three rural areas is that public water and sewer not be extended, as these utilities facilitate and induce higher density development (please see relevant Plan excerpts, enclosed). If you will recall, when the WPCA and PZC met last spring during the Strategic Planning process, this exact subject was discussed. At that time, it was clear that there is disagreement between the PZC and WPCA regarding this subject. I agree that you and I, as well as our respective commissions, do indeed have the good of South Windsor as our primary objective. Please feel free to share this correspondence with WPCA, so that they too will understand the context of the newspaper quote. I appreciate you taking the time to write. Sincerely, Marcia A. Banach,AICP Director of Planning MB/sf cc: Kevin McCann, Chair,PZC P.O. Box 503 South Windsor, CT. 06074 March 6,2002 Marcia Banach,Director of Planning Town of South Windsor 1540 Sullivan Avenue RECEZIVED South Windsor, CT. 06074 MAR 7 2002 Dear Marcia, SOUTH WIiNDSOR PLANNING DEPT. I am writing this letter to express my concern regarding an article I read in the Journal Inquirer on March 5,2002. Everyone, Staff and Boards and Commissions, have specific responsibilities as defined in State Statutes, Town Ordinances or other directives. We all try to work as a coordinated group to keep South Windsor as one of the best Towns in the State. In fact, our new Strategic Plan "One Town-One Future" reflects that concept. Working together but respecting each other's responsibilities is one objective of this Strategic Plan. My concern as stated in my first paragraph of this letter is related to the article that involves a proposed Subdivision on Barbara Hill road.Although the article appears to relate primarily to a boundary issue, the subject of sewers was discussed. The article stated that you said, but did not use quotes, (Sewer lines would not be desirable in that area,Banach said). Although I recognize the Planning Staff has broad administrative responsibilities,I do not believe you have the authority to determine where sewers could or should be installed in South Windsor. This is the responsibility of the Water Pollution Control Authority. The Water Pollution Control Authority has not ruled out the possibility of sewers along the 7325 linear feet on Barbara Hill road. In fact, our preliminary study of sanitary sewer extensions included Barbara Hill road. I have included a copy of this preliminary document. I am writing this letter to let you know of my concern and that I was very vocal in expressing my concern at the Water Pollution Control Meeting Tuesday night March 5,2002. You and I have had a good working relationship ever since you became a member of our Town Staff. I hope this relationship will continue because we both have the good of South Windsor as our primary objective in our Municipal responsibilities. loos'et incerely, . Carino Chairman,Water Pollution Control Authority RESIDENTIAL SANITARY SEWER EXTENSION ITEMS FOR FURTHER CONSIDERATION 1. Cost estimates are given in current (January 2000) dollars 2. This report does not consider expansion for commercial or industrial development and therefore, does not address the requirements of the Utility Extension and Improvement Incentive Program. 3. Criteria must be developed for setting sewer extension priorities (ie. septic system problems population densities, etc.). 4. Increased connections will increase operating and future capital costs associated with collection system maintenance, treatment plant capacity and treatment plant operations. r f / SANITARY SEWER EXTENSIONS STREET LINEAR FEET Abbe Road 2,400 Avery Street 850 Barber Hill Road 7,325 Beldon Road 1,620 Buckland Road 2,000 Burnham Street 1,700 Chapel Road 2,100 Cliffwood Drive 100 Colony Road 1,400 Dart Hill Road 2,635 Deming Road 2,720 Ellington Road 15,575 Gordon Drive 1,500 Governor's Highway 970 Greenfield Drive 1,500 Griffin Road 6,400 Hillsdale Road 400 [dent Road 700 June Drive 750 King Street 2,200 Lawrence Road 1,500 Long Hill Road 4,285 Main Street 9,400 Maquire Road 800 Miller Road 4,420 Mountain View Road 875 Nevers Road 2,100 Newberry Road 2,060 Niederwerfer Road 3,800 North King Street 1,600 Ordway Drive 770 Pleasant Valley Road 2,530 Rye Street 850 Sand Hill Road 1,100 Smith Street 1.87 Strong Road 4,580 Sullivan Avenue 1,940 Summit Drive 900 Troy Road 2,700 Wendy Drive 1,400 West Road 2,000 Windsorville Road 2,300 25-Jan-00 Total 106,757 .M FUTURE SANITARY EWE EXT N IONS INVESTIGATION Political a. Banach, Director of Planning Date: 05/30/02 Re: L013 Greenfield Drive In response to your memo dated May 23,2002, 1 can provide the following information. In 1986, the Town Manager and Town Council worked out an arrangement to acquire about 20 acres of land, in exchange for back taxes, from South Windsor Heights (Samuel Sisisky). The 20 acres excluded two parcels that Mr. Sisisky wanted to get approved as building lots. One of the two parcels was located at the end of Greenfield Drive, one on Farnham Rd. The Town Council approval of the acceptance of that land for back taxes included a provision that if the two parcels of land were not approved by the Planning and Zoning Commission as buildable lots, then the owner would deed those lots to the Town along with the rest of the 20 acres (see attached copy of Bond for Deed from Town Council meeting of December 8, 1986). The applicant applied to PZC for approval of the lots and was denied (twice). Thus, the Town Council's arrangement for the parcels to be deeded to the Town would have prevailed. I suspect that at that point the Town Attorney was following up on getting the land deeded to the Town, and apparently this task was never completed. If I can be of further assistance, please let me know. 1540 Sullivan Avenue,South Windsor,CT 06074 PH 860-644-2511,ext.253 Fax 860-644-7280 e-mail banach southwindsor.org 0 Page 1 r MEMORANDUM ' MA Y 2 4 2002 SOUTH WINDSOR PLANNING DRPT TO: Marcia Banach, Director of Planning FROM: Matthew B. Galligan, Town Manage RE: Assessment Sheet (1-013 Greenfield Drive) DATE: May 23, 2002 1 am enclosing an Assessment Sheet on a particular piece of property that Mr. Alex Georgeadis, 105 Greenfield Drive, South Windsor (644-0112), has brought to our attention. It concerns a lot at the bottom of Greenfield Drive, which he believes is supposed to be deeded to the Town. It is my understanding that Mr. Georeadis spoke to Jean Zurbrigen many years ago, and this was supposed to have been deeded to the Town so that a developer would not be able to build on that lot. This lot has some environmental issues and was supposed to have been left as Open Space. Could you please review and determine if this piece of property should be designated as Open Space. If it is, we should move forward and prepare the appropriate deeds and do whatever is necessary to acquire it. Please get back to me after you have some information so that we can contact Mr. Georgeadis with the results. Thank you for your cooperation in this matter. LLC 376 Pleasant Valley Rd. SEP 10 2002 South Windsor,CT 06074 SMiTH "i I :J September 10,2002 Dear Michele Lipe, Thank you for speaking with me last week on the matter of the"change in use"for my business located at,376 Pleasant Valley Rd.I appreciate your guidance and support in helping me accomplish what needs to be addressed. The fax that you had sent to me along with the complaint was very informative. It is interesting, that the only complaint in over 12 years of owning my own business, happens to be from the owner of a sign company not more than a half mile from my location.Regardless,we will do what is necessary to resolve the situation and move on. Below I have outlined the areas which you have highlighted as concerns. *Actual use: My wife and I are the owners and operators of a sign making business. We have no employees. Our main focus is on vehicle lettering and graphics generated by computer cut out vinyl.Although we have common woodworking tools, they are rarely in operation. We also create banners, golf signs, display and wood carved/gold leaf signs. We do not do any welding fabrication or work with any automotive type spraying,or use any chemical applications. Other than occasional painting on plywood or cutting wood,we farm out these applications to other companies that specialize in those areas and have the facilities to do so. Again out main interest is in plotting vinyl. *Parking: We do not have a real parking issue.Although we have enough room for 4-5 parking spaces,we have not designated spaces with painted lines,as this is our place of residence. We are an appointment only company and are not looking for drive up business from the public. The majority of our customer contact is over the phone. We deal mainly with corporations and other businesses, and the only time that there is a vehicle in the driveway is when they are picking up or dropping off a job. We are not a store front location. We have gone as long as two weeks without having a customer come in to our office. *Vehicles: When working on a vehicle, it is most often worked on in the garage. The customer's vehicle remains in the garage until the job is complete and they pick it up. Our company vehicles are usually parked under the carport or inside the garage. *Outdoor Storage:All of our materials/supplies are stored indoors, therefore,we do not need any outside storage. *Dumpster: I was not aware that it was a requirement in mix use property to supply a dumpster. Although we generate minimal trash(mainly paper and vinyl scraps),we are looking into a small container which could be placed behind our garage out of site. *Improvements: Other than general maintenance, the only improvement which we have started, was to side the garage.Because of the T-I I I exterior, the problem of rot and mildew was taking it's toll. *Neighborhood: All adjacent neighbors(long term residents and new neighbors)are aware of our sign business. If there is any other information that you might need from me,please call me or e-mail me at: tuscsign@cox.net phone:290-9057 fax:289-2250 #n A Lou Blanco The Ultimate Sign Co.LLC 376 Pleasant Valley Rd. They have moved into the building at the above address. This is on the corner of John Fitch Boulevard and Mascolo Road. He is in the process of renovating the site and building and needs a Change Order approval from PZC. During the course of my review of the site and discussions with him a couple of questions came up that I hope you can help me address or at least point me in the right direction. 1. There is no curb and a few potholes on the north corner of Mascolo Road and John Fitch Boulevard adjacent to his property. This looks to be from trucks cutting the corner. Is this something the Town can fix or should we call the state. I do not know where the street line is for these two roads. 2. In the process of cleaning the site, Carl uncovered a catch basin that is just behind the curb in the area to the west of his back driveway off Mascolo Road. This looks like it is in the ROW for Mascolo Road, and the sump is filled with debris and the top is about 8-9 inches below the top of the curb. There is a overflow from a drywell on his property that discharges to this CB. Otherwise it only catches water from a small area. a. Can you have this sump cleaned? b. Would it be possible to raise this CB top so he can back-up the curb and put in topsoil and landscaping in this area? A product called Vectolex CG has been applied to all catch basins several timest2) per"Mosquito Season"at the rate of approximately one teaspoon per basin. This is a granular product and is applied manually. It contains a biological organism called Bacillus Sphaericus which is an effective larvicide specific to mosquito and black fly larvae. Based on the decreased number of mosquito complaints to date this seems to be an effective program. Adltionally, on several occasions over the past two years an adulticide (Resmythrin)LsAroy) has been used at Town parks to decrease the mosquito population. This product is effective and quickly (within four hours) breaks down upon exposure to light, especially sunlight. The mosquito control section of the DEP Wildlife Division has indicated that, to date, there has been no correlation with any mosquito control product and lobster deaths. In fact, the scientific community has not found any mosquito products in the water_or lobsters. The property included in the proposal abuts the South Windsor Town boundary. The zoning in South Windsor along that common boundary is A-30, a residential zone. The existing zone at 210/230 Deming Street is compatible with the existing zoning in South Windsor, and provides at least a small amount of transitional-use land between the intense commercial uses in Manchester and the residential zoning in South Windsor. The proposed commercial zoning is not compatible with existing South Windsor zoning, and would further deteriorate the character and quality of life for the South Windsor residents in that neighborhood. The parcel in question is served by Deming Street,Avery Street, and Exit 63 of Interstate 84, all of which service both Manchester and South Windsor. The signalized intersection at Deming Street, Avery Street, and Exit 63,in particular, operates poorly, and frequently experiences gridlock, without yet being impacted by the full occupancy or operation of the ongoing development of the northwest corner of the intersection, known as Deming Gateway. The completion of that development, along with continued permitted commercial development of properties along Hale Road under existing zoning will increase the strain on the area roadways and intersections. The expansion of permitted commercial use in the area, and the resulting increase in traffic volume and congestion on an already strained system, would create an unreasonable and detrimental impact on the South Windsor residents in that area, which does not exist under your present zoning of the parcel in question. Harold Cummings, attorney for the applicant, stated the applicant would build and maintain the sidewalks proposed on Day Drive. The applicant would be willing to create a legal document that would require the association to maintain the sidewalk in perpetuity. Cummings also stated that prior to the removal of vegetation on each unit during construction, review and approval by town staff could be done, and the applicant would replace any vegetation disturbed within the 35- foot buffer. Chairman McCann asked why a wet bottom detention basin is being use din the area? Semprebon responded for water quality reasons, to improve the water before it hits the watercourse. This method is included in the town Public Improvement Specifications to treat water runoff. Fresh rainfall will flush out the basin. There is a proposed larvicide program. Semprebon indicated he would recommend a wet bottom basin in this area. Doolittle read into the record a memo from Robert Deptula, Town Sanitation, regarding the proposed larvicide treatment to be use in the basin.
