The site was previously developed with a 150,000 S.F. building, and associated parking and loading areas. As part of the previous development, a large detention pond was designed on the site. The original pond ended up as a retention pond, but due to the high groundwater elevations, was converted into a detention pond. The pond has an outlet into the Route 30 storm drainage system. As part of the permitting of the detention pond outlet with the state DOT, the outlet was designed for additional development on the site. The pond outlet was designed to allow for an addition of 150,000 S.F. with associated parking and loading areas. The site development will be adding additional storage volume to the pond in the form of a long linear water quality Swale that will run from the southern end of the pond in the area of the existing wet Swale, east to the eastern property line, than south along the eastern property line to Burnham Street, and west along Burnham Street for most of the frontage. The Water Quality Swale will collect runoff from the additional building roof, and paved areas around the side and rear of the new addition. The existing detention pond on site has been designed to provide detention for the original site and an additional development of 150,000 S.F. with associated paving and loading areas. The proposed development will be adding only 103,000 S.F. addition. The proposed water quality swale will also add significant additional volume. Therefore, the site has been designed to more than adequately detain peak runoff volumes from the site. The water quality swale will mitigate water quality impacts from the site development. I met with you and your staff yesterday to review preliminary site plans. I have also reviewed the following materials that were part of the original submission for this project: • letters from Rema Ecological Services, LLC dated August 17 and December 30, 1998 • letter from Benson Environmental, Inc. dated February 1, 1999 I also conducted a preliminary inspection of the site yesterday. Site Description The 47.3-acre property contains the DST Output building, parking lots and driveways, a constructed detention pond, mixed hardwood forest, narrow hedgerows, a large post- agricultural field and several small wetlands. Soils on the nearly level property are derived from glacial outwash deposits, and consist of loam over stratified sand that is at least four feet deep. An even-aged forest is located at the east end of the site, and supports American beech, red oak, gray birch, black birch, red maple, black cherry and white pine (Photo 5). Average tree size is 12-16 inches diameter at breast height(DBH), although larger trees up to 2-3 feet DBH are present. A large post-agricultural field is located between the existing DST building and Burnham Street. Corn stubble and plow furrows are indicators of recent agricultural activities in this field. Goldenrods, grasses, teasel, mullein and switch grass grow in the field. 38 Westland Avenue 9 West Harthrd,CT 06107 • Phone & Fax (860) 561.8598 • email ecosy0connico.net Design Professionals, Inc. Page 2 Re:DST Output Expansion 02107102 125 Ellington Road South Windsor, CT ------------------------------------------------------------------------------------------------------------------------- Wetland Areas I located three wetland areas that are shown on the site plan and in the vicinity of expansion activities. Detention Pond The largest on-site wetland is a constructed detention pond located at the north end of the property(Photo 3). This was originally constructed as a retention pond in 1999, but was converted into a detention pond in 2000 with the addition of an outlet structure that connects to the Route 30 storm drainage system. The pond is equipped with two aerators for circulation and dissolved oxygen enhancement. Runoff from the developed portion of the site flows through a broad swale that connects to the southwest corner of the excavated pond. Five stone check dams have been constructed across the swale (Photo 1). Soils in the swale support only sparse vegetation. The shoreline of the pond consists of bare sandy soils that have been eroded in areas due to a fluctuating water level(Photo 2). Winterberry,red-osier dogwood and elderberry shrubs have been planted on the slopes that rise above the pond. At the east end of the pond the water level has receded approximately 60 feet horizontally from its high water mark due to the extended drought of 2001-02. This has resulted in the exposure of bare sandy soils (Photo 4). A mowed grass strip lies east of the pond, and beyond that is the aforementioned hardwood forest. Linear Ditch An excavated ditch is located south of the pond, at the edge of a field and extending into the adjacent forest. Runoff flows intermittently through the ditch into the aforementioned pond. The ditch was likely dug to drain the field for agricultural activities. The ditch is flanked by red maple, multiflora rose, alder and hazelnut in the field, and by mixed hardwood trees in the forest. Its primary function is to serve as a conduit for surface water to the pond. Wet Meadow A small wet meadow is located south of the aforementioned linear ditch, at the northeast corner of a field. This area has been disturbed in the past, as evidenced by scattered soil piles. Reed canary grass grows in this small wetland. I was unable to locate the two small isolated areas shown on the site plan at the southeast end of the site. I found no wetland flags, nor were there any obvious topographic or vegetative wetland indicators in this area. Soils in this field were frozen, which precluded an investigation with an auger or spade. Connecticut Ecosystems LLC Design Professionals, Inc. Page 3 Re:DST Output Expansion 02107102 125 Ellington Road South Windsor, CT ------------------------------------------------------------------------------------------------------------------------- Initial Comments The construction of a 102,772 square foot building addition, along with driveways and parking areas is proposed. Drainage from this expansion will flow into the detention pond through a 2,500-foot long biofilter/detention swale. It appears that the only direct wetland impact will be a disturbance of the low quality wet meadow described above by the construction of the biofilter swale. My initial impression is that this will not negatively impact any significant wetland function. In fact, the drainage design may help support and maintain the hydrology(water level) of the detention pond and allow the establishment of a vegetated littoral zone (shoreline fringe). Below are comments regarding the design of the biofilter swale: l. The site plan shows a uniform bottom elevation of the swale at 55 feet, due to the lack of slope on the site. The elevation of the pond outlet structure is 55.3 feet. Flow of water in the swale will be the result of hydraulic head, not due to a slope gradient. 2. It is likely that long-term ponding of runoff will occur in the swale, since the bottom will be flat and 0.3 feet below the invert of the pond outlet structure. It is my understanding that the maximum depth of ponding in the swale will be 1-2 feet, but will typically be 0.3 feet. It is reasonable to expect that this extended periodic shallow ponding of water will result in the creation of hydric soils, promote the establishment of hydrophytic vegetation, and result in the creation of an extensive linear marsh along the perimeter of the property. This will offer significant water quality renovation and wildlife habitat benefits. The juxtaposition of the swale with the hardwood forest will create an excellent ecotone ("edge") that should attract a variety of wildlife species. 3. Since the hydrology of the swale will vary significantly with precipitation patterns, it is recommended that the swale be seeded with Wetmix seed mix, available from New England Wetland Plants, Inc. This mix contains seeds of wetland plants that grow in a wide range of hydrologic conditions. The plants should be watered as necessary until they are established. The swale should be lined with 12 inches of topsoil(30 percent amendment with leaf mulch or similar)prior to seeding. 4. Outlet protection should be provided where the proposed swale joins the existing swale south of the pond. 5. In order to increase the travel distance of runoff through the biofilter swale, I recommend constructing low diversion berms within the swale. Connecticut Ecosystems LLC Design Professionals,Inc. Attn.: Mr. Peter DeMallie 165 South Satellite Road South Windsor, CT 06074 Re. DST Output 125 Ellington Road South Windsor, CT CE Job#02-521 Dear Peter: At your request I have conducted a wetland review of the above-referenced project. I met with you and your staff to review preliminary site plans. I have also reviewed the following materials that were part of the original submission for this project: • letters from Rema Ecological Services, LLC dated August 17 and December 30, 1998 • letter from Benson Environmental, Inc. dated February 1, 1999 I inspected the site on February 6 and 27, 2002. On the latter date Mr. Jeffrey Folger, Wetlands Agent for the Town of South Windsor, and Ms. Karen Isherwood, a Project Engineer with your firm, accompanied me on the inspection. Site Description The 47.3-acre property is located south of Route 30 and north of Burnham Street in South Windsor, CT. It contains the DST Output building, parking lots and driveways, a constructed detention pond, mowed grass fields, mixed hardwood forest, narrow hedgerows, a large post-agricultural field and small wetland areas. Average tree size is 12-16 inches diameter at breast height (DBH), although larger trees up to 2-3 feet DBH are present. The shrub stratum is very sparse in this forest. Several shallow dug drainage ditches cross the forest, leading towards a large off-site deciduous wooded swamp. 38 Westland Avenue • West Hartford,CT 06107 • Phone & Fax (860) 5614598 • email ecosys@connico.net Design Professionals, Inc. Page 2 Re:DST Output Expansion 02127102 125 Ellington Road South Windsor, CT ------------------------------------------------------------------------------------------------------------------------- A large post-agricultural field is located at the south end of the site, between the existing DST building and Burnham Street. Corn stubble and plow furrows are indicators of recent agricultural activities in this field. Goldenrods, grasses, teasel, mullein and switch grass grow in the field. A large mowed grass field lies between the DST building and the forest to the east(Photo 6). This field has been graded to drain towards the detention pond to the north. Wetland Areas Three wetland areas are located in the vicinity of the proposed expansion activities, as described below. Detention Pond The largest on-site wetland is a constructed detention pond located at the north end of the property(Photos 2-4). Winterberry, red-osier dogwood and elderberry shrubs have been planted on the slopes that rise above the pond. At the east end of the pond the water level has receded approximately 60 feet horizontally from its high water mark due to the extended drought of 2001-02. This has resulted in the exposure of bare sandy soils(Photo 4). A mowed grass strip lies east of the pond, and beyond that is the aforementioned hardwood forest. The detention pond provides several important functions. It protects downstream structures and properties by detaining storm water. The pond renovates storm water runoff quality, primarily through the process of sediment trapping. As it matures and is more fully vegetated, biological renovation processes will begin to operate as well. The pond provides habitat for fish and wildlife. Its depth and groundwater inputs likely make it suitable for trout. Waterfowl, muskrats, painted turtles, deer and many other wildlife species likely utilize this habitat. The pond also is an aesthetic resource on the DST property. Connecticut Ecosystems LLC Design Professionals, Inc. Page 3 Re:DST Output Expansion 02127102 125 Ellington Road South Windsor, CT --------------------------------------------------------------------------------------------------------------------------- Linear Ditch An excavated ditch is located south of the pond, at the edge of a field and extending east into the adjacent forest. Wet Meadow A small wet meadow is located south of the aforementioned linear ditch, at the northeast corner of a grass field. This area has been disturbed in the past, as evidenced by scattered soil piles. Reed canary grass and alder grow in this small wetland. This small, hydrologically isolated wetland does not provide any significant biological, water quality or hydrologic functions. Additional Areas Previously Flagged as Wetlands Three areas were previously identified and flagged as wetlands on the southerly portion of the property by another Soil Scientist. Along with Mr. Folger I inspected the soils in each of these areas with a soil auger. Based upon these observations it is my professional opinion that these three areas are neither wetlands nor watercourses. The first area is a linear ditch at the southeast corner of the site, which was dry on the latter inspection date. The topsoil in the ditch is dark, and the sandy subsoil contains high chroma mottles. However, the subsoil matrix is at least chroma 3, hence it is not a wetland soil. Neither is it an intermittent watercourse, since there is no evidence of scour/deposition, and no preponderance of hydrophytic vegetation. In my professional opinion this feature is a dug drainage ditch that is characterized by a seasonal high ground water table. The second area is located approximately 120 feet west of the southeast property line, between a narrow hedgerow and sewer line. This disturbed area contains shallow fill over buried topsoil and a bright sandy subsoil with high chroma mottles. These conditions are not indicative of a wetland soil. Rather, this area is characterized by a brief seasonal high ground water table that creates moderately well or somewhat poorly drained soil conditions. The third area is located in a shallow depression in a cornfield at the southeast end of the property. Soils in this area are similar to the two areas described above, and in my professional opinion this area is not a regulated wetland. Connecticut Ecosystems LLC Design Professionals,Inc. Page 4 Re:DST Output Expansion 02127102 125 Ellington Road South Windsor, CT -------------------------------------------------------------------------------------------------------------------------------- Regulated Activities The construction of a 102,772 square foot building addition, along with driveways and parking areas is proposed. Drainage from this expansion will flow into the detention pond, some of which will flow through a 2,500-foot long biofilter/detention swale that will be constructed around the southerly and easterly perimeter of the property. The only direct wetland impact will be the filling of the very small low quality wet meadow, described above, by the construction of the biofilter swale. This will not negatively impact any significant wetland function. In fact, the drainage design may help support and maintain the hydrology(water level) of the detention pond and allow the establishment of a vegetated littoral zone(shoreline fringe). Biofilter Swale The biofilter swale is designed to be 2,500 feet long and 25 feet wide at the bottom(3:1 side slopes). The swale will have a uniform bottom elevation of 55 feet, due to the lack of slope on the site. Thus, flow of water in the swale will be the result of hydraulic head, not due to a slope gradient. It is my understanding that the maximum depth of ponding in the swale will be 1-2 feet following large storms, but will typically be 0.3 feet. The juxtaposition of the swale with the hardwood forest will create an excellent ecotone("edge")that should attract a variety of wildlife species. It is estimated that 25 pounds of seed mix will be required to cover the biofilter swale. In order to supplement the seed mix, it is recommended that 1,400 hydrophytic plants be planted in the swale (Table 1). At a 3-foot on-center spacing this will cover approximately 20 percent of the swale. Optimum planting seasons are spring and fall. I recommend that outlet protection be provided where the proposed swale will join the existing swale south of the detention pond. Connecticut Ecosystems LLC Design Professionals,Inc. Page 5 Re:DST Output Expansion 02127102 125 Ellington Road South Windsor CT ------------------------------------------------------------------------------------------------------------------------- Additional Recommendation The previously approved site plans call for the seeding of the existing biofilter swale and the planting of three"benches" along the detention pond shoreline with cattails. It is my understanding that this has not yet been accomplished. However, I recommend that this planting not take place until the current drought has passed in order to increase the chances of plant survival.
