Banach, Director of Planning Date: 11/20/01 Re: Mannarino Subdivision—Staff Review Preliminary Comments A review of your proposed subdivision on Avery Street was performed by Town staff as a group. The staff generated the following comments. Please note that specific engineering comments and Planning Dept.comments will be forthcoming as usual. 1. Sewer:Vernon approval needed. Suggest concept review by South Windsor WPCA after Vernon input received by developer; contact Supt. of Pollution Control Fred Shaw to arrange to be on WPCA agenda. 2. Detention:Town needs to be able to get from the paved road all the way to the biofilter via a gravel access road. (Can be topsoiled&seeded.)Why isn't gravel access road over pipe? 3. The road name Cornerstone Circle is not acceptable to Police Dept (too similar to existing street name. 4. OK to push Cornerstone Circle to the west into land shown as Town open space, to move away from sensitive areas. Lot#1 should incorporate some of Cutler Ridge II's open space D,so that Lot 1 becomes a corner lot. It has also come to our attention that Cutler Ridge II wants to maintain the roadway shoulder down to Avery Street. If that is the case, then the open space designated as"D" should be owned by an association rather than donated to the Town. 5. Staff suggest making the teardrop island in Cornerstone Circle a depressed rain garden, possibly drained with a yard drain, to alleviate Public Works' difficulties with snow plowing and raised islands. 6. Sidewalk on Avery Street needed. 7. How does applicant intend to handle the encroachments from the abutting Carlson property onto the area shown as future Town open space? 8. Lot-to-lot drainage should not be directed out into the street; and should not include use of swales in front yards. 9. Concern regarding erosion potential from roof/footing drains down the slope. 1540 Sullivan Avenue,South Windsor,CT 06074 PH 860-644-2511,ext.253 Fax 860-644-7280 e-mail banach(ftouthwindsor.org 0 Page 1 MEMORANDUM To: Marcia A. Doolittle, P.E., Town Engineer Date: 11/27/01 RE: Mannarino Subdivision,Avery Street, Plans dated October 31, 2001 I have reviewed the revised plans for the above mentioned project and have the following questions or comments from Public Works and Engineering. 1. There is a lot of debris and garbage on this entire property. This debris needs to be cleaned up and removed. 2. On Sheet 8, The Town Owned ROW and Pavement Section detail, correct or delete the notes referring to "Butler Drive". 3. On Sheet 11, the "Existing Barn" shown at the northwest end of Cornerstone Drive is no longer there. Please delete this from all plans. 4. How will the encroachments by the Carlson's onto Open Space "1" be handled? 5. The limits of wetlands and the edge of the pond on the Chase Orchards Subdivision Open Space, adjacent to proposed lots 4 and 5 need to be shown. 6. Drainage calculations for these roads need to be submitted for review and approval. These need to include a hydraulic analysis of the impacts of this subdivision to the receiving channel and impacts on downstream structures and the Hockanum River. 7. The lots should be graded to minimize water draining toward the street side of the lots, and to minimize drainage swales across the back or front of the lots as much as possible. Swales should be provided between lots to break-up yard-to-yard drainage and drain water to the back or front of the lots. In the front of the lots, yard drains need to be installed to intercept surface water before it flows across the sidewalks and/or curbs. 8. Show the sightline from "Cornerstone Circle" looking out onto Cornerstone Drive. 9. There should be some drainage structures installed at the intersection of "Cornerstone Circle" and Cornerstone Drive to pick-up water flowing down "Cornerstone Circle". 10. Improvements to the drainage system along the Avery Street side of this property need to be included in this design. 11. Sidewalks and ramps need to be installed along Avery Street to allow people to walk from Cornerstone Drive to the Phillip Smith School. 12. The cul-de-sac island on "Cornerstone Circle" should not be raised but should be depressed slightly with landscaping and a yard drain in the middle that is connected to the drainage system. This will facilitate pushing snow onto this island. 13. Where is the detention basin for the runoff from "Cornerstone Circle"? 14. Rename "Cornerstone Circle". This name is too close to Cornerstone Drive and may cause confusion. 15. Reroute the gravity sewer where it runs cross-country off"Cornerstone Circle". The acute angles are unacceptable. This should be re-routed with additional manholes if necessary so the angles at manholes are less than 90 degrees. One alternative is to run the sewer force main down "Cornerstone Circle" to Cornerstone Drive and then southeast on Cornerstone Drive to connect to the existing sewer line. 16. South Windsor will only own and maintain the sewer mains in the street and the cross country mains. In the case of the individual house pump stations it must be clear that the homeowner owns and is responsible for maintenance of the building sewer, lateral and any pump system from the house to the force main in the road. What arrangements are made for externally located emergency power outlets for these individual pumped systems? 17. Town of Vernon approval of this plan must be obtained and any connection charges and Vernon assessments must be paid prior to connection of these new lots to their sewer system under our inter-town agreement. 18. The sewer from the extension of Sweet Meadow Drive needs to be clearly shown all the way to an existing sewer in Vernon. This sewer may connect to a private system in Vernon. However, it still needs to be approved by the Town of Vernon and any associated charges listed and paid. The Town of South Windsor can only maintain this sewer as far as the Town Line. There should be a sewer manhole at the Town Line regardless of the sewer alignment and any sewer or utility easements to the Town of South Windsor will end at the Town Line. A Sewer easement over the main line in Vernon should be for the benefit of the Town of Vernon. 19. The existing cul-de-sac wings at the end of Sweet Meadow Drive needs to be removed and the road and sidewalks straightened here. The property where the road and sidewalk are removed should be deeded to the abutting property owners. 20. The level spreader and biofilter need to be located on this piece of property. They should be located to minimize the impacts to erodible slopes, plants and wildlife. We suggest the level spreader, biofilter and detention basin be relocated behind lots 15 and 16 with an easement and gravel access drive between these lots. The access drive needs to serve the detention basin, the biofilter and level spreader. This arrangement will reduce the length of piping and access drive necessary. 21. The proposed open spaces need to be more contiguous with each other and existing open spaces on surrounding property. 22. The proposed alignment of the extension of Sweet Meadow Drive will require an exemption from the requirements of the Town of South Windsor Public Improvement Specifications Public Roadways Design Standards. We would support this due to the fact that this is a local residential road with low speed traffic (25 mph) and the proposed alignment will benefit adjacent wetlands and open space. Folger SOUTH WINDSOR PLANNING DEPT. Zoning/Wetland Officer Town of South Windsor Re: Review of the Mannarino Subdivision-Plans dated 10/31/01 I have reviewed the site plans for the proposed Mannarino subdivision with the following additional comments: 1. The existing tree line east of lots 8 through 5 needs to be accurately shown. 2. The stormwater structure behind lot#5 needs to sized to treat the quantity and quality of the anticipated amount of runoff generated from this portion of the project. The proposed biofilter should maximize the travel time of water through the structure to take full advantage of the filter's pollution renovation properties. 3. Silt fence protection is needed downslope of all proposed road cuts and surrounding soil stockpiles. 4. Past development in this area has significantly reduced the available wildlife habitat within this watershed. The wooded"edge"area adjacent to the wetland boundary where proposed lots 5, 10 and 11 are shown is an integral and important part of the highly productive wildlife corridor that extends through the property from northwest to southeast. Removal of the existing vegetation and the establishment of residential yards and residential activities beyond the existing tree line will negatively impact the wetland's function to provide a viable and diverse wildlife habitat. Every effort should be made to minimize disturbances within this area. This includes the clearing of existing vegetation, land grading, and the presence of houses. cc. P.O. Box 484 200 Pigeon Hill Road Windsor, CT 06095 Re: Mannarino Subdivision Dear Skip, I have reviewed the revised plans dated 12-10-01 and the drainage calculations which were submitted for the subdivision off Avery Street, proposed by Mannarino Builders, Inc. I have the following comments on these plans and calculations: 1. The purpose of grading drainage swales between lots is to prevent surface water from flowing across side lot boundaries (lot-to-lot drainage), and across and/or down the sidewalks in front of the lots. Lots 1, 2, 3, and 4, need yard drains in the front corners to catch surface runoff before it flows down the sidewalk. The grading of some of these lots may be adjusted so surface water flows to the back, or down the driveways to the road. 2. The runoff from Phase 1 has no basin to detain the increased peak flow from this development. I understand the detention basin in Phase 2 is sized to detain a flow equal to the increase in peak flow from both Phase 1 and Phase 2. However, we still have concerns about the lack of detention in Phase 1. a. According to the Public Improvement Specifications, zero increase in stormwater discharge is to be maintained for a 2, 10, 25, and 100 year storm, unless it can be demonstrated that there will be no deleterious downstream affects. All drainage analysis need to cover these storm events and the effect of increased stormwater flow and volume on the capacity and stability of the downstream channel. b. A basin is needed in Phase 1 during construction and prior to completion of Phase 2 to detain stormwater flows and capture sediment prior to discharge of stormwater. A permanent basin or structure must be included in Phase 1, to capture a significant amount of sediment, and oil and grease. This must be accessible for maintenance. Page 2 Mr. Wilson Alford, Jr. January 7, 2002 3. The natural stream which is receiving the stormwater runoff from this development needs to be analyzed downstream to show the effect of this development on the 2, 10, 25, and 100 year storms. The peak flow rates, volumes and times from Phase 1, Phase 2 and Cutler Ridge II developments need to be shown where they meet the channel, each other and by the Town Line. We want to insure the peaks from these three developments are not meeting downstream at the same time and/or causing higher flows, erosion or flooding. This stream crosses several residential streets in Vernon, downstream of the Cutler Ridge II development via twin 36 inch culverts. This analysis may show that detention of the peak flow from Phase 1 or Phase 2 will increase the downstream peak and is therefore not warranted. 4. The drainage analysis needs to be completed for both Phase 1 and Phase 2. The Public Improvement Specifications state what is required. Some of the things missing from the Phase 1 analysis are a written description, P.E. certification, and a gutter flow analysis. A gutter flow analysis is needed for the intersection of Cornerstone and Stone Crossing to show that the one basin proposed will effectively catch all the runoff in this area and prevent any puddles. 5. The sanitary sewer easement in Vernon must be to the Town of Vernon. All other previous sewer comments need to be addressed prior to approval by the WPCA. 6. The cul-de-sac at the end of Stone Crossing needs to be larger to meet Town Standards. This cul-de-sac with an island should have an inside pavement radius of at least 22 feet, 33 feet pavement width, and a radius of at least 10 feet at the tapered end of the island. The 12 feet wide snow shelf and sidewalk area is ok. 7. Debris and garbage on this site needs to be cleaned up and removed. 8. A sidewalk and ramps need to be shown along Avery Street connecting Cornerstone Drive to the Phillip Smith School. . Page 3 Mr. Wilson Alford, Jr. JAN 8 2002 January 7, 2002 SOUlHWINDSORPLANUGDrpr 9. Drainage Improvements need to be shown along Avery Street side of this property. These are needed to correct problems caused by the construction of Cornerstone Drive, and to prevent problems from the construction of a sidewalk. a. A catch basin is needed on Avery Street at the northeast corner of Cornerstone Drive. This can be piped into the existing catch basin on Avery Street at the south side of Cornerstone Drive. b. A catch basin is needed on the east side of Avery Street with an outlet to drain water into the proposed Open Space. , C. The site proposed for development is shown in Figure 1. The development as proposed will be constructed in two phases. The first phase is to consist of eight (8) lots accessing Cornerstone Drive, a residential roadway serving the Cutler Ridge II subdivision. The second phase of development consists of 16 lots accessing Sweet Meadow Drive, a residential roadway serving the Chase Orchards subdivision. Internal roadways will not provide vehicular access between the two phases of development. A residential subdivision of 24 units can be anticipated to generate a total of 279 trips on a daily basis with peak hour generation of 26 trips and 30 trips during the a.m. and p.m. peak hours, respectively. These estimates are based upon the ITE Tirp Generation report. Treated separately the two developments would generate slightly higher volumes of traffic with phase one generating 102 trips on a daily basis with peak hour volumes of 15 and 11 during the a.m. and p.m. peak hour, respectively. The phase two development would generate a total of 192 trips on a daily basis with peak hour volumes of 21 and 21 during the a.m. and p.m. peak hour, respectively. These volumes are outlined in Table 1 According to the Connecticut Department of Transportation, Avery Street carries an average daily traffic volume (ADT) of 3,400 vehicles with peak hour volumes of 265 and 303 vehicles during the a.m. and p.m. peak hours, respectively, based on counts conducted during February 1998. Warren, .Dave Viar Subject: Proposed new Mannarino Subdivision, East side, 960 Avery Street Fief: Public Hearing on the above subject at Town Mall on the 9 h Jan 2002 Mr. holder, I was glad to see that the committee is looking at the possible alternatives prior to making the final decision. Perm discussion at the teferenced hearing both Dave Viar and ! expressed possible alternatives to the development that would: a Better protect the we►land and nature currently on the site. b-Protect the existing mature trees that add to the ecosystem and aesthetic beauty of the area. n-Reduce the need for conservation easements on lots and d-Improve the value of many of the lots. To facilitate in the evaluation of possible alternative and better express my ideas and concepts, I have drafted three possible options. These are ruff sketches to better visualize the potential and are not intended to be the final product. The applicant could with, relative ease in my opinion, generate computer models based on these sketches in order to optimize there and take into account the true scales, town and state regulations etc. The Options are depicted as: (see attached) Al- Revised Phase 2 with L shape street A2 Revised Phase 2 with L street with island divider(Variation of A E Phase 2 with access from Phase 1 and not Sweet meadow Please pass these possible alternatives to the Planning & Zoning committee, the Wetland preservation committee and who ever else you feel has a need or interest in such proposals. Best Peg;rds January 17. 2002 Description of the possible alternatives: Al- Revised Phase 2 with L shape street Features: As seen the proposed street is "L" shaped to make better use of the north east corner. As expressed in the meeting I think Lot 10 can be moved on the north side of the street due to the longer available street length. The street divider in front of tots 14 was removed as the space is in illy opinion better used by moving the houses away from the'wetland. Lots i5and 7 were rearran=red slightly. As lot 10-lid longer limits the street die-fin`iAtio}n. tthye curyyed}was moved further south. This improved p 1otJ 24 alid 23 by allowing the houses to be further tram LhV curl Vnt 11ee-line. The house on lot 91 can also be moved further from the tree-line as lot 10 was relocated. The created open lot 9 where lot 10 used to be) could possibly be developed into a nice little pedestrian entry area to the open space. Benefits: a-Better protect the wetland and nature currently on the site. Moves houses 10 out of'the wetland area Moves lots I I-15 further away from the wetland b-Protect the existing mature trees that , add to the ecosystem and aesthetic beauty of the area. Moves houses 9 and 24 away from the tree line Moves_lots 11-15 further away from the mature trees e-Reduce the need for conservation easen tints on lots Lot 10 and I I are moved out. d-Improve the value of many of the lots. Lots 10& 11 are improved by not having the restrictions imposed by the wetland conservation. Lots 19=22's backyard becomes of a reasonable depth and the nice mature tree line can be better utilized by the future owners. Currently, lot 20 and 21 in particular have extremely long backyard on which the growth is not very attractive small brush that has overtaken the area. January 17, 2002 A2- Revised Phase 2 with L shape street with middle island Features: Minor variation on option Al. A middle Island added to improved lot 12, which was compressed due to the inside corner in option Al. With the use of the island the north part of the development could be further optimized. I was limited when doing option Al by lot arrangement of lots on the south side of the street(as expressed in the above point.) Street Island are present on 2 streets near my father in law's resides. They are of good size and have trees: The;z for# a central plat e f: i kids to Play. Tl-e issue cif island maintenance needs to be addressed by the town/applicant, as does the maintenance of the turning islands in the current proposal. Benefits: Same. beneffins aJ option l ro v ices even better use^f the ava=fable area vy nv.Tin5 the houses vn the outside of the area tiere the mature trees provide value to the home owners while respecting the natural beauty of the area. January 17, 2002 B- Phase 2 with aecess from Phase 1 and not Sweet meadow As a resident of Talcott Ridge road I have 2 issues with the fact that phase 2 of the project has access from Sweet Meadow drive. I- Added traffic on Talcott Ridge will mean increased danger potential for kids. 1t should he noted that the proposed 16 houses is 31% of our-41 lot area which is a significant number. 2- The residents of Chase Orchard HOA are currently assuming the burden of the street sidewalk and grass from the clubhouse to Avery- (grass fertilization, grass cutting, snow removal and general upkeep expences). I would consider it economically unfair if phase 2 was built with Sweet Meadow access without participation in these costs. Features: With this option I am exploring possibility of making a stand alone development. I realize that many may have strong objection to this proposal as it crosses the open space. However, my proposal strives to accomplish this-with minimum intrusion on the open space. The road would pass through the open space but that is similar to roads through park-land or for that matter the access road to Cutler's Ridgy II. The location of the proposed road would be where the current remains of the access road is. We therefore have a precedent for a road in the proposed area. The services could remain as currently planned with the services for phase 2 coming from Sweet Meadow. This would mean that only electricity for the street light would be required in the street section where no houses are planned. The street could therefore follow the current elevations with the exception of a crossing for the stream. The drain water could be managed to the side as is done in parks or rural areas. The provided sketch phase one was reconfigured to relocate lot 9 from phase 2 to phase 1. This enables the elimination of lot 9 in phase 2 where the road emerges and does not reduce the total number of lots. The rest of phase 2 can be per proposals Al or A2. Benefits: In addition to the Benefits of proposals Al or A2 I see the following bene its. a-Better protect the wetland and nature currently on the site. Moves houses 9 and 10 out of the wetland area Moves lot 5 further from the pound b-Protect the existing Mature trees that add to the ecosystem and aesthetic beauty of the area. Moves houses 9 and 24 away from the tree line c-Reduce the need for conservation easements on lots And reduces the traffic on Talcott Ridge. MEMORANDUM To: Marcia A. Banach, Director of Planning Cc: Michael J. Gantick, P.E., Director of Public Works C. Fred Shaw, Superintendent of Pollution Control From: Jeffrey B. Doolittle, P.E., Town Engineer .9 Date: 3/5/02 RE: Stone Crossing Subdivision,Avery Street I have reviewed the plans which were revised as of 2/20/02 for the Stone Crossing subdivision proposed by Mannarino Builders. I have the following comments from Public Works and Engineering which may be conditions of approval. 1. The final storm drainage system must be approved. I have a couple of question on the storm drainage system and will contact the Engineer directly about this. 2. The final sanitary sewer system needs to be reviewed and approved by the Public Works Department and Engineering Division. We also need a letter from the Town of Vernon that indicates their approval and the sewer fees required. Please contact me at 644-2511 ext. 245 if you have any questions. Thank You. RECEIVED MAR 8 2002 SOUTH WINDSOR PLANNING DEPT. Mannarino Open Space Subdivision Public Hearing 1-08-02 1. Request for approval of Phase I of an open space subdivision to create 8 new lots, with a total of 24 lots in two phases, RR zone. The proposed phase I is an extension of a road stub provided in Cutler Ridge II subdivision. There is no new road cut onto Avery Street proposed. The site size is 44 acres. 2. The new open space subdivision regulations require a Special Exception approval for the open space subdivision in addition to subdivision approval. Under these new regulations, 50% of the land area is required to remain as permanent open space. 3. Minimum lot size required in an RR zone open space subdivision is 20,000 sf. The minimum lot size proposed is about 32,000 square feet in Phase I. The maximum number of lots allowed on this site is 24 lots, which is the maximum number that could be achieved with a conventional subdivision. We note that under the old open space subdivision formula, a maximum number of 34 or 35 lots would have been allowed in an open space subdivision. 4. Special Exception criteria for approval include: • The land is physically suited to the proposed use and minimal adverse environmental impacts are created; • There will be minimal adverse impacts on existing uses in the area; • Surrounding property values will be conserved and the character of the neighborhood will not be unduly disrupted; • An open space subdivision shall consist of parcels of land containing no less than six (6) contiguous acres. There are also many design guidelines for subdivision layout, including: a. To promote the preservation guidelines outlined within the Open Space Master Plan, the Town Plan of Conservation and Development, the Recreation Master Plan, and/or the Agricultural Land Preservation Master Plan. bTo preserve and maintain all or part of any existing forests, fields, pastures and other land in agricultural use, especially land mapped as Class I or II farmland soils, together with sufficient buffer areas of not 1 less than 50 feet, to minimize conflict between residential and agricultural use. The Commission may waive the minimum buffer requirement where existing features exist which provide an acceptable buffer at less than the required minimum. c. That consideration be given to the preservation, creation, and connection of areas used for wildlife habitat, recreational corridors and trails within subdivision open space. d. That a provision be provided for pedestrian access between properties and for a perimeter design concept intended to facilitate the networking of trails for pedestrian and/or eq uine use to ensure recreational access to resource lands as provided for in the Subdivision Regulations. e. That the location of the open space areas be primarily in areas which are contiguous to existing open space areas or in areas of the site with the highest probability of connecting with future open space areas. f. That the scenic views and vistas, particularly as seen from public or scenic roads, be preserved. g. That the visual integrity of hilltops be maintained by siting development so that building silhouettes will be below the hilltop or, if the area is heavily wooded, the building silhouettes will be at least ten (10) feet lower than the average canopy height of trees on the hilltop. h. That consideration be given to the protection of existing residential areas, which shall include the creation of sufficient buffer areas, of not less than 50 feet, to minimize conflict between existing residential use and the proposed open space subdivision. The Commission may waive the minimum buffer requirement where existing features exist which provide an acceptable buffer at less than the required minimum or where the proposed lots which abut the existing residential use contain the minimum required area for conventional lots per Section 10.2. Finally, the zoning and subdivision regulations require that all developments shall preserve open space land to serve one or more of the following purposes: a. The preservation of land areas outlined within the Master Plans. 2 b. The creation of public parks, playgrounds or other outdoor non- commercial recreation areas, athletic fields and related facilities. c. The protection of natural streams, ponds, or water supply. d. The conservation of agricultural soils, wetlands, or marshes. e. The protection of natural drainage systems or assurance of safety from flooding. f. The preservation of existing natural buffers. g. The conservation of forests, wildlife, agricultural and other natural resources. h. Open space is located between the existing public street and the new lots. 5. The zoning regulations provide for Commission approval of the location of open space. If the Commission is not satisfied with the proposed location, you have the option of requiring it in a different location. The Commission has also given itself the right to place conditions on the approval to ensure that the purposes of the open space regulations are carried out, including: a. Granting of a covenant or easement to ensure that existing fields or pastures will be plowed or mowed periodically with attention given to the requirements of existing animal and plant species. b. Granting of an easement providing and defining rights of public access. Designation of no-cut or limited-clearing areas on lots. d. Measures to ensure the maintenance of scenic views and vistas. 6. The open space requirement for this subdivision is 22 acres. The applicant proposes to provide 22 acres of open space, of which approximately 7 acres is wetlands. Open space is required to include at least 20% of the land outside of regulated wetlands 7. Under the open space subdivision regulations the Comission has three options for open space ownership: ♦ Town ownership, subject to Town Council approval, ♦ Quasi-public land preservation organizations, subject to their acceptance, or 3 ♦ Homeowners Association The Open Space Task Force reviewed the proposed open space and recommended to the Town Council that the open space should become Town- owned land, in part because of the lengthy band of open space that would be interconnected with this approval. The Town Council passed the following resolution: P, '/-))o,;L WHEREAS, the Open Space Task Force has reviewed proposed Mannarino subdivision open space located on the east side of Avery Street, north of Cutler Ridge II subdivision and south of Chase Orchard subdivision; and WHEREAS, the proposed open space received a favorable rating for Town ownership because some of this open space is adjacent to Avery Street and the interconnection to other open space is strong; and, WHEREAS, the Open Space Task Force has recommended that the Town Council endorse acceptance of the proposed open space as Town-owned open space; NOW, THEREFORE, BE IT RESOLVED that the Town Council endorses the acquisition by the Planning and Zoning Commission of the proposed Mannarino subdivision open space as Town open space. BE IT FURTHER RESOLVED that the Town Council requires that the debris on the subdivision open space be removed prior to future Town Council acceptance. 0 8. Access to the open space will be from several locations, including Avery Street, Chase Orchards subdivision open space, and Cutler Ridge II open space. A small parking area exists on the Chase Orchards open space. 9. The Open Space Task Force has purchased permanent metal markers for delineating boundaries of Town-owned open space. If this subdivision is approved, the perimeter of the open spaces should be marked with the markers. 10.While the applicant has requested approval for Phase I only, staff have reviewed both phases of the subdivision since the proposed open space delineation defines the Phase II lot area. Phase II borders Vernon's Special Economic Development district, specifically a multifamily development known as "The Mansions," partially shown on the last sheet of the plans. The 4 w multifamily development is about 40 feet away at its closest point. The Commission has required screening on similar subdivisions to the north. The applicant proposes to address this by the provision of a 50 foot conservation easement along the rear of Phase II lots. 11.There is at least one, possibly two encroachments by residential neighbors onto this subject property. The first is shown on the subdivision map, at the northwest corner of the open space on Avery Street. This encroachment is proposed by the applicant to be handled by conveyance of a portion of this property to the encroaching neighbor. The second potential encroachment involves an extension of the back yard lawn area of one of the lots at Cutler Ridge II possibly into the proposed Open Space "2" area. If, when the Cutler Ridge lots are pinned, there is an encroachment, staff recommend that the lawn area be removed by the applicant prior to acceptance of the open space. 12.Inland Wetlands Agency/Conservation Commission approval is required. The application is pending with IWA/CC. ate.-k •,wt-c._ L-1 .!,,:.eit 4 13.Sidewalks are shown on both sides of the new street. Staff suggest that there should be a sidewalk on Avery Street also, at least as far as the pedestrian crosswalk, due to the proximity of Philip R. Smith school. 14.The site will be serviced by public water and sewers. WPCA approvals from both South Windsor and Vernon are required. 15.Street trees are shown on both sides of the new street. 16.The Planning Department notified CRCOG as required under state statutes for a subdivision within 500 feet of a town line, with the following response: READ CRCOG MEMO If this application is approved, the Planning Dept. requests the following modifications: 1. Debris must be cleaned up from the open space prior to acceptance. 2. Sidewalk should be provided on Avery St frontage, at least to the crosswalk. 3. Open space perimeter must be delineated with metal boundary markers provided by Open Space Task Force. 5 ,. ull ZIA AA, Yl? t'A 1,4 q,v 'tit 40y1N S7 ~ Tiaulon 0-1 sloatA • e ,a u s •. 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 SOR.Co TELEPHONE (860) 644-2511 April 1, 2002 Frank Mannarino Mannarino Builders, Inc. 1169 Ellington Road South Windsor, CT 06074 Re:Preconstruction Meeting—App101-45P Stone Crossing I and Appl 02-06P Stone Crossing II IN ATTENDANCE Kevin Covell SBC-SNET 860 725-1053 Mark Lane Simscraft-Echo Farms, Inc. 860 658-3673 Jeff Foler Town of South Windsor 860 644-2511 x253 Laurie Tait Yankee Gas 860 292-2242 Frank Mannarino Mannarino Builder, Inc. 860 289-7055 Michele Lipe Town of South Windsor 860 644-2511 x252 Richard Shelansky Simscraft-Echo Farms, Inc. 860 573-7164 Francis Costanzo Town of South Windsor 860 644-2511 x241 Denise Letourneau Cox Cable 860 432-5041 Jeff Doolittle Town of South Windsor 860 644-2511 x245 Karl Reichle Town of South Windsor 860 648-6366 Dear Mr. Mannarino The following is a brief summary of points discussed during the meeting.
