This additional information has twice been requested verbally but has not been received as of this date. The lack of adequate information could delay the public hearing (currently scheduled for May 28) and/or action on this application,or could result in denial of the application. Please advise us of your intentions regarding this application.Thank you for your attention to this item. 1540 Sullivan Avenue,South Windsor,CT 06074 PH 860-644-2511,ext.253 Fax 860-644-7280 e-mail banachO-southwindsor.org 0 Page 1 Marcia Banach Blondies Cafe Page 1 From: Sgt. Tom Field To: Marcia Banach Date: 5/28/02 4:46PM Subject: Blondies Cafe At this time we are opposed to the TEMPORARY/CONDITIONAL permit for out door entertainment for the following reasons: The noise levels have not been established by the requesting party, the Town Ordinance#145 NOISE POLLUTION CONTROL ORDINANCE, is very restrictive and it seems that the music levels would be above what is allowed. The drawing supplies shows that the alcohol beverages sold would be inside and then the patrons would be allowed to wander outside to the fenced area, who is going to control where the customers go after they purchase the alcohol? Will there be enough parking? A concern over pedestrian and vehicle flow? Lighting in the parking area and wooded area? Will there be alcohol sold in the fenced area? These are some of our concerns and they are why we are opposed to the out door entertainment proposal as presented. Sergeant E. Galligan, Town Manager Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Re: South Windsor Technologies Center Patria Road and Schweir Road South Windsor, Connecticut Dear Mr. Galligan: I represent South Windsor Technologies Center, LLC, the developer of property located off of Patria Road and Schweir Road in the Town of South Windsor, comprising of approximately 80 acres. The proposed 80-acre industrial park has received approvals from the various boards and commissions in the Town of South Windsor to include the South Windsor Planning and Zoning Commission and Inland Wetland Commission. The 80-acre industrial park will feature 38 building lots with full utilities including fiber- optic cable for data communications and telecommunications, natural gas, public sanitary sewer, and public water: All cable utilities will be underground. The park will include frontage on Route 194, as well as extensions of Schweir Road(1,550 feet) and Patria Road (2,000 feet). The new streets will have an extra width of 30 feet and enlarged cul de sacs to accommodate commercial vehicles. Some of the lots have the potential for rail service. The entire parcel is in the South Windsor industrial zone. The anticipated uses are manufacturing, research and development, professional office, industrial processing and distribution. The developer is South Windsor Technologies Center, LLC, a South Windsor based company. Site engineering, planning and land surveying was performed by Design Professionals, Inc., a fifteen-person consulting firm based in South Windsor. DWYER, SHERIDAN AND FITZGERALD I n The infrastructure for the development's first phase is expected to Commence during the winter of 2003-2004. The developer and design team anticipate numerous lot consolidations and project 15-20 buildings being constructed, with build out completed in 2009-2010. The anticipated infrastructure cost for Phase One is One Million Two Hundred Thousand ($1,200,000.00) Dollars, and the estimated infrastructure cost for Phase Two is Eight Hundred Thousand($800,000.00) Dollars. Please accept this letter as a request by the developer for consideration under the Town's Road Construction Utility Extension .and Improvement Assistance Program. It is my understanding that the program presently in place in South Windsor, subject to approval by the Town Council and Economic Development Commission, can provide for a tax abatement program for a period of seven (7) years, allowing the developer to offset its infrastructure costs by delaying the implementation of tax increases on the approved building lots. If there is anything else that you would need from my client in order to begin consideration of this project for the Road Construction Utility Extension and Improvement Assistance Program, please let me know and I will be more than happy to accommodate you.
