The subject 35±acre tract is located on the west side of Barber Hill Road, approximately one mile north of Miller Road, and approximately 4/1 Oths of a mile south of the East Windsor town line. The entire development is projected to be constructed over a two or three year period. Each residence is estimated to range from 2,500 sq. ft.to 4,500 sq. ft. floor area, with a two or three car garage, and three or more bedrooms. Lot sizes range from approximately one acre to multiple acres. Total parking is estimated to be approximately 47 spaces, and total floor area is estimated at approximately 60,000 sq. ft. Given that this development does not abut a state highway, and that it does not meet the minimum threshold development parameters of 100,000 square feet of floor area or 200 parking spaces, no Certificate of Operations from the State Traffic Commission will be required (CGS 13-311). Access and egress for Vintage Hills is to be provided via two new cul-de-sac local streets, paved to a 26-foot width. The primary roadway is Vintage Lane, a 1,300-foot long street situated 5,400 feet north of Miller Road and 1,850 feet south of the East Windsor Town Line. Vintage Lane terminates some 100 feet south of the project's northerly property line, in the site's northwest corner, and has been designed for future extension to the vacant tract to the north. A right-of-way and slope rights have been retained to accommodate this future extension. Topographic features of the subject site and of the site to the north appear to support an extension. Approximately 750 feet into the site, another new cul-de-sac street,Nature's Way, is proposed off the south side of Vintage Lane. It is approximately 4801.f. in length. A right-of-way and slope rights have been depicted for a possible future extension to the large tract to the south(Dzen Tree Farm). Topographic features of both sites appear to support a future extension, if necessary. With minor vegetative clearing along the subject site's frontage, available sight lines are 850+ feet looking to the north, and nearly 2,000 feet looking to the south. Vegetation is as close as two feet from Barber Hill Road's westerly edge of pavement. Vegetation should be cut back approximately six feet from the edge of pavement in order to DAFORMSU_.ETTERSU430Jacques Traffic Engineering Report.doc 165 South Satellite Road, South Windsor, CT 06074 Telephone(860)291-8755 Fax(860)291-8757 DESIGN PROFESSIONALS, INC. civil engineers• planners • surveyors • gis• gps maximize available sight lines. Two deciduous trees, both in relatively poor condition, should be removed along the frontage. The first, approximately 70 feet north of the Vintage Lane entrance, is some 5 feet from the edge of pavement, while the latter is approximately 105 feet north of the entrance, and only 2 feet from the edge of pavement. Available sight lines, with minor clearing, are excellent. Traffic volumes were observed to be very light. According to the Institute of Transportation Engineers, Trip Generation, 40'edition, some 10.06 one-way daily trips can be anticipated per residence at Vintage Hills. Accordingly, some 191 one-way trips will be generated daily for the entire subdivision, or approximately 96 round trips. In view of workplace, shopping, school and other trip destinations,we estimate 70%of all daily trips will be to and from the south, which translates into 134 one-way trips, or 67 round trips. Average daily A.M. peak site-generated traffic generation is estimated at 14 trips, or 10 trips to the south and 4 trips to the north. Average daily P.M. peak site generation is estimated at 19 trips, or 13 trips to the south and 6 trips to the north. Obviously, the volume of existing background traffic and of site-generated traffic is low. Conclusion In conclusion, it is the professional opinion of Design Professionals, Inc. that the proposed Vintage Hills subdivision, to be located off Barber Hill Road in South Windsor, will not adversely impact the operation of traffic in and around the adjoining street network in 2004 when the 19 lots are fully built and occupied. After minor vegetative clearing along the subject parcel's frontage, available sight lines are excellent to the north and south. Traffic generation is projected to be minimal. And, finally, no STC permit is anticipated. Sincerely, DESIGN PROFESSIONALS, INC. By: Galen B. Sempre n, P.E. Portions of the site were used for farming, and the site contains a number of old barns and a farm pond. The site contains two sections of wetlands; one area along the frontage of the site on the south end which contains the farm pond, and a second area of wetlands along the north western end of the site. A small portion of the site drains to the wetlands along the western side of the site. A larger portion of the site drains to the southeast to the existing ditch that runs adjacent to the pond and drains off site to the south. A third portion of the site in the north east and central area of the site drains to the north off site. The area of the site draining toward the farm pond does not actually drain into the farm pond. The grades around the farm pond prevent surface water from entering the pond from the site. The only surface discharge to the pond is from a portion of the runoff from Barber Hill road. A cross culvert presently discharges in the vicinity of the pond. A portion of the storm flows from this culvert enter the pond. Proposed Development: The proposed development of the site includes the construction of public roadways to service 19 residential building lots. The site will be serviced by public water, and will have individual on-site septic systems for each house. The Storm drainage system proposed for the development includes the installation of storm-sewers within the proposed roadways, and a detention/Water Quality Basin in the vicinity of the existing pond. The proposed detention/Water Quality Basin will augment the existing pond without introducing direct runoff into the pond. Due to the restrictive soil conditions on the site, there is no practical potential for infiltration of runoff from the site into the ground. The Detention/Water Quality basin will provide full detention of storm flows for storms up to the 100 year design storm, and discharge at peak rates equal to or less than existing, and also provide water quality treatment for the smaller more frequent storm events. Off-Site Analysis: The site presently drains in three directions. The western end of the site drains to a wetlands area on site, and then offsite-to the northwest. The north central portion of the site drains to the north offsite. The larger southern side of the site drains to the southeast off site via an existing ditch. The majority of the proposed development of the site will be within the southern watershed draining off site to the south. The proposed detention/Water Quality Basin will be in this area adjacent to the farm pond. The site has been designed to continue to discharge in the three directions presently with peak flows under developed conditions approximately equal to or less than existing peak discharge rates. Peak Runoff Control: The site has been designed to continue to discharge in the three directions presently with peak flows under developed conditions approximately equal to or less than existing peak discharge rates. Nonstructural Drainage Systems: The site presently drains overland in three directions. Under developed conditions, the drainage to the northwest and north will continue to be overland with no structural measures utilized. The drainage to the south that presently enters the ditch around the farm pond at various locations will be collected under developed conditions into a storm drainage system and discharge to the proposed Detention/Water Quality Basin. The discharge from the basin will be to the existing ditch. Riparian Buffers: There is presently a tree farm on the south side of the site. The tree farm has cleared essentially to the property line and has left no buffer. To the maximum extent feasible, a buffer will be provided along the southern property line of the proposed subdivision. Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control plan has been developed as part of the subdivision design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Installation of silt fence around catch basins. 4. Use of the detention/water quality basin during construction as a sediment basin. 5. Seeding and mulching disturbed areas as soon as practical during construction. 6. Limiting the areas of disturbance during construction. 7. Installation of construction entrance pads, and sweeping of roadways as needed. 8. Maintenance of the above measures. Stormwater Runoff Quality: The detention/Water quality basin has been designed as a wet bottom basin with approximately 9" of depth below the outlet elevation for long term retention. The volume of runoff from a 1.5" rainfall event was determined from the TR- 55 analysis, and found to be approximately 8,200 CF of runoff. The volume of retention in the 9" depth below the outlet will be over 10,000 CF. Therefore, there is adequate volume of permanent pool retention for the runoff from the site. Conveyance System: The on-site conveyance system consists of a piped stormwater system discharging to the detention/water quality basin. The piped drainage system has been designed to accommodate the runoff from a 10 Yr design storm. The detention/water quality basin has been designed to handle up to a 100 year design storm with full detention. Discharge at the Natural Location: The site presently discharges to three locations; to the northwest, north, and south. Under developed conditions, the discharges to the northwest and north will continue as overland flows with no structural controls. The r r l discharge to the south will be via the proposed detention/water quality basin into the existing ditch that presently collects runoff from the site. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Water System, and Detention/Water Quality Basin. The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events that could cause the deposition of excess debris in the system. Pipe Outlet Locations: The pipe outlets and associated riprap shall be inspected annually and cleaned of silt and or debris. The riprap shall be re-shaped and replenished as required. Catch Basins: The catch Basins within each lot shall be inspected annually. The sumps shall be cleaned when the depth of material within the sumps reaches 1'. Pavement Sweeping: The public streets within the subdivision should be swepted a minimum of once a year; in the spring shortly after the end of the snow season. Basin Spillway: The stone spillway shall be inspected twice yearly. All large, woody growth that may affect the flow of water or the stability of the spillway shall be removed. The spillway shall also be inspected after any flow passes through it. The riprap shall be re-arranged and added to as required to maintain the design as per the design plans. Topographic Contour Maps: Topographic contour maps have been provided showing the drainage areas for the site at a scale of F=100'. The maps showing the existing and developed conditions are included in the rear of this report. Floodplain Boundaries: There are no floodplain boundaries on the site. Drainage Design: The drainage design of the site has been completed utilizing a number of computer programs and generally accepted design methods. The runoff from the site under existing and developed conditions was developed utilizing the TR-55 computer program. The drainage piping on site was designed using the rational formula. The detention basin was sized using a computer program by Hydrographs called Hydroflow. The program allows for the development of hydrographs representing the developed flows into the basin, and the modeling of the basin with elevation/storage/discharge curves to represent the basin. The program than provides the routing of the hydrograph through the basin, and provides peak discharge and storage information. Under existing and developed conditions, the site will continue to drain in the three directions; to the northwest, north, and south. The TR-55 analysis for the existing discharge to the northwest, north, and south is included in appendix A. A summary of the discharges is as follows: 3 1 1 Storm Freq. Discharge Northwest Discharge North Discharge South 2 1 0 3 10 4 1 13 25 5 3 20 50 7 5 26 100 9 7 33 The TR-55 analysis for the developed discharge to the northwest, north and south is included in appendix B. The summary of the results of the existing and developed discharges in the three directions is as follows: Design Freq. Northwest North South Exist. Devel. Exist. Devel. Exist. Devel. 2 1 1 0 1 3 12 10 4 4 1 3 13 28 25 5 6 3 4 20 38 50 7 7 5 6 26 47 100 9 9 7 7 33 57 The increase in runoff to the south due to the development of the roadways and lots would result in an increase in peak runoff in this direction. The proposed detention basin has been designed to mitigate this increase in peak runoff, and discharge under developed conditions at peak rates equal to or less than under existing conditions. The detention basin reservoir report is included in appendix C. The routing of the storm flows for the 2-100 year design storms are included in appendix D. The following table summarizes the peak flows under existing conditions to the south, and from the detention basin to the south. Storm Freq. Existing discharge to south Peak discharge from basin 2 3 2.94 10 13 12.31 25 20 15.98 50 26 20.09 100 33 23.50 As can be seen from the above, the proposed detention basin provides complete attenuation of the peak flows from the site to levels at or below existing peak flow rates. Y On-Site Storm Sewer Calculations: The storm sewer calculations for the storm piping within the proposed roadway are included in appendix E. The storm sewer has been designed for a 10-year design storm utilizing the rational-formula. VINTAGE HILLS SUBDIVISION I''`t S f I U1A 1 PLANNING COMMENTS Zoning Data Table Map should reflect how the open space requirement is going to be m-- '--' Key Ma , Barber Hill Road should be identified to help locate the property Plot Plan (Zti fly - G1:1T Street tree easement must be shown General Comments 1. Landscaping plan must be conform to the landscaping requirements of the subdivision regulations (Trees must be in street tree easement) 2. Existing drainage problem on Barber Hill Road in vicinity of subdivision needs to be addressed. 3. Sidewalks? Should be shown on both sides of streets. 4. Both cul-de-sacs should be extended up to property line to facilitate future interconnections. Utilities in Natures Way need to be extended also. 5. Note that layout of some lots precludes swimming pools in back yards because of location of septic systems. 6. Demonstrate that it is feasible to extend each cul-de-sac onto the adjoining property. 7. Recommend a shared driveway for the two lots northerly of the new roadway. E, MEMORANDUM To: Marcia Banach, Director of Planning From: Jeffrey B. Doolittle, P.E., Town Engineer Date: 1/18/02 RE: App 01-52P—Vintage Hills Subdivision, Barber Hill Road I have reviewed the site plan application for the proposed Vintage Hills Subdivision, and have the following comments: 1. The ends of the cul-de-sacs for Vintage Lane and Natures Way should be extended to the propery lines, unless there is some reason not to do so and then the 50 foot ROW would stop at the end of the cul-de-sac. 2. Elevations need to be show for existing contours. It is difficult to determine where the ground is sloping up and where it is sloping down. 3. Grading of some yards needs to be revised and swales shown to address lot-to- lot drainage. This needs to be done between lots 11&12, 14&15, 15&16, 18&19, 5&4, 2&3, 4. Proposed spot elevations need to be shown to determine where low areas are draining between lots 16&17, 17&18, 1&2, 2&3, 3&4 5. No Water or Foundation drains are shown for the house on Lot 19. Footing drains are missing for the houses on lots 1, 3,4, 10 6. The grading between lots 7, 8, and 9 needs to be revised to show swales leading to the yard drains. 7. Surface runoff that will flow down the driveway for Lot 10 needs to be collected before it gets to the road by a pair of catch basins at the bottom of the driveway. 8. Who will be responsible for maintaining the detention basin? 9. What direction is the water flowing in the watercourses shown on the west and south sides of the existing pond? r 10. No inlet or outlet structures are shown on the pipe at the south end of the detention basin. 11.Spot elevations should be shown on all the driveways at the house and the road, and the slopes of these driveways included on the plans. 12. Drainage improvements need to be included in Barber Hill Road to catch and direct water that currently flows off the road onto this property. Catch basins need to be installed in the road at both ends of the 15" CMP that currently crosses the road between SNET Pole # 1170 and the pond. An outlet pipe, structure, and drainage easement need to be shown from the catch basin on the west side of the road. One or two catch basins are needed, both north and south of this crossing to drain water from the road. These catch basins should be piped to the basins at the existing road crossing. 13.Suggest the Pond be included on one lot. The pond will be difficult to access from Lot 6 because of the proposed detention basin and the uncleared area behind the house. 14. Why does Vintage Lane have changing slopes from the bottom of the hill at station 315 to the top at station 333? Suggest one constant slope of approximately 3.28%for this hill. 15. Provide a grading plan for the intersection of Natures Way and Vintage lane, because of the-slopes of both these roads. 16.The test pit information should include the ground elevation at each location. This would make this data more useful. 17.The "minor vegetative clearing" discussed in the traffic report needs to be specifically shown on the plans. 18. 1 do not have the drainage area maps that go along with the drainage analysis. I also have questions about the storage table for the detention basin and other aspects of the drainage calculations. I will call the Engineer about these. Please call me at extension 245 if you have any questions. January 23, 2002 Town of South Windsor 1540 Sullivan Ave South Windsor CT 06074 Re: Vintage Hills Subdivision To Whom It May Concern: I am unable to attend the meetings for the approval of Vintage Hills, however, wanted to express my support of this project. I have reviewed the application and plans for Vintage Hills and feel that this project represents the type of subdivision I would like to see more of in this Town. I have seen similar subdivisions like this in Ellington and Tolland where big houses are spaced apart on larger lots—excellent concept. The farm property is being considered for a residential developmen`:consisting of single-family residential homes. Findings and conclusions presented in the report identified the presence of chlordane in shallow soils in the former agricultural field area above the CTDEP Remediation Standard Regulations Pollutant Mobility criterion. Based on the findings and conclusions presented in the soil investigation report, Weston & Sampson has prepared the following conceptual soil management plan to address the impacted soils that exceed CTDEP standards. The soil management plan addresses the impacted soils in the context of the Connecticut Department of Environmental Protection (CTDEP) Guidance Document on Development of Agricultural properties (March 1999). Briefly, the CTDEP guidance document outlines several management options to reduce exposure risks associated with pesticide related soil impacts. Some of the suggested management options include soil mixing and re-analysis, isolation of impacted soils beneath structures, roac.ways, or placement of affected soils at sufficient depths below grade to render them as isolated from potential exposure. Based on review of the CTDEP guidance document, Weston & Sampson recommends "strip-mining"the top soil from the affected areas of the former agricultural field area and mixing the soil with either deeper soils, or soils from unaffected areas of the property to reduce the effective concentration of chlordane in the site soils. Upon completion of soil stock-piling and mixing, Weston &Sampson recommends collected six (6)to eight (8) soil samples from the soil piles for laboratory analysis to evaluate the effectiveness of the impacted soil management approach relative to CTDEP soil standards. Develop a full range of housing styles, types, sizes, densities, affordability, and forms of ownership in order to meet the housing needs of the community. 4. Support the work of the Architectural Design and Reviex Board to improve the aesthetics of residential development, especially the denser residential uses, by considering the inclusion within the zoning and subdivision regulations of any provisions that they may recommend. 5. Provide open space subdivisions of different varieties depending on the zones in which they are located; that is, lot sizes and required yards should vary. Larger lot sizes and required setbacks would be found in zones with larger conventional lot sizes (for example, A40 zones). Smaller ¢; lot sizes and required setbacks would be in zones with smaller conventional lot sizes (for example, A-20 zones). 6. Assign the Town Plans housing and land use elements of residential uses/densities into three categories: Rural, Low-Medium Dcnsity Residential, and Medium-High Density Residential. Me ccnirai an s preserve in the vicinity of Foster, Strong and West road ue Loiv-Medium Density Residential would be assigned to the majority of the residential areas. Densities within this category would be determined by various criteria. The majority of development in this area would be A-20, A-30, A-40, and AA-30. Medium density development i would be allowed only if it met certain criteria. For example, a development might serve to ' buffer two different uses such as Commercial, Rural, or Medium-High Density Residential from a Low-Medium Dcnsity Residential area. Open space subdivisions might be restricted to A-30, AA-30, and A-40 zones. z II-6 a "l'own of South Wii,,+sor GOALS AND RECOMMEN DATI ONS I. Encourage utilization of the Wetlands Evaluation Systen- tiuit was completed in 1992- The study identified, delineated, mapped and evaluated the wetlands cast of Main Street by using a methodology that rates 13 commonly recognized functional values of inland wetlands. It is necessary to classify wetlands according to their value for various criteria such as flood control, ion, yildlife habitat, ecological integrity, etc. in recognition of the fact that pollutant assimilat some wetlands are extremely sensitive and important while others may be developed without causing undue environmental impacts. The study can be used by the IWA/CC as a platmtng tool. The accuracy of the study will be reviewed on an ongoing basis and the Agency will dcter7mine how the study is incorporated into future land use decisions. 2. Update the Official Inland Wetlands and Watercourses Map once the new Soil Survey is released by the United States Department of Agriculture kanucipated completion date: 1994-95 time frame). 3. Utilize the report A Floodplain Management Study, dated October 1992 that was prepared by the U.S.D.A. Soil Conservation Service in conjunction -,yith the Department of Environmental Protection. This report analyzes several watersheds in South Windsor. The hydrologic and hydraulic analysis will provide the Town with infonnation on flood volumes and heights for rainstorms of various recurrence intervals which will be used for evaluating stormwater impacts at major culvert crossings for de\clopment proposals. 1. Update the inventories identifi ing unique and important natural areas such as woodlands, uplands, wetlands, critical habitats, geological features. and aesthetically pleasing areas. The areas identified by the survey team should be given special consideration in development proposals and preserved through open space and conservation easements where possible. 5. Aquifers (groundwater resources Nvith potential for high vields) should be identified and protected for future public water supplies. An Aquifer Protection Program should be undertaken, which will involve the identification of aquifers and recharge areas (i.e., areas where rain infiltrates soil and travels down to the water table), plus development of effective land use controls and other measures for protection. The DEP Aquifer Protection Program (wellhead protection) can be an initial step toward this goal. VI-3 1 Town of South Windsor OIL GOADS AND RECOMMENDATIONS ow 1. INTRODUCTION One of the priorities identified by citizens of South Windsor through surveys, at public hearings, and via referendum is the importance of retaining natural open space in the Town of South Windsor. Natural areas provide an avenue for many types-of outdoor recreation, from hiking to wildlife watching. The aesthetic qualities of natural areas enhance property values, promote the rural character of the Town, and provide a pleasing contrast to high density residential and commercial development. The.Town of South Widnsor has.dedicated large amounts of resources, both financial and staff and citizen volunteer to the purchase and preservation of diverse types of open space areas. In order to maintain the diversity of these natural areas, the land must be managed accordingly. II. MISSION To enhance the public's outdoor opportunities through the sustainable management of the Town's trees, forests, wildlife , and other natural resources. III. PURPOSE Residential open space subdivisions have added various parcels of open space to the Town's land inventory. Many of these parcels were added without a specific vision of the larger land inventory picture or without a specific management plan in mind. Thus, the challenge for today's guardians of the Town's forests, trees, and wildlife, and other natural resources, is to develop a responsible forest and wildlife plan which will meet the goals listed below consistent with the mission statement. The overall intent of the Strategic Plan for Natural Resource Management is to provide a coordinated approach to managing the Town's forest, tree, wildlife and other natural resources consistent with the Town's Plan of Conservation and Development, the Recreation Master Plan, the Open Space Master Plan and the Town's Strategic Plan. IV. GOALS A. Inventory and Classification of parcels with their resources. B. Identify outdoor opportunities in relation to resources. C. Prioritize parcels according to size, location, and quality, opportunity, potential of natural resources. D. Develop individual management plans for each property to be completed within 10 years which consider: • the maintenance of the biological diversity and health of our major forest ecosystem and wooded properties. • the potential economic benefits of properly managed forest and wooded properties. • the development of passive recreation opportunities for the public including educational opportunities to observe trees, wildlife and other natural resources. • the establishment and maintenance of home range opportunities for a diverse population of birds and mammals. • the creation of partnerships among landowners and other interested groups to work together for sustainable forest, tree and wildlife management. V. SUMMARY The Town's Strategic Plan for Natural Resource Management which includes Forest and Wildlife Management has been prepared at a time when the Town is experiencing a period of rapid development. This rapid development is reducing the number and acreage of undeveloped parcels in Town, thus putting additional pressure on our remaining forest/woodlands and wildlife. The strategic plan seeks to provide a responsible direction to managing the Town's forestry and wildlife, and natural resources. The strategic plan will be updated periodically. It will be the basic document from which individual parcel implementation plans and the annual supporting budget and resource allocation plans will be developed. Sustainable forest, tree, wildlife, and natural resource management will require a higher level of funding and resource allocation than is provided today. The Public, the Town Boards and Commissions, the Town Council, Town Staff and community special interest and civic groups must work together to bring these efforts to a successful reality. Public Works/Gantic/Forestry and Wildlife Management 7/7/99 2 e c►, Apgl #01-52P, Vintage Hills Subdivision Public Hearing 02-05-02 1. Request for approval of a subdivision to create 19 lots on Barber Hill Road, RR zone. The site size is 34.59 acres. 2. Minimum lot size required in the RR zone is 40,000 sf. The minimum lot size proposed is just over 40,000 square feet. 3. The road configuration consists of a main entrance from Barber Hill Rd ending in two cul-de-sacs. The applicant had previously appeared before the Commission for a concept review of this subdivision; the Commission suggested that the subdivision layout was not particularly creative. It does not appear that the layout has been modified from that which was originally presented to the Commission. 4. The applicant is proposing to provide two 50' road stubs for possible road extensions to the north and south. Staff strongly recommend that if approved, the two cul-de-sacs and their utilities extend to the property boundaries. 5. The fair market value is determined by an appraiser selected jointly by the Commission and the applicant, with the cost borne by the applicant. 6. The subdivision regulations give the Commission the ability to require an open space subdivision when the subject property is included in a preservation master plan such as the Open Space Master Plan or Agricultural Land Preservation Master Plan. The subject property is included in the Agricultural Land Preservation Master Plan as desirable for preservation. Therefore, if the Commission so desires, it could require that this property be developed as an open space subdivision, with 50% of the land preserved. It must be noted, however, that since there are no sewers and this site has soils that are very difficult for septic systems, the smaller lots associated with an open space subdivision would probably not be feasible. 7. There are regulated wetlands on the property. The application is pending with IWA/CC. JJI J L cx1j f 5 L 8. The plan shows four lots with new driveways onto Barber Hill Road. Our responses to the like numbered comments are as follows: Planning Comments: Zoning Data Table Based on discussions with town staff,we understood that the town would want the fee in lieu of open space. We have indicated this on the cover sheet. Ka Map Barber Hill Road is identified on the Key map. Plot Plan The street tree easement has been shown on the plans. General Comments 1. The landscape plan has been revised to conform to the town requirements. 2. The plans have been revised to include drainage improvements in this area. The main problem.has been the lack of a defined ditch in this area. The plans reflect a defined ditch that will allow for clear drainage away from the roadway. 3 Sidewalks have been shown on the plans on both sides of the street. 4. Neither cul-de-sac should be extended up to the property lines. There are no known plans to develop — either the property to the north or south. The additional pavement would be a waste of money to install and maintain by the town. The desire is to provide a buffer between the farming operations and the residential. To open up these areas to extend a road to no-where will only result in additional conflicts between the two uses. Neither abutter is looking for these roads to be extended. Ample easements have been provided to allow for the extensions if they are ever needed in the future. 5. A note has been added to the plans to cover the few lots that this would apply on. C'P6. l ans have been prepared to show the extension of the cul-de-sacs to the property lines. Looking at the everall assessors map,and the layout of the wetlands in the field, shows the general feasibility of xtending these roads. 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860)291-8755 •Fax: (860)291-8757 DESIGN PROFESSIONALS, INC. civil engineers .planners . surveyors • gis 7. Access to the lot on the north side of the intersection of Barber Hill road and the new subdivision road has been revised to access the new subdivision road and not Barber Hill Road. Jeff Folger's Comments dated 1-28-02 1. The existing foliage line that was shown very lightly on the submitted plans will be shown slightly darker. 2. The wetland flag numbers have been shown on the plans. 3. The stormwater basin has been revised as noted. 4. In order to determine the likelihood of the noted areas being vernal pools by providing Hydrology information,we would need to determine the soil characteristics of the soils within the vernal pool areas by excavating test pits. The test pit excavations would damage the wetland areas noted. We are not proposing any disturbance within these areas,or within close proximity to these areas. We are proposing a conservation easement around this rear wetland area. 5. We have requested a soil scientist report for this site from our consultant. JeffFolger's Comments dated 1-29-02 1. Temporary sediment basins have been added to the plans with a note as to sizing. Jeff Doolittle's Comments dated 1/18/02 1. See response to planning comment. 2. Additional labeling of elevation contours added to the plans. 3. Yard grading revised as noted. 4. Additional spot elevations added to the plans. The area in the rear of lots 1,2,3,and 4 drains to the existing intermittent watercourse(excavated ditch)that drains around the west side of the pond to the south. This area is not proposed to be disturbed, and will continue to drain as in the natural condition. 5. Water service, and footing drains shown as noted. 6. Grading revised as noted. 7. A yard drain added to collect this runoff. 8. If the town is not responsible for maintenance of the detention basin, than it will be the homeowner's responsibility. 9. The water flows to the south, and has been noted on the plans. 10. Structures have been added as noted. 1 i. We do not understand this new request to start showing driveway designs on a conceptual plan. The houses and driveways shown on the plans are for representative purposes only. At the time of plot plan submission, the actual house and driveway configuration will be shown. The lots do not have severe grading restraints, such that there would be any reasonable question as to the ability to design a house and driveway that would meet all town requirements. 12. Our client agrees that there is an existing problem with drainage on Barber Hill Road. The single largest reason for this problem is the lack of a ditch to discharge to from the existing pipe. In the spirit of cooperation,to help solve this existing problem that our subdivision will in no way make worse,we propose to provide the town with the discharge rights onto this property. In addition, our client will grade the area to drain properly, and install a catch basin on each end of the existing pipe. Town personnel should complete any additional work that you feel is required,as this is an existing problem that our subdivision is in no way affecting. 13. We prefer to leave the lot layout the way it is. The pond can easily be accessed from lot six simple by walking through the woods and around the detention basin. The existing watercourse is nothing more than an excavated ditch, and can easily be crossed by jumping over it. 14. Vintage lane profile has been revised. 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860)291-8755 •Fax: (860)291-8757 DESIGN PROFESSIONALS, INC. civil engineers .planners . surveyors . gis 15. A grading plan for this intersection has been prepared and included on the plans. 16. We do not believe that adding a surface elevation to the test pit information is necessary or warrants the additional expense to our client. When test pits are excavated, they may extend over 15'in length. The grade change in the area of the test pit may be over a foot. When test pits are read, information may be obtained from different locations within the pit based. Any hard elevation of the surface of the pit would be misleading, would not mean anything, and would not be any more accurate than interpolating based on the topographic information on the plans. 17. We have shown the general areas that would need to be cleared as required. 18. We have included the drainage area maps for your review. We realize that septic systems are required here and that the MIN. 20,000 sq.ft lot requirement in an open space subdivision would not be suffiecient plus engineered systems will be required as some of the "modeling" is within 12 inches of ground level. Oh well, a 2800 plus sq.ft house would look silly on a lot that size anyways. Cutting to the chase, the applicant could create something really special here with 60,000 sq.ft. lots, the families that buy here would have plenty of room for swimming pools, outbuildings, and whatnot on the lot. The "open space"would not hurt the State Wildlife Sanctuary across the street with the Town-owned Pudim area(117 acres) and lets not forget the Bird Sanctuary. Regulations speak of open space creating corridors between large pieces, well this piece would almost connect the 160+ acres mentioned above thats on the east side of Barber Hill Road with the 48 acres of open space between Abbe and Graham(the Podunk River flows thru this) and I believe the town owns more open space along the Podunk west of Graham behind Eli-Terri school and beyond.........What a wonderful opportunity. Bottom Line thought: The smallest lot should be 1 1/4 (one and one quarter)acre. Realtor and Taxpayers point of view on fee in lieu of open space: great deal for the developer in this case, lousy deal for South Windsor and her citizens, not to mention the environment. Another thought is to promote development as outlined in the Plan of Development, thats a plan that could work also. Vintage Hills as it sits is all about MONEY, this plan creates the most bucks for the applicant with no consideration to Master Plans, Environment, Abbutters, or the citizens of South Windsor; its all about MONEY. Question: How much is Too Much? Why did the applicant call me the week before the first P&Z meeting and ask if we could get together to talk about my Real Estate company marketing this proposed 19 lot subdivision? Is lot#10 a rear lot or am I missing something?Frontage along the side of Lot 99 ?? Thats stretching things abit, in my mind. When I offered to purchase a buffer, the applicant offered lot#10 to me for$175,000, such a deal. And will approval of Vintage Hills as it is set the tone for the future in this corner of South Windsor? Are we going to see " Just More Houses" packed like a "Sardine Can" in this Rural Preserve area for the next 10 to 15 years? Or can we work together to create a "Harmonius Mix" of Houses and Agriculture? Finally, I promised at the first meeting to keep you informed on a boundry dispute, We may well be going to court as legal action may be required. Parts of Lots#10, 11, and 12 are on our land. I wonder if the applicant has checked with the owner on this, wouldn't it be a goof if the owner told the applicant I am right? This area is the Northwest corner of proposed Subdivision. 41/ The "internal" stone walls in this corner are part of our eastern and part of our southern borders as outlinelined in a freehand sketch below. There is an interesting history to this corner but to keep it simple, after reviewing the Superior Court file from 1924 and aerial photos of land usage by Pudim from 1934 thru 1995(supplied by DEP, Ct. State Library, and Town Star, these are the "true" boundries. We also would encourage conservation easements on the North and South boundries of this proposed subdivision as buffers between the Gedrim Farm and the Dzen Farm. Thank-you for bringing our concerns to staff and commissions attention. Attached are my reciepts for my certified copy of the Maskel vs.Pudim file(I am the first person to open in 77 years). A note here: Maskel took Pudim to court to keep Pudim off Maskel land, Maskel won. Maskels boundries are mentioned above and sketched below. We now own Maskels land. The quality of homes built by Jacques and the layout design with larger lots will only complement the Barber Hill Road area. Sincerely, February 25,2002 Planning and Zoning Town of South Windsor Re: Interest in Vintage Hills Subdivision Dear Town of South Windsor: I am writing you this letter to communicate my support of Jacques application. I hope this letter assists in your approval decision. I am looking to relocate from Milford,New Hampshire. I have looked at several subdivisions in the South Windsor area. I was most surprised to find that the layout of the subdivisions in your town consist of big homes on small lots which I feel creates a"fish bowl'effect with neighbors. Other towns in your area had subdivisions that have larger lots and the houses are spread apart which is what I am used to and looking for. I met with Jacques Construction and reviewed the plans for his new subdivision. This is the type of neighborhood I want my children to grow up in.Approval of the subdivision will probably draw more people to your town that are still looking for that"country feeling"in their neighborhood. I moved into this town 6 years ago and currently live in a newer subdivision which I love. Jacques Construction has built a few homes in my neighborhood which is how I learned of the new subdivision he is proposing to build on Barber Hill Road. We met with John Jacques, reviewed the site plans and house plans and have decided to purchase a new home in that subdivision. The layout of the subdivision is perfect—large wooded lots with sidewalks on both sides of the street. If offers all the neighborhood conveniences without the neighbors being too close. Open space subdivisions offer large areas of open space which generally go unused(not to mention upkeep fees to the town)while squeezing as many houses as possible in a smaller space. This layout spreads the houses apart which gives each homeowner more usable land! It would be in the best interest of the town to support and approve this subdivision. Sincerely, Daniel E. The ends of the cul-de-sacs for Vintage Lane and Natures Way should be extended to the property lines, unless there is some reason not to do so and then the 50 foot ROW would stop at the end of the cul-de-sac. 2. The existing contours for elevation 314, 316 and possibly others need to be fixed. In the area of lots 16, 17, 18, and 19, they are shown as solid lines crossing proposed contours for elevations 318, and 320. 3. Label Y1 on Lot 17. 4. Why are easements to the Town of South Windsor shown around yard drains? 5. More information is needed to clarify grading and lot-to-lot drainage in the back and sides of lots 4, 3, 2, and 1. There is a large area without proposed contours. 6. 1 or 2 catch basins are needed at the bottom of the driveway for Lot 10 to catch surface runoff that will flow down the driveway before it gets to the road. A yard drain off the driveway is not sufficient since it is more likely to get clogged by grass, leaves, snow and ice, and not catch runoff from the driveway. 7. Show a swale on the north side of Lot 9 to collect surface runoff before the sidewalk and road. Direct this water to Y2. 8. The outlet from the detention pond should be aligned with the flow in the natural channel? 9. As part of the overall subdivision review process we request elevations be shown on all the driveways at the house and the road, and the slopes of these driveways be included on the subdivision plans prior to approval. This will facilitate our review of grading and drainage and speed up the building permit review process. 10. Thank you for including improvements to the drainage along Barber Hill in front of this property. Please include an outlet pipe with a flared end from the catch basin to this property, and a rip rap splash pad in accordance with Town Specifications. We will discuss any additional drainage work that is needed in this area with the applicant and coordinate this work with the site contractor. 11. Two minor revisions are needed to the grading plan for the intersection of Natures Way and Vintage lane. Remove the flat spot in the middle of this intersection at elevation 326. The elevation of CB17 shown on the grading plan does not agree with the elevation shown on the plan and profile sheets. 12. Final Design plans need to be reviewed and approved by the Town Environmental Health Officer for the proposed septic systems. The septic systems will need to include curtain drains and meet the required separation distances. Surface elevations for the septic will need to be shown. 13. We will review the areas along Barber Hill where the plan sheets 9 and 11 call to clear vegetation as required. We want to insure that trees and shrubs that are in good condition and can be saved are not removed. 14.Show underdrains along both sides of these roads due to soil conditions and the probability of high groundwater. 15. 1 will call the Engineer with questions about the drainage calculations. Please call me at extension 245 if you have any questions. I also listened and learned a great deal. In fact, by virtue of the insightful questioning of the developer by the commission, my opinion that this project was not in the best interest of our township became even more steadfast than it was when I arrived. The developer and his team were unable to directly answer many of your questions, but largely responded with excuses or conjecture. "Limiting factors" of the land was referenced no less than a dozen times, and justified everything from the width of the buffer zone to location of a house on a given property. When Ms. Evans asked directly if blasting would be needed during construction, given the close proximity of the bedrock to the Earth's surface, the developer's engineer hesitated and responded, "I don't believe so." That's not an answer to the question. Ms. Montana's expressing her disappointment that she didn't see "more creativity" in the developers proposal drew a response that lasted a good three minutes; a response that could just as easily have been, "you are right." When responses did include substantive information, they were generally filled with caveats such as "we intend," "we expect," and "we envision." There is no sense of commitment in their words, nor in their spirit. The only "we will" spirit came from the developer's attorney. However, that comment came in an apologetic context, during which he noted his prior behavior could have been construed as "less than positive." The entire discussion further elevated my environmental concerns. It is important that the environmental testing done to date be further reviewed, and assumptions made in those procedures be examined. The developer's environmental specialist commented that agri•chemicals are applied evenly across a farm field; he is speculating or making an assumption that may well have no basis. This is important given the physical disruption that could take place during construction of the proposed development, and is magnified in its proximity to environmental eci✓2d tQi✓ c — ,fies►din f c Q a-aL 1v(d Coin&o- G-e p- MAR 07 2002 12:47 FR HAM SUND EXEC OFFICE 860 654 2621 TO 88606447280 P.03iO3 areas nearby. It also beg for and answer to Ms. Evans' question about the use of blasting during construction — it has to be "yes" or "no." I found the group's final comment on the extension of the cul de sac, "We don't think it's a practical thing to do right now," to be a reflection that they simply hadn't thought things through when developing their plans. This was one of several times they conceded, "We don't have an easy answer." Perhaps most important was the developer's reluctance to acknowledge the possibility of building a development of fewer than 19 building lots. Members of the group said they simply did not know how many houses could be accommodated in an "open space" configuration. When presented with very appropriate questions from the commission, the developer's team chose to respond by not answering directly—either because they could not or would not, The realities seem obvious, It takes 19 building lots to make this a business venture that is worthwhile—and the developer's trying to make them all fit into this parcel. Fortunately, it takes variances and approvals by your commission to allow him to do this. If approved, this will be a subdivision with no open space in an area designated as "open space" in your strategic plan; a subdivision with inadequate buffers to neighboring areas, with a house placed 40 feet from Mr. Dzen's operating farm; and a subdivisiont with environmental questions that'have been raised but not answered. This is what you are being asked to approve. The developer should find different property to develop— property with fewer "limiting factors" where there are "easy answers." He should develop a parcel that could be profitable, yet within the guidelines of the strategic plan that has been such an instrumental tool in making South Windsor into the jewel that it is today. There is simply too much nonresponsive behavior and too many unknowns regarding Vintage Hills, yet there is an obvious impact on the aesthetics of our town and the character of the environment in which we live. With all the open questions, an approval for this project to move forward in its present configuration would be an arbitrary action by the commission. Please do not let this happen. Thank you again for the opportunity to express my views. And thank you again for the knowledge and the insights that were reflected in your questioning. R spectfull Timothy S. DPI Project No. 01-1430 Dear Marcia: As per your request, we are transmitting three (3) color exhibits for your presentation to the Planning &Zoning Commission next Tuesday evening, April 9, 2002. These maps are as follows: 1). Original conventional subdivision layout, portraying 19 lots, as previously modified. The closest house to the southerly property line (i.e., Dzen Tree Farm) is now over 100 feet(116 feet). This will leave a substantial natural screening abutting the farm property. As previously agreed during the informal discussion with the Planning&Zoning Commission, this plan portrays no open space, other than that on privately owned lots, and will require my client to make a payment in lieu of open space. 2). The second map modifies the original layout by creating a conventional subdivision with 20% open space. I would anticipate that the open space would be owned either by the Town or a homeowners' association. This has been achieved by reducing the number of lots from 19 down to 17 and by shortening the Nature's Way cul-de-sac. The plan portrays 24%open space or 8.36±acres rather than the minimum of 20% or 6.92± acres. The depicted open space is in bulk and encompasses approximately one-half of our Barber Hill Road frontage and approximately two-thirds of our frontage along the tree farm. Of course, there would be no fee in lieu of open space with this proposal. Although my client would prefer the original 19-lot layout, he could live with this option. 3). The third and final plan is the open space concept plan which portrays only 11 lots and 50% open space (or 17.4 acres of the 34.59 acre tract). This plan is economically infeasible and my client cannot live with it. From day one, my client has assumed that this land would support a large-lot subdivision for 20 luxury homes. He has anticipated the necessity for public water service, given the known groundwater contamination to the south along Barber Hill Road in South Windsor, and to the north along Barber Hill Road in East Windsor(apparently different chemical contaminants in each case). Mr. Jacques and his wife, Ann, are into their third year of business, and have previously only developed individual house lots. This is his first development project on his own, and obviously with the costs of Phase I and Phase II environmental studies/testing, land surveying, site engineering, landscape architecture, legal fees, extensive soils testing for septic systems, and the costs of securing an interest in 165 South Satellite Road, South Windsor, CT 06074 Telephone(860)291-8755 Fax(860)291-8757 DESIGN PROFESSIONALS, INC. civil engineers • planners • surveyors • gis • gps the property, Mr. Jacques has a substantial dollar investment. I trust the Planning& Zoning Commission and staff will bear this in mind as they review the three development scenarios and reach a consensus. If the original 19-lot layout is acceptable, then we would anticipate an approval. If the 17-lot layout is preferred, then we will need to withdraw the application and resubmit after redesign. This would require a presentation to the Town Council for a determination as to whether or not they would want the open space. If the open space concept with 11 lots were to be required, it is economically infeasible and kills the project. Thank you for your consideration and for you and Michele meeting with me to review these concepts. These maps do in fact reflect modifications, as recommended. Sincerely, DESIGN PROFESSIONALS, INC. The "open space" would not hurt the State Wildlife Sanctuary across the street with the Town-owned Pudim area(117 acres) and lets not forget the Bird Sanctuary. Regulations speak of open space creating corridors between large pieces, well this piece would almost connect the 160+acres mentioned above thats on the east side of Barber Hill Road with the 48 acres of open space between Abbe and Graham(the Podunk River flows thru this) and I believe the town owns more open space along the Podunk west of Graham behind Eli-Terri school and beyond.........What a wonderful opportunity. Bottom Line thought: The smallest lot should be 1 1/4 (one and one quarter) acre. Why did the applicant call me the week before the first P &Z meeting and ask if we could get together to talk about my Real Estate company marketing this proposed 19 lot subdivision? Is lot #10 a rear lot or am I missing something?Frontage along the side of Lot#9 ?? Thats stretching things abit, in my mind. When I offered to purchase a buffer, the applicant offered lot#10 to me for $175,000, such a deal. And will approval of Vintage Hills as it is set the tone for the future in this corner of South Windsor? Are we going to see " Just More Houses" packed like a "Sardine Can" in this Rural Preserve area for the next 10 to 15 years? Or can we work together to create a Harmonius Mix" of Houses and Agriculture? Finally, I promised at the first meeting to keep you informed on a boundry dispute, We may well be going to court as legal action may be required. Parts of Lots#10, 11, and 12 are on our land. I wonder if the applicant has checked with the owner on this, wouldn't it be a goof if the owner told the applicant I am right? This area is the Northwest corner of proposed Subdivision. .Zzi, keON-ecs mf- 'EXTe(in-%"'4/#A -/7/// The "internal" stone walls in this corner are part of our eastern and part of our southern borders as outlinelined in a freehand sketch below. There is an interesting history to this corner but to keep it simple, after reviewing the Superior Court file from 1924 and aerial photos of land usage by Pudim from 1934 thru 1995(supplied by DEP, Ct. State Library, and Town Staff, these are the "true" boundries. We as Taxpayers and Residents of South Windsor feel that this proposal with a "Fee in Lieu" of Open Space completely contradicts our Plan of Development, Master Plans and our Towns Vision statement as appears on the Town website. The only person to benefit from a "Fee in Lieu" of open space on the Pudim Parcel will be the Developer........The Losers will be South Windsors Citizens and her future generations, The Environment, The Wildlife Sanctuary, and our Farmers. We also would encourage conservation easements on the North and South boundries of this proposed subdivision as buffers between the Gedrim Farm and the Dzen Farm. Thank-you for bringing our concerns to staff and commissions attention. Since we will be unable to attend the public hearing, we request that this letter be.read into the public record at the hearing and it entered into the records that we are against the application.
