Subject:Proposed Pre-blast survey procedure and blast plan to be implemented by
Ravizua Brothers Inc for residential developments
Pre--blast Survey Procedure:
Cumulative guidelines as published in U.S. Bureau of Mines Bulletin 8507.
1. Establish blast plan and determine estimated pounds per delay.Determine effect radius via scaled
distance guideline of 50. or 250'(site specific). Scaled distance is equal to the actual distance of a
structure from the blast site divided by the square root of the charge.
2_ Inspect interior and exterior of structures within this radius Record via notes anSar photographs
overall structural condition. This also serves to inform homeowners of what to expect, and to explain
the blasting procedure.
3. Seismic monitoring via a three-axis, continuous waveform digitizing seismograph at the nearest
structure, sanitary sewer main, and storm main. Evaluation of seismograms by independent seismic
consultant, acceptable to Town Engineer, to ensure compliance with USW 8507.
4. At the Town Engineer's request, prior to installation of pavement binder course, all house utility
laterals shall be required to be extended a minimum of 25'into respective lots, where blasting is required
for such installation.
Blasting Procedure.-
Mass excavation:Drill 3"diameter holes to required grade, with allowance for subrilling.Actual depth
and pattern will be site specific.Load production column with charge and utilize 3/8 stone for stemming
to contain gas pulse.
Trench excavation:Drill 3"diameter holes to required grade, utilizing standard staggered pattern.Load
column with.charge and utilize 3/8 stone for stemming to contain gas pulse.
Explosive Description: 2'x16"Cartridge Gelatin Dynamite, 40%/60%strength. Ammonium nitrate
fuel oil mixture.Electric detonators. Manufactured by Dyno Nobel Inc.Material safety data sheets on
file.
Safety procedures:
• Inform personnel of blasting within influence perimeter.
• Air whistles will sound immediately prior to each detonation;three interval whistle sequence.
• nen sufficient overburden is not present, utilize steel cable blasting mats with insulation provided by .
rubber tires. This will minimize potential material transgressing work site.
• Post perimeter warning signs for prohibition of mobile transmitter operation within 300'of site.
• All storage, transportation and use of explosives in accordance with existing state and federal
statutes.Permitting and communication in conjunction with Town Fire Marshall.

Storm Sewer Calculations A
Introduction: The proposed 24-lot subdivision is the last phase of the 6 phase 97 lot
Deming Hill Estates subdivision, and is located on the southern side of Deming Street in
South Windsor, Connecticut. The sites southern property line is coincident with the
South Windsor/Manchester town line. The total area of development for the subdivision
is approximately 28.81 acres
Background: The proposed development consists of the extension of Loomis Road
eastward to a temporary cul-de-sac. This cul-de-sac will be eliminated as part of the
development of the recently approved Red Rock Subdivision to the east. A second road
will be constructed that would run north and south between Deming Street and Loomis
Road (Castlewood Drive).
Proposed Development: The proposed development consists of the construction of
approximately 1700 feet of roadway, and the development of 24 residential building lots
ranging in size from 25, 200 S.F. to 1 lot of over 2 acres. The roadway will have storm
sewers, and the lots will be serviced with sanitary sewer, and public water.
Off--Site Analysis: The site was part of the overall concept plans for the entire Deming
Hill Estates. The site generally drains to the south, and as part of the earlier phases of the
development, appropriate controls were constructed to accommodate the runoff from this
phase of the development.
Peak Runoff Control: The site as does the remainder of the phases of the development,
drains generally to the south. A large detention area was previously sized to handle the
runoff from the development of the site including this phase. The site will drain to the
existing detention area via a piped storm drainage system. At the storm drainage
discharge, a large sediment and water quality basin will be constructed. This water
quality basin will discharge to the detention basin via overland flow.
Riparian Buffers: As part of the development of the site, a large area has been set aside
as open space for the Town of South Windsor.
Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control
plan has been developed as part of the subdivision design. These measures include the
following:
1. Installation of silt fence down-slope of disturbed areas.
2. Installation of silt fence around stockpiled materials.
3. Installation of silt fence around catch basins.
4. Use of the water quality basin during construction as a sediment basin.
5. Seeding and mulching disturbed areas as soon as practical during construction.
6. Limiting the areas of disturbance during construction.
7. Installation of construction entrance pads, and sweeping of roadways as needed.
8. Maintenance of the above measures.
Stormwater Runoff Quality: A number of water quality measures have been integrated
into the site design to provide for treatment of the stormwater runoff from the site. The
major measure includes the integration of a water quality/sediment basin in the storm
water system. This design will aid in the treatment of the storm water runoff from the
site.
Conveyance System: The on-site conveyance system consists of a piped stormwater
system discharging to the sediment/water quality basin. The piped drainage system has
been designed to accommodate the runoff from a 10 Yr design storm.
Maintenance and Operation: The following maintenance operations will be required to
ensure the proper and efficient operation of the Storm Water Sediment Basin System.
The following maintenance schedule is intended to be a minimum guide, and additional
inspections and maintenance measures may be required following large storm events that
could cause the deposition of excess debris in the system.
Pipe Outlet Locations: The pipe outlets and associated riprap shall be inspected
annually and cleaned of silt and or debris. The riprap shall be re-shaped and
replenished as required.
Catch Basins: The catch Basins shall be inspected annually. The sumps shall be
cleaned when the depth of material within the sumps reaches 1'.
Pavement Sweeping: The roadways should be swept a minimum of once in the
spring shortly after the end of the snow season.
Sediment Basin Outlet: The Sediment/Water Quality basin outlet shall be
inspected twice annually, and all debris and silt shall be removed. The discharge
_point from the outlet system shall be inspected also, and all silt and debris shall be
removed. The riprap at the discharge shall be re-arranged and additional stone
added as needed. All silt and debris shall be disposed of at a suitable location.
Topographic Contour Maps: A topographic contour map has been provided showing
the drainage areas for the site at a scale of F=60'. The map showing the developed
conditions is included in the rear of this report.
F000dplain Boundaries: There are no floodplain boundaries on the developed portion of
the site.
Drainage Design: The drainage design of the site has been completed using the rational
formula.
On-Site Storm Sewer Calculations: The storm sewer calculations for the storm piping
within the proposed subdivision roadway are included in appendix A. The storm sewer
has been designed for a 10-year design storm utilizing the rational formula. Appendix A
contains the gutter flow analysis, and storm piping design.
On-.Site Water Quality Measures: The major water quality measure for the project is
the provision of a sediment/Water Quality Basin. The existing detention basin will also
provide an additional measure of treatment for the storm water discharges from the site.
Other measures include the installation of sumps within the catch basins, and general
roadway sweeping.
The intent of the water quality measures are to provide a minimum of 80% Total
suspended solids removal from the storm water prior to discharge. According to the
design manual "Design of Stormwater Filtering Systems, dated December 1996 by the
Center for Watershed Protection" one method for estimating required water quality
volume is by the following formula:
Water Quality Volume(WQV) =P*Rv
Rv=0.05 +0.009(l)
Where I = site percent impervious 1=3.47 AC/12.95 AC= .268 (26.8%)
Rv= 0.05 +0.009(26.8)= .2912
WQV=P * Rv= 1"(2912)= .2912 Watershed Inches
= .2912"W/12")(12.95 AC)(43,560 S.F./1 AC)=13,688 CF.
Volume provided in Sediment/Water Quality Basin= 14, 000 CF.
Due to the volume of the basin being greater than the required, the basin is expected to
function adequately as a water quality basin.
Conclusions: The on-site stormwater system with the associated Sediment/Water
Quality Basin will mitigate any potential impacts from the development of the site. The
Detention basin will provide an additional measure of treatment also.

Re: Review of Deming Hill Estates Subdivision, Section#6 - Plans dated 03/16/01.
I have the plans for the proposed Deming Hill Estates subdivision, these are initial comments:
1. No erosion controls are shown along the proposed sanitary sewer line excavation in the
wetlands. Proper erosion controls should be shown on the plans.
2. Is any mitigation planned to compensate for proposed wetland disturbances?
3. Catchbasins should be fitted with 4-foot sumps to maximize sediment storage.
4. The proposed landscaping plan should be re-examined. Incorrect icons or plant names appear
in the plant list. Ajuga is a leafy ground cover, not a tree.
5. The north arrow should be moved outside of the plant list.
6. The proposed sediment basin should be reconfigured to give it a more serpentine shape. A
more irregular shape will tend to blend the basin into the landscape, provide a longer travel
time for stormwater flowing through it, and increase the surface area of the edge of the basin.
7. The landscaping plan shows shrubs being planted within the basin. Shrub planting would be
appropriate along the basin sides or top. The bottom should be planted with a diverse variety
of herbaceous plants adapted for wet conditions. The existing plan calls for a seed mixture
comprised of 70% reed canary grass, 20% trefoil, and 10%redtop. This type of seed mixture is
fine for grassed swales that are wet most of the time. This would not be recommended on this
site due to its low wildlife value and propensity to form a monoculture. The recommendation
of the dry basin turf plantings should be removed from the plans to avoid confusion.
8. The topsoil detail for the bottom of the basin should include a 30% organic soil amendment by
volume.

MEMORANDUM
TO: Marcia A. Banach, Director of Planning
FROM: Jerry C. Iazzetta, P.E., Town Engineer
DATE: April 19, 2001
RE: DEMING HILL ESTATES SUBDIVISION PHASE 6
We have reviewed the drawings dated March 16, 2001 for the proposed Deming Hill
Estates Subdivision Phase 6 and have the following comments:
General Note
1. Match lines should be shown on all plans.
Plot Plan Sheet 6
1. The proposed cul-de-sac at the end of Loomis Road should have the right of way
shown and monumented around the cul-de-sac. A note should be shown
indicating that when the road is extended, those portions of the right of way in
the"wings"will be deeded back to the lots, pavement removed, area seeded and
sidewalk built.
2. The temporary cul-de-sac at the end of Loomis (near French Lane) should be
shown and noted as to be removed.
3. Note on this plan and several other sheets stating "as part of the design of the
individual lots, lot to lot drainage shall be taken into account in the grading
design of the lots" should be removed. Lot to lot drainage is to be addressed
with the subdivision plans.
Plot Plan Sheet 6A
1. The proposed sanitary easement to the Town of South Windsor ends at the
Manchester town line. However, there doesn't seem to be any easement on the
Manchester side, even though the proposed sanitary main goes into Manchester
connecting to a manhole there.
Plot Plan Sheet 7
1. The plan shows a proposed easement to be granted to the Town of South
Windsor across lots 35, 45 and 46. This should be a private easement and
should not be the Towns.
2. The drainage easement along lots 46 and 45 is shown ending in lot 46.
However, no dimension is given to locate this point.
2
Marcia A. Banach, Director of Planning
April 19, 2001
Re: Deming Hill Estates Subdivision Phase 6
Topographic Plan Sheet 8
1. Lot 67 sanitary lateral invert at the house is lower than at the main.
2. Existing temporary cul-de-sac should be shown.
3. The location of pipe from CB92 to CB90 is not acceptable. Another structure
should be placed on Castlewood so that most of this pipe is under the road.
4. The sanitary main from MH30 to MH32 should be moved into lot 61 to avoid the
sanitary easement being within the Open Space accessway.
5. The distance between the storm and sanitary mains should be a minimum of 10
feet and should be so indicated.
6. A gravel access road should be placed over the"cross country"sanitary sewer.
7. Grading or spot grades within the cul-de-sac should be shown.
8. Two (2) catch basins should be placed at the end of the cul-de-sac.
9. How is the intersection of Loomis Road and Castlewood Drive to be built with
phase 6A? There is no indication of phasing work on this drawing.
10. The proposed sanitary main leaving MH32 does not indicate where the
continuation of this pipe is shown.
11. Inverts for laterals, at the main, should be shown.
Topographic Plan Sheet 9
1. Are the existing structures on lot 35 to be removed?
2. The storm pipe from CB88 to CB86 and from CB101 to CB85 are unacceptable.
They should be placed under the roadway as much as possible—this would
require additional structures be placed.
3. The sanitary sewer for lots 35, 45 and 46
a) The sanitary sewer main should be brought to Deming Street and west on
Deming to serve these lots and the properties across Deming.
b) If this is not feasible due to grades, the sanitary pipe across these lots
should be private and the 900 turns in lot 46 shall be eliminated.
4. Lot 55
a) The sanitary lateral shown is extremely long. Is this a force main or a
gravity line? If gravity, cleanouts are required every 100 feet maximum.
b) The footing drain outlet should have cleanouts and should be at least 6"
pipe.
c) Distance between the proposed water and sewer pipes should be shown
as 10 feet minimum.
d) The fooling drain should pass over the sanitary lateral.
Plan Profile Sheets 10 and 11
1. Road centerline and right of way should be described.
3
2. Top of frame and invert elevations should be shown on plan view.
Marcia A. Banach, Director of Planning
April 19, 2001
Re: Deming Hill Estates Subdivision Phase 6
Plan Profile Sheet 11
1. The road profile in vicinity of station 62+50 to 63+00 is unacceptable. The 1%
slope for about 17 feet should be eliminated and the road regraded.
Plan Profile Sheet 12
1. Profile shows regrading within the open space accessway that would greatly
exceed the maximum slope of 8% for an access road. What is the purpose of
this grading?
2. Apparently, there are contour lines shown on the plan view; however, no
elevations are shown. Also, the town line is not identified.
3. Is the proposed sanitary sewer main connection to the existing manhole in
Manchester placed within an easement? If so, to whom is it granted?
4. A manhole and catch basin are shown in plan view but not identified.
Construction Details Sheet 15
1. General note 20 should be consistent with note 6 on sheets 6, 6A, 7, 8, 9 & 10.
Construction Details Sheet'16
1. If sanitary pipes are placed in ground water, clay stops will be required and a
detail should be provided.
2. Sidewalk detail — the dimension from the sidewalk to the curb should be shown
as `varies."
3. Driveway detail should indicate that 1" lips are to be provided (from finish
pavement course).

Re:Deming Hill Estates Section 6A&6B
Dear Marcia
We have reviewed the planning department comments and WPCA comments faxed to us on 4/10/01,and Jerry
lazaetta's comments dated 4/19/01,and 5/2/01. Our responses to the like numbered comments areas follows.
Planning Department Comments:
1. All building setback lines have been shown outside of the easement areas.
2. The Applicant will consider adding the stone entrance walls, but has not made a decision. We understand
that the original entrance walls were not a requirement of the town, and were installed by the developer on
his own.
3. The developer of the project is very concerned with the previous requirement for a gravel parking area for
up to 6 cars within the open space area. There are concerns with oversight of this parking area to prevent
the area from being used for non-appropriate uses. We would request that this issue be revisited with the
commission to determine the suitability of the proposed parking area.
4. Sidewalks have been shown along the Deming Hill Street frontage.
5. The houses with driveways on Deming Street have been shown as side load with a turnaround area. We
would request the necessary waivers.
WPCA
i. We concur that WPCA approval is required from both town of S.Windsor and Manchester.
2. Lot 55's lateral will be installed at approximately 2.4%slope. The.footing drain is shown to be installed
at slightly less than 1%.
3. The plans have been revised to show flow direction of the sanitary sewers.
4. There will be an easement line for the sewer line serving lots 35,45,and 46. Per the Town Engineers
comments, this sewer line will be private.
Jerry Iazzeita's comments dated 4/19/01
General Note
1. Match lines have been shown on the plans.
Plot Plan Sheet 6
1. The proposed cul-de-sac at the end of Loomis Road has been shown with the appropriate monumentation
and notations.
2. There is no temporary cull-sac at the present end of Loomis Road to show on the plans to be removed.
3. The lot-to-lot drainage note has been removed from the plans.
May 15 01 09: 01a 860-291 -8757 p. 3
Plot Plan Sheet 6A
1. The existing sanitary easement within the town of Manchester has been shown on the plans.
Plot Plan Sheet 7
1. The easement across lots 35,45,and 46 has been revised to be a private easement.
2. Additional dimensions have been added to the drainage easement along lots 45 and 46.
Topographic Plan Sheet 8
1. The lateral for lot 67 has been revised Due to the depth of the existing lateral for this lot,and the grades
of the roadway, this lot is shown with a lateral depth that will not serve the basement of the proposed
house.
2. There is no existing temporary cul-de-sac at the present end of Loomis Road
3. The gutter Sow analysis does not indicate a need for an additional structure, and easements have been
incorporated into the plans as required.
4. 1n order to maximize the usable land within lot 6I,the sanitary sewer was placed as shown. The sanitary
sewer easement has no impact on the use of the open space access way.
5. The minimum separating distance has been shown on the plans.
6. A gravel access road has been shown to be installed over the cross-country sanitary sewer to the extent
required to provide access to the manholes for maintenance.
7. Additional grading detail has been shown within the proposed Loomis Street cul-de-sac.
8. Two catch basins have been relocated to the end of the proposed temporary cul-de-sac.
9. The phasing lines have been added to the plans.
10. All information pertaining to the crass country sewer is depicted on sheet 12. A note has been added to
sheet 8 referencing this information.
11. The inverts at the sanitary sewer main for the laterals were added to the plans.
Topographic Plan Sheet 9
I. The existing structures on lot 35 are shown to be removed.
2_ The gutter flow analysis indicated a need for an additional structure on Deming Street. CB 10 IA has
been added to the plans, and the roadway graded to accommodate the drainage. As per the gutter flow
analysis,no other structures are required Appropriate easements have been included in the plans as
required.
3. a. The sanitary sewer cannot be installed within Deming Street due to the grades.
b. The sanitary sewer servicing lots 35,45,and 46 has been shown to be private with a private
easement. The 90-degree turns in the main have been preserved to maximize the build-able area
on lot 46. Due to the small amount of flow within this sewer,we do not foresee any problems
with constructing the sewer as shown.
4. a. The sanitary lateral shown is a gravity line to be installed at approximately 2.4%grade. Clcanouts
have been shown at a maximum spacing of 100'.
b. The footing drainpipe has been shown to be 6"pipe,and have cleanouts.
c. The minimum separating distance of 10'has been shown between the water and sewer pipes.
d. The footing drain has been shown to cross over the sanitary lateral with approximately F of
clearance.
Plan Profile Sheets 10 and 11
1. The road centerline and right of way has been included on these plans also.
2. The top of frame and invert elevations has been included on these plans also.

MEMORANDUM
TO: Marcia A. Banach, Director of Planning
FROM: Jerry C. Iazzetta, P.E., Town Engineer
DATE: May 22, 2001
RE: DEMING HILL ESTATES SUBDIVISION PHASE 6
We have reviewed the revised drawings dated May 11, 2001 for the proposed Deming
Hill Estates Subdivision Phase 6 and have the following comments:
Plot Plan Sheet 6
1. The information for the cul-de-sac right of way is a little cluttered. Either provide
a 20 scale insert or move the information to provide for easier reading.
2. The sanitary easement should be identified from a known point.
Plot Plan Sheet 6A
1. The gravel access road should be continuous over the sanitary sewer line. (the
plan shows a piece missing).
Topographic Plan Sheet 8
1. The location of pipe from CB92 to CB90 is not acceptable. Another structure
should be placed on Castlewood so that most of this pipe is under the road.
2. The information for the cul-de-sac is hard to read. Either a 20 scale insert or
moving information out of the cul-de-sac to provide easier reading should be
done.
Topographic Plan Sheet 9
1. The storm pipe from CB88 to CB86 and from CB101 to CB85 are unacceptable.
They should be placed under the roadway as much as possible—this would
require additional structures be placed.
Plan Profile Sheets 10 and 11
1. Right of way for new roads should be described.
2. Phase lines should be shown for intersection of Loomis and Castlewood.
Plan Profile Sheet 12
1. Profile shows regrading within the open space accessway. The slopes for this
should be shown, as 8% is the maximum allowed for a gravel access road.

The following is a brief summary of points discussed during the meeting:
Erosion and Sedimentation Control
1. All erosion and sedimentation control measures are to be in place prior to earth
moving operations in each area and maintained/cleaned out during construction.
Call Jeffrey Folger, Zoning/Wetlands Enforcement Officer for inspection when
1
measures are in place, prior to commencement of site work or if any
problems/concerns arise during construction.
2. All topsoil stockpile areas to be protected (ringed with haybales or equal).
3. During construction of the road/driveway a crushed stone tracking pad is to be
installed and maintained to minimize tracking of dirt/gravel on to Deming Street.
Calcium chloride or water is to be used for dust control as required.
Public Works
1. Three complete sets of approved/revised plans to be provided to Town prior to start of
construction. They will be stamped by the Planning Department along with plans
developer needs. Only approved plans are to be used on the job site.
2. The Engineering Department is to be notified forty-eight (48) hours prior to the start
of major construction work with inspections and testing per Developers Checklist
(requested, required) for the following:
a. After site is staked out
b. All drainage work
c. Preparation of subgrade, compaction tests as per Developer's checklist
d. Preparation of subbase, six (6) inch lifts
e. Placement of bituminous concrete, two (2) inch layers maximum
3. Certification of gravel used as subbase and processed stone for base will be required
from an approved testing company.
4. Certification of all products used -- storm pipe, structures, pavement, etc., shall be
presented to the Town Engineer prior to installation.
5: Two (2) weeks' notice must be given prior to placing the finish pavement course. This
is to allow for inspection and correction measures (if necessary) of the infrastructure,
prior to final pavement.
6. Applicant/developer should be aware that the inspection of the infrastructure
improvements may result in the replacement of structure tops and/or structures
prior to final paving if found to be deficient.
7. No subgrade formation/base in frozen ground/snow. Same for pipe/structure
installation.
2
8. Progress As Built Plans are to be submitted to the Town Engineer for approval prior to
paving and after subgrade formation.
9. As built plans are to include horizontal and vertical location of all underdrains,
footing drains, and sanitary sewers and house service laterals located as per revised
as-built checklist.
10. All pipe and structures to be backfilled with free draining material, compacted in
maximum one foot lifts with approved compaction equipment or approved equal if
deep trench is encountered. Any pipe or structure work requires inspection prior to
backfilling.
11. Any problems and/or questions regarding construction of this project will be directed
to Jean Marc Jacques in the field at phone #282-0862.
12. All filling to be done in accordance with Department of Transportation specifications.
To be compacted in maximum lifts and tested as necessary.
13. Job meetings will be held as needed, and can be called by the developer or Town.
14. Forty-eight (48) hours' notice needed for certificate of occupancy inspection.
15. Any proposed changes are to be presented to the Engineering or Planning Department
prior to implementation on change order form in quadruplicate with 4 copies of the
drawing. Town will attempt to turn around within 24 hours.
16. Normal hours of operation 7:00 a.m. - 5:00 p.m., no work on Sunday.
17. DOT permit needed for all work within state road. Copy must be given to the
Engineering Department.
18. No paving after October 15 or before April 15 without written approval from Director
of Public Works.
19. Extra care must be taken when compacting around structures such as catch basins
and manholes. These spots often become problem areas in the future due to settling,
therefore, the town staff/inspectors will be requesting additional compaction tests in
these areas.
3
20. Inspection of gravel access roads required prior to placement of topsoil.
21. Sanitary lateral locations should be tied down to existing structures and shown on
the progress as-builts.
22. For concrete sidewalks, 8": depth with reinforcements is required at driveway
crossings. If the sidewalk is constructed before lot development, the locations must
be indicated on the as-built plan. The Engineering Department suggests that the
contractor also show locations of foundation drains and water laterals on this form.
23. If a concrete monument is located within a driveway, a cast iron frame and cover
must be provided for town public improvement specifications.
24. During construction of.individual sanitary sewer house laterals, the contractor shall
prepare an as-built sketch on standard form provided by the Engineering
Department. This form should be submitted to the design engineer/surveyor for their
use in preparing the as-built plan. The Engineering Department suggests that the
contractor also show locations of foundation drains and water laterals on this form.
25. During construction for individual house lots, lot to lot drainage must.be addressed
with drainage swales as necessary must be in place first. For lawn establishment,
town staff will be requiring erosion control measures to be installed prior to the issue
of the certificate of occupancy to ensure soil stabilization. A detailed erosion control
plan must be implemented and depicted on the plot plan for review prior to the
issuance of the building permit most particularly on lots with extensive grading.
Operation and Maintenance Plan for CB should be provided to lot/homeowners.
Critical!!!
26. Care should be taken with deep cuts on installation of utilities due to the presence of
bedrock to avoid fractures.
Planning Department
1. Landscaping is to be installed in accordance with the approved landscaping plan. If
there are changes required, contact the Planning Dept. Additional landscaping
installed on one part of a site will not preclude planting all of the remaining items
shown on the landscaping plan.
2. Quantity Estimates and bonds must be submitted prior to filing of mylars.
3. Proposed changes to Pond Estates at Red Rock may require resubdivision application.
4
4. Liability policies must be submitted.
SNET/NU
1. Contact utilities for coordination of utilities connection.
Fire Marshal
1. Blasting (if required) to be coordinated with the Fire Marshal. All blasting material
should be removed from the trench and not used as backfill.

After talking with the homeowners at 3 Castlewood Drive, the tree that I would
recommend planting instead of Maple in front of the house would be American
Yellowwood(CLADRASTIS kentuckea)these trees can be purchased at Millane
Nurseries in Cromwell Conn.
Will you prepare a change order for JMJ to plant the Yellowwood instead of a Maple?
Any questions please call me.

DEMING HILL ESTATES Phase VI
OPEN SPACE SUBDIVISION
PH 5-22-01
1. Application for approval of Phase VI to create 24 lots in the Deming Hill Estates open
space subdivision on the southerly side of Deming Street, westerly of Slater Street,
AA-30 zone. Phases I through V, consisting of 73 lots, were previously approved by
this Commission. This phase abuts Deming Street and includes the second road
connection to Deming Street. The site size is 105 acres. There are approximately 13
acres of regulated wetlands on the property.
2. Minimum lot size required in the open space subdivision is 25,000 sf; minimum lot
size provided in PhaseVI is 25,000 sq ft, the largest is just under an acre. The applicant
is providing an average of over 32,000 sf within the overall subdivision. At the time of
the approval of the last phases, the PZC determined that the final phase of the
subdivision could be submitted under the open space requirements that were in place
when the other 5 phases were constructed. All lots in Phase VI appear to conform to
our regulations.
3. As part of the Phase I subdivision approval, the applicant is required to widen Deming Street
15' feet from centerline for the length of the subdivision frontage, in accordance with the
requirements of the subdivision regulations. Under the Phase I approval, the widening was
deferred until the remaining phases are constructed. With;construction of this final phase, the
Deming Street widening will need to be completed.'
4. There are four lots with entrances directly onto Deming Street; one lot is an existing house,
three are new lots. We recommend a shared driveway for the two lots east of Castlewood
Drive. IJ
5. The open space requirement for the whole subdivision is either 10 acres or an amount
of land equivalent to the average lot reduction percentage, whichever is more. In this
case, since the average lot size is larger than the required minimum, a total of 10 acres
was required; 23.5 acres to be provided. For Phase I, the 10 acre minimum was
provided; this phase includes 9.4 acres of open space. There is an open space
improvement plan that includes a path constructed around the perimeter of the pond;
this was approved in Phase I and recently constructed.
1 6. The applicant has an agreement with the South Windsor Land Trust to accept
ownership of this open space land. Town staff and the Land Trust have had discussions
with abutting property owners as the approved walking trail has been under
construction, as there has been opposition from some of the new owners. Since the
open space is intended for the benefit of all of the subdivision lot owners, not just the
lots abutting the open space, he original open space plan included a small gravel
parking area for property owners who are not in close proximity. Because of
opposition from lot owners in close proximity to the proposed parking area, the
applicant has eliminated the parking area. The commission needs to consider whether
they are doing a disservice to the remaining lot owners, and making the open space
more proprietary to the abutters only, by eliminating the parking area.
7. There are regulated wetlands on the property. IWA/CC approved this application May
16 with a $5000 bond for erosion and sediment control and a $209000 bond for
construction of biofilters. IWA/CC placed a conservation easement over the wetlands
pocket on lots 55-59.
8. The site is serviced by public water and sewers. Approval is required. From both South
Windsor WPCA and the Town of Manchester. There is a cross-country sewer line
connecting to Manchester sewers. IWA/CC would prefer that this cross-country sewer
line not be constructed, as it has wetlands crossings. If the applicant purchases the
Pond Estates at Red Rock subdivision adjacent to this subdivision, the sewers can stay
in the road and connect through Pond Estates, which will have a much shorter cross-
country segment to Manchester.
9. The landscaping plan consists of street trees, as well as screening plantings around
detention basins. Staff has recommended to the applicant that he duplicate the entry
treatment at the corner of Cardinal Way and Deming Street at the corner of the new
street and Deming Streets.
10.Sidewalks are shown on both sides of Castlewood Drive and Loomis Road, as well as
along Deming Street. Sgt Field of SW PD has noted that stop signs need to conform to
the Manual of Uniform Traffic Control Devices, which specifies larger stop signs than
the applicant has been installing.
1 l.The Planning Department notified CRCOG as required under state statutes. 'They have
submitted the following report (Exhibit F) READ CRCOG MEMO
If this application is approved, Planning Dept. staff have no additional requested
modifications.
