The sites southern property line is coincident with the South Windsor/Manchester town line. The total area of development for the subdivision is approximately 28.81 acres Background: The proposed development consists of the extension of Loomis Road eastward to a temporary cul-de-sac. This cul-de-sac will be eliminated as part of the development of the recently approved Red Rock Subdivision to the east. A second road will be constructed that would run north and south between Deming Street and Loomis Road(Castlewood Drive). Proposed Development: The proposed development consists of the construction of approximately 1700 feet of roadway, and the development of 24 residential building lots ranging in size from 25, 200 S.F. to 1 lot of over 2 acres. The roadway will have storm sewers, and the lots will be serviced with sanitary sewer, and public water. Off Site Analysis: The site was part of the overall concept plans for the entire Deming Hill Estates. The site generally drains to the south, and as part of the earlier phases of the development, appropriate controls were constructed to accommodate the runoff from this phase of the development. Peak Runoff Control: The site as does the remainder of the phases of the development, drains generally to the south. A large detention area was previously sized to handle the runoff from the development of the site including this phase. The site will drain to the existing detention area via a piped storm drainage system. At the storm drainage discharge, a large sediment and water quality basin will be constructed. This water quality basin will discharge to the detention basin via overland flow. Riparian Buffers: As part of the development of the site, a large area has been set aside as open space for the Town of South Windsor. Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control plan has been developed as part of the subdivision design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Installation of silt fence around catch basins. 4. Use of the water quality basin during construction as a sediment basin. 5. Seeding and mulching disturbed areas as soon as practical during construction. 6. Limiting the areas of disturbance during construction. 7. Installation of construction entrance pads, and sweeping of roadways as needed. 8. Maintenance of the above measures. Stormwater Runoff Quality: A number of water quality measures have been integrated into the site design to provide for treatment of the stormwater runoff from the site. The major measure includes the integration of a water quality/sediment basin in the storm water system. This design will aid in the treatment of the storm water runoff from the site. Conveyance System: The on-site conveyance system consists of a piped stormwater system discharging to the sediment/water quality basin. The piped drainage system has been designed to accommodate the runoff from a 10 Yr design storm. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Water Sediment Basin System. The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events that could cause the deposition of excess debris in the system. Pipe Outlet Locations: The pipe outlets and associated riprap shall be inspected annually and cleaned of silt and or debris. The riprap shall be re-shaped and replenished as required. Catch Basins: The catch Basins shall be inspected annually. The sumps shall be cleaned when the depth of material within the sumps reaches 1' Pavement Sweeping: The roadways should be swept a minimum of once in the spring shortly after the end of the snow season. Sediment Basin Outlet: The Sediment/Water Quality basin outlet shall be inspected twice annually, and all debris and silt shall be removed. The discharge point from the outlet system shall be inspected also, and all silt and debris shall be removed. The riprap at the discharge shall be re-arranged and additional stone added as needed. All silt and debris shall be disposed of at a suitable location. Topographic Contour Maps: A topographic contour map has been provided showing the drainage areas for the site at a scale of 1"=60'. The map showing the developed conditions is included in the rear of this report. Floodplain Boundaries: There are no floodplain boundaries on the developed portion of the site. Drainage Design: The drainage design of the site has been completed using the rational formula. it On-Site Storm Sewer Calculations: The storm sewer calculations for the storm piping within the proposed subdivision roadway are included in appendix A. The storm sewer has been designed for a 10-year design storm utilizing the rational formula. Appendix A contains the gutter flow analysis, and storm piping design. On-Site Water Quality Measures: The major water quality measure for the project is the provision of a sediment/Water Quality Basin. The existing detention basin will also provide an additional measure of treatment for the storm water discharges from the site. Other measures include the installation of sumps within the catch basins, and general roadway sweeping. The intent of the water. quality measures are to provide a minimum of 80% Total suspended solids removal from the storm water prior to discharge. According to the design manual "Design of Stormwater Filtering Systems, dated December 1996 by the Center for Watershed Protection" one method for estimating required water quality volume is by the following formula: Water Quality Volume(WQV)=P*Rv Rv=0.05 +0.009(1) Where 1=site percent impervious 1=3.47 AC/12.95 AC= .268 (26.8%) Rv=0.05 +0.009(26.8)= .2912 WQV=P * Rv= 1"(2912)= .2912 Watershed Inches 2912"(1'/12")(12.95 AC)(43,560 S.F.A AC)=13,688 CF. Volume provided in Sediment/Water Quality Basin= 14, 000 CF. Due to the volume of the basin being greater than the required, the basin is expected to function adequately as a water quality basin. Conclusions: The on-site stormwater system with the associated Sediment/Water Quality Basin will mitigate any potential impacts from the development of the site. The Detention basin will provide an additional measure of treatment also. Folger, Enviromnental Planner/Conservation Officer Re: Review of Deming Hill Estates Subdivision, Section#6 - Plans dated 03/16/01. I have reviewed the plans for the proposed Defining Hill Estates subdivision, these are initial comments: l. No erosion controls are shown along the proposed sanitary sewer line excavation in the wetlands. Proper erosion controls should be shown on the plans. 2. Is any mitigation planned to compensate for proposed wetland disturbances? 3. Catchbasins should be fitted with 4-foot sumps to maximize sediment storage. 4. The proposed landscaping plan should be re-examined. Incorrect icons or plant names appear in the plant list. Ajuga is a leafy ground cover, not a tree. 5. The north arrow should be moved outside of the plant list. 6. The proposed sediment basin should be reconfigured to give it a more serpentine shape. A more irregular shape will tend to blend the basin into the landscape, provide a longer travel time for stormwater flowing through it, and increase the surface area of the edge of the basin. 7. The landscaping plan shows shrubs being planted within the basin. Shrub planting would be appropriate along the basin sides or top. The bottom should be planted with a diverse variety of herbaceous plants adapted for wet conditions. The existing plan calls for a seed mixture comprised of 70% reed canary grass, 20% trefoil, and 10%redtop. This type of seed mixture is fine for grassed swales that are wet most of the time. This would not be recommended on this site due to its low wildlife value and propensity to form a monoculture. The recommendation of the dry basin turf plantings should be removed from the plans to avoid confusion. 8. The topsoil detail for the bottom of the basin should include a 30% organic soil amendment by volume. cc. Folger—Environmental Planner Date: May 8. 2001 Re: Appl # 01-12 Review of the proposed Deming Hill Estates Subdivision, Deming Road. Plans dated 03/16/01. Additional Comments. According to Town standards, the proposed cross-country sewer line through the wetland must have a gravel access drive over the top of it. My initial report to the Commission stated that the installation would have only a temporary impact on the wetlands. This addition information would mean that the proposed activity would have a permanent impact on the wetlands involved. Attn.: Mr. Peter DeMallie 165 South Satellite Road South Windsor,CT 06074 Re. Deming Hill Estates Sections 6A & 6B South Windsor, CT CE Job#01-415 Dear Peter: At your request I inspected the above-referenced property today. The purpose of the inspection was to review the area where a sediment basin is proposed, and the area where a proposed sewer line will cross an on-site wetland. Ms. Karen Isherwood from your office accompanied me on the site visit. Proposed Sediment Basin The proposed sediment basin will be constructed approximately 250 feet east of an existing sediment basin that was constructed for Sections 4 and 5 of the Deming Hill Estates subdivision. The existing oval-shaped basin contained 4-6 inches of standing water on the inspection date. During Iarge storm events water leaves the basin through a stone berm and enters the adjacent wetland to the south. Cattails, reed canary grass, smartweeds and other hydrophytes have colonized the basin_ Numerous tadpoles were present in the shallow water in the basin, and a variety of wildlife species were observed in or near the basin(i.e.,green frog, gray tree frog, mallard, yellow warbler, gray catbird, common yellowthroat, red-winged blackbird, northern oriole). The proximity of the basin to the forest edge creates a valuable ecological"edge". This existing basin, which provides 13,000-14,000 square feet of wetland habitat, can be enhanced by planting herbaceous vegetation in its center to increase floral diversity (Table 1). The proposed basin contains several design features that will increase its functional value relative to the existing basin. Its serpentine shape will increase runoff travel distance through the basin, enhancing pollutant removal. Landscaping along the north side of the basin will increase its aesthetic appeal and wildlife habitat value. 38 Westland Avenue • West Hartford,CT 06107 • Phone & Fax (860) 561.8598 • email ecosys@connico.net May 11 01 03. 24p 860-291-8757 p. 3 Derugn Professionals,Inc. Page 2 Re:Deming Hill Estates Sections 64 &6B 0511112001 South Windsor, CT I offer the following recommendations to fWher enhance the basin's functional value. •I recommend that the rip-rap outlet berm be elevated 6 inches above the bottom of the basin in order to retain shallow water in the basin. This will increase pollutant removal capacity and improve conditions for wetland plant establishment. This will allow for the creation of 13,081 square feet of wetland habitat. • Several narrow peninsulas that jut towards the center of the basin would further increase runoff travel distance through the basin. These can be planted with shrubs such as willows, alders, and dogwoods. • I suggest that herbaceous wetland vegetation be planted in the basin to increase floral diversity. Table 1 provides a list of suitable species. • The placement of several logs along the edge of water will provide perch sites for waterfowl and reptiles. •A dense shrub/sapling thicket(cottonwood, willow, honeysuckle, rose, silky dogwood, box elder, etc.)exists south of the proposed basin site. I observed numerous songbirds in this thicket. I recommend that a note be added to the plan to preserve this thicket beyond the limits of the basin. Sewer Line bnpact to Wetland The sewer line will cross approximately 120 linear feet of a red maple swamp at the southerly end of the property. The swamp is dominated by red maple, skunk cabbage, northern arrowwood, tussock sedge, and jewelweed. Soils in the swamp were soft and saturated on the inspection date. It is my understanding that excavated topsoil will be stockpiled and replaced following installation of the sewer line. I recommend that this disturbed area be planted with herbaceous hydrophytic vegetation(Table 1)in order to restore it and prevent encroachment ofPhragmites australis.
