Iazzetta, P.E., Town Engineer Date: March 7, 2001 Re: Total Fitness Site Plan — 01-09P We have reviewed the drawings dated January 25, 2001, received February 28, 2001, for the proposed Total Fitness Site Plan, and have the following comments: General 1. Drainage computations have not been received. They should show adequacy of the proposed swale. 2. The check list has not been received. Plot Plan — Sheet 2 1. Iron pins are required at all property corners. 2. The existing monuments' coordinates should be shown. 3. The 20' sanitary easement should be identified with bearings and distances. 4. "Trees to be installed per Subdivision Plan"are shown within the sanitary easement. These should be moved out of the easement. 5. Note 9 should indicate the date of the flood map referenced. 6. Note 10 indicates ""Drainage right to be acquired". Where is this located? Topographic Plan — Sheet 3 1. There are two (2) locations where the 74 contour meets the 76 contour. 2. The wetland buffer is not shown. 3. It appears that a retaining wall is to be built, however, it is not identified as such. Also, there is no detail provided. 4. There is a bollard shown in the grass area near the entrance. Is this correct? 5. There is a top of frame and invert elevation shown, but no indication as to which structure these are associated with. Landscape Plan — Sheet Ll 1. The plan shows existing trees (acer rubrum), within the sanitary easement, however, sheets 2, 3 and 4 show these as to be installed. Which is correct? Satellite Road South Windsor, CT 06074 From: Jeffrey H. Folger—Environmental Planner, Town of South Windsor Date: March 12, 2001 Re: Appl. #01-09P - Review of the proposed Total Fitness industrial building - Plans dated 1/25/01. I have reviewed the proposed plan with the following initial comments: The proposed swale shown used for stormwater conveyance should provide water quality renovation as well. The proposed grass type and seeding rates provided are for a turf grass lawn. A more appropriate grass type would be tall fescue, which tolerates inundation and drought better than the grass types shown on the plan. For a grass swale the seeding rates should be significantly increased. An appropriate seeding rate would be 51bs of seed per 1000 sqft. Drainage calculations should be provided to the Town Engineer to insure that the drainage swale meets or exceed the minimum size required for treatment of anticipated stormwater. Construction details should include design recommendations based on the criteria set forth in "Design of Stormwater Filtering Systems" 1996, Claytor C. and T. Schueler, Center for Watershed Protection. (Enclosed). The 80-foot upland review area (URA) should be shown uniformly throughout the site. A portion of the URA shown is only 40 feet. The Construction schedule provided is nothing but a legend. Please provide a construction schedule that accurately reflects site conditions and plans. The schedule should provide for the construction and stabilization of the proposed swale as the first item. The proposed landscaping plan should include habitat plantings at the interface of the swale/limit of clearing to compensate for vegetation lost to construction clearing. A long-term inspection and maintenance plan for the swale should be included in the plans. CC. Semprebon,P.E.,Director of Engineering;Peter R.DeMallie,Principal Re: Total Fitness Site Plan/Town Engineer Comments DPI Project Number 1424 Date: March 12,2001 In response to Jerry lazzetta's comments of March 7,2001 on our 2/28/01 submission,we offer the following comments: General 1). We have prepared drainage computations for our site. Computations for the off-site Swale and detention basin serving the Constitution Landing industrial park, and designed to accommodate flow from our site, were previously submitted by others in association with the subdivision application. 2). We submitted the site plan checklist with our application, however,an additional copy is enclosed for your review. Plot Plan 1). Iron pins are required to be installed by the Constitution Landing subdivider(bonded). We anticipate this will be done at the conclusion of our client's construction activities. We have a note to that effect(see note 11). 2). We have indicated the coordinates for the existing monument. 3). We have added the bearings and distances for the sanitary sewer easement established by others as a , modification to the subdivision plan. 4). The location and type of proposed trees and their relationship to the existing sanitary easement is an issue for the subdivider. DPI(and our client)has no role in the subdivision development nor with its design nor with the sanitary sewer easement nor with the street trees. 5). We have added the date of the federal flood map,as referenced. 6). The drainage rights to be acquired refers to the need for our client to be granted rights by the subdivider to drain our site into the subdivision swale and detention basin, which have been designed by others to accommodate drainage from the subdivision's lots. We have recommended this be in place prior to the certificate of occupancy. The note reference has been placed on the plan in the vicinity of the subdivision swale. Topographic Plan 1). We have corrected the contour labels. 2). Wetland buffer has been shown as the"limit of upland review area". 3). Retaining wall has been identified and is to be part of building's structural design. 4). This is the proposed sign,as indicated. 5). The TF and invert are for the existing sanitary sewer manhole next to it. Landscape Plan 1). These trees are proposed to be installed by the subdivider and have been labeled accordingly. Please call if you should have any questions or comments. Thank you. cc: Jerry lazzetta Jim Aldrich Jon Valles Jeffrey Folger Richard Adams 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860) 291-8755 • Fax: (860) 291-8757 DRAINAGE REVIEW TOTAL FITNESS NUTMET ROAD SOUTH SOUTH WINDSOR, CONNECTICUT The site is located on the east side of Nutmeg Road South and was created as lot#6 of the Constitution Landing subdivision. The site consists of 1.97 acres. As part of the Constitution Landing subdivision, the storm-water runoff from the site was accommodated within the subdivision water basin for quantity. Provisions have been integrated into the site plan to address water quality issues regarding the storm-water runoff. The runoff will be via sheet flow over the paved areas to a water quality swale. The swale will be 4' in width, and sloped at 0.5%. The swale will be a minimum of 18" deep, and contain l' stone berms within the swale. The stone berms will slow the velocity of the runoff, thereby allowing for additional settling of constituents within the storm-water, and also provide for greater contact with plant material within the swale. The amount of runoff to the basin for a 50 year design storm using the rational formula will be: Area= 0.35 AC. C=0.9 I=7.7 (50 year design storm) Q=2.43 CFS The channel was checked to ensure that it could handle the 50 year storm(see attached channel calculator form). The channel has 1' high berms within the channel. Only the top 6" was used in the capacity calculation. As can be seen from the calculation, for a 50-year design storm, the channel will only have a depth of flow above the stone berms of 1.76". Therefore, the channel as designed is more than adequate for the anticipated design flows. tmp#1 Channel Calculator Given Input Data: Shape . . . . . . . . . . . . . . . . . . . . . . . . . . .
