INTRODUCTION
The following is a storm drainage analysis for the proposed site development for The Savings
Bank of Rockville, located on the north side of Deming Street at the intersection of Clark Street
in South Windsor, CT. The object of the Hydrologic Analysis was to size the proposed
stormwater drainage system to adequately collect and convey the stormwater runoff for a storm
with a return frequency equal to 10 years. The proposed stormwater drainage system for the
proposed development is to outlet into the existing drainage system in Deming Street.
The axiom of design used in the hydrologic study was the rational method for culvert sizing.
The following pages contain the charts, graphs, maps and calculations involved in the
stormwater drainage system design. The determination of the peak rates of stormwater runoff
adhere to the methods suggested in the Connecticut Soil Erosion and Sediment Control
Guidelines.

MEMORANDUM
To: Marcia A. Banach, Director of Plannin
From: Jerry C. Iazzetta, P.E., Town Engineer
Date: February 15, 2001
Re: Savings Bank of Rockville Resubdivision and Site Plan 01-06P
We have reviewed the drawings for the proposed Savings Bank of Rockville
Resubdivision dated September 2000 and the Site Plan dated Oct. 2000 and have the
following comments:
Resubdivision
1. Plot Plans should have match lines shown.
2. Plot Plan sheet 3 should have a monument shown where the new ROW curve meets
the existing curve and where the curve meets the tangent near SNET pole #324
3. Coordinates should be shown for all monuments, especially those proposed to be
set.
4. The topographic plans should show the sanitary lateral to the Post Office property
and should show the Post Office building and driveway cuts.
5. The topographic plans should also show match lines.
6. All plot plan and topographic plan sheets should have the proper certification
(A2/T2).
Site Plan
1. Comments 2,3 and 4 under Subdivision plans apply to the site plan as well.
2. Sheet 4 should be certified by a Licensed Land Surveyor to A-2 and T-2 accuracy.
3. Sheet 4:
a. Parking lot and driveway are not dimensioned.
b. The proposed driveway location:
1) This location is shown over an existing catch basin. It is proposed to convert
this to a flat top basin. This will not work at this location. An alternate
should be proposed.
2) Sight distance is not identified. Also, the design speed or 85% speed should
be indicated. 35. k
3) The location directly opposite Clark Street may be confusing to some drivers
as they may think they can go straight ahead rather than having to make a
left turn to continue.
c. The driveway should have spot grades.
d. Catch basins should be placed on the driveway at the road.
e. Is sidewalk to be required along Clark Street?
f. Some contour elevations are written upside down.
g. Footing drains are not shown. The floor plan shows a basement or partial
basement.
h. The sanitary lateral invert at the building is not shown.
4. Sheet 5 does not show a construction entrance pad.

Response to Comments on Re-Subdivision
Dear Ms. Banach:
The following constitutes our response to the comments of Jerry Iazzetta, Town
Engineer, dated February 12, 2001, regarding the re-subdivision plans. Comments
regarding the site plan will be addressed at a later date. This letter should be
accompanied by revised plans that address Mr. Iazzetta's comments.
1. Match lines are now shown more clearly.
2. Monuments have now been added at the requested locations.
3. Coordinates are now shown for all monuments that are proposed to be set.
4. The topographic plans now show all of the driveway cuts for the adjacent Post
Office. However,we are not showing the Post Office building since it is not on
our parcel and since your office does not have any record drawings from its
construction. If there is in fact a sanitary lateral for the Post Office building
which is in the vicinity of our parcel's frontage, we will make sure that it is
added to the final set of plans. Topographic information which was previously
shown for the Post Office has also now been eliminated, given that it is no
longer accurate since the construction of the Post Office site.
5. Match lines are now shown more clearly.
6. Certifications and signatures appear on sheets two and four. A note on sheets
three and five references these certifications and signatures.

Hi Michele,
I don't like the driveway across from the island, but can't think of anything to stop it.
They must have a stop sign coming out onto Clark Street, also I have a problem with the slope/grade at
that entrance, it needs to be level or very close to level at the curb line.
I want sidewalks, I know they don't go anywhere yet, but someday we will have them so let us start.

previously shown for the Post Office has also now been eliminated, given that
it is no longer accurate since the construction of the Post Office site.
2. Sheet 4 now contains a signature block for certification and notes pertaining to
the accuracy of the survey.
3. a. Dimensions for the parking lot and driveway are now shown.
b. 1) We now propose to convert the existing catch basin to a manhole
and to install a new catch basin on the north side of the driveway.
The new catch basin will connect to the existing one.

2) Site distance is now shown and a note indicates the design speed
for which this site distance was calculated.
3) We feel it will be rather apparent to drivers that the driveway is
an entrance to a parking lot and not a public street.
C. Additional spot grades are now shown.
d. The driveway will drain towards the proposed catch basin in the parking
lot, not into the street. Therefore, we do not see the need for placing
catch basins at the driveway entrance.
e. If a sidewalk is deemed necessary by the Commission, it will be added
to the plans.
f. Contour labels have been adjusted to read properly.
g. Footing drains have now been added around the building.
h. The sanitary lateral invert at the building is now shown.
5. An anti-tracking apron is now shown on sheet 5.
We hope that this sufficiently addresses Mr. lazzetta's comments regarding the site
plans. If there are any further questions, do not hesitate to contact myself or Jay Giles.

Appl #01-06P, Rockville Bank
Public Hearing, 3-27-01
Planning Department Report
1. Request for two approvals: (1) resubdivision of approximately 10.5 acres into
two lots for property located on the southerly side of Ellington Road, northerly
side of Deming Street and easterly side of Clark Street, RC zone; and (2) site
plan of development approval for a small office building. The resubdivision
would create a new building lot of 2.78 acres, and a remaining lot of 8.35 acres,
which contains the Savings Bank of Rockville building currently finishing
construction. A similar request for subdivision approval was denied by the
Commission in November 2000. At that time, the Commission found that the
potential for a viable building lot outside of regulated wetlands is minimal due
to extensive regulated wetlands; the location for a driveway was poor, and there
was a concern for traffic safety due to the inadequate driveway location. The
applicant has attempted to address the Commission's concerns by providing a
site plan of development.
2. The site plan of development is a proposal to construct a 2600 sq. ft two-story
office building. Lot size is 2.7 acres; minimum lot size required is 3/a acre.
Frontage is 468 feet; minimum required is 150 feet. Front yard setback is 65
feet, 65 feet required. Maximum impervious coverage allowed is 65%, 7.5%
proposed. Public water and sewer are available in Deming Street.
3. There is a substantial amount of regulated wetlands on the building lot
proposed, with a very minimal buildable area. The IWA/CC granted approval
for this site plan on February 21 with no special approval conditions.
4. Twelve parking spaces are required for traditional office use, and 12 spaces
have been provided. Three reserve spaces with grass pavers are proposed. We
do note that a recurring theme in South Windsor seems to be the initial design
as traditional office space, then future conversion to medical office space,
which has a greater parking demand. This site does not appear to have much
space for parking expansion.
5. Architectural and Design Review Committee reviewed this proposal on March
15. They requested that a PZC condition be placed on the plans requiring the
reduction of the lighting level at 10:00 PM.; and signage must return to this
committee for review.
6. Decorative parking lot lighting with 12' poles is proposed. The fixtures are
cutoff fixtures, and lighting level is 1-2 fc in the parking lot.
7. There is residentially-zoned property across the street from this site. A variance
was granted to this property in 1988 to eliminate the 50-foot buffer requirement
along the street frontage.
8. South Windsor Police Department reviewed the application. They are not very
comfortable with the driveway location across from the island in Clark Street.
They are also concerned with the slope of the driveway and want to be sure the
slope is level or very nearly level at the street. They also suggest sidewalks
along the site frontage.
9. Water and sewer are available. Water Pollution Control Authority approval is
required.
10.There are no dumpsters proposed. Trash removal will be accomplished with
screened trash cans since this is such a small site.
11.If this application is approved, Planning Dept. requests the following
modifications:
• Note variances received on the plan
• Parking formula and actual building height must be included in the zoning
data table

We have reviewed the revised drawings dated 3/23/01 for the Savings Bank of Rockville
Site Plan and have the following comments:
Sheet 4 of 8
1. A catch basin should be placed in Deming Street at the northerly edge of the
proposed driveway.
2. The sanitary manhole that is receiving a lateral from the proposed building
should be identified with top of frame and invert elevations.
3. The proposed sanitary lateral should show its invert at the manhole.
4. The footing drain outlet pipe should be identified as to type and size of pipe: also
inverts at the building and at the discharge end should be shown.
5. Sight line achieved is shown outside the right of way line; therefore, a sight line
easement must be in place to ensure that the proper sight line is always
achieved.
6. The design speed should be 40 miles per hour, not 35. Therefore, the minimum
sight distance required is 365 feet not 335 as shown.

Re: Savings Bank of Rockville Site Plan 01-06P
Response to Comments
Dear Mr. Iazzetta:
We have reviewed your comments, contained in a letter to Marcia Banach, Director of
Planning, dated April 18, 2001, for the above referenced site plan and offer the
following responses:
Sheet 4 of 8
1. We are proposing to install a new catch basin on the northerly edge of the
proposed drive. Based on the existing topography, this will catch all gutter flow
before it crosses the proposed driveway. In addition, the driveway connection
has been designed such that all stormwater which falls upon the proposed
driveway will be directed to an on-site catch basin and will not flow back into
the street.
2. The sanitary manhole which we are connecting to was installed as a result of the
construction of the adjacent Post Office site. Because no"as built"information
regarding the elevation of the frame or inverts is available at the Engineering
Department, we are going to have this information located by a survey crew as
soon as possible. In the interim,we have the location shown approximately. We
would have no objection to having the obtaining of this information be a
required condition of approval for the site plan.
3. We now show a proposed invert for the sanitary manhole which we propose to
connect to. This invert will be adjusted, if necessary, after survey information
is obtained for this manhole.
4. We now indicate the size of the outlet pipe for the footing drain, as well as the
inverts at both ends of the pipe.

5. A note on the plan now indicates that a sightline easement will need to be
obtained prior to the issuance of a building permit.
6. The sight distance shown on our set of plans dated 3/23/01 was based on a speed
of 35 mph. The posted speed limit on Clark Street is 25 mph. The sight
distance has now been increased to 365 feet from 335 feet to reflect your
comment that the design speed should be 40 miles per hour.
Sheet 7 of 8
1. A detail for temporary and permanent road patching is now shown on sheet 7.
Sheet 8 of 8
1. Sheet 8 has now been eliminated.
We hope that these responses, along with the accompanying sets of revised plans,
sufficiently addresses your comments and thus enables the Planning & Zoning
Commission to act on this application at tomorrow night's meeting. If you do not feel
this is the case, please contact us as soon as possible, so that we may any additional

Re: Letter of Credit#040199
$25,875.00
Dear Michele:
The Town of South Windsor is currently a beneficiary on the above-referenced letter of Credit issued
April 1, 1999.
Per our conversation earlier today, the Town of South Windsor may no longer require the Letter of
Credit to be renewed. I understand discussion of this matter will be placed on the Planning and
Zoning Commission's September agenda, and that the Bank will be notified with a decision by
October 1, 2012.
If the Town of South Windsor no longer requires the Letter of Credit, please also return the original
Letter of Credit issued on April 1, 1999.
If you have any questions, do not hesitate to call me at 860-291-3715.
Sincerely,
Sandy Jones
