Introduction•
Wetland boundaries were established according to the guidelines
of the U.S. Army Corps of Engineers (C.O.E. ) for the I-84
Associates project in Manchester and South Windsor. The wetland
lines were determined by the presence of three parameters: the
dominance 'of hydrophytic vegetation, hydric soils, and hydrology.
Two wetland .areas. were delineated. The following is a
description of each wetland area and a list of wetland vegetation
identified in that area. The vegetative lists include a
frequency indicator that has been assigned to each floral species
by the National Wetlands Inventory. The frequency indicator
defines the estimated probability of a species occurring in
wetlands. The species lists are not all inclusive.
Attached are data sheets that describe the two wetland areas.
These sheets document the three parameters mentioned above. A
transect consists of two or more observation points. Wet and
dry points were taken to establish the C.O.E. wetland
boundaries. The wetland boundaries were determined by Marnie L.
August, and Hope D. Malcom, biologists. Site inspections
were made on 11/9, 11/10, 11/11, 11/16, and 11/18.; Several days
of rain occurred prior to and between the site inspections.
Area 3: Transects AA, BB, and DD, points 1-7
(Slatter Road, Manchester, CT)
This wetland is a large nearly level red maple swamp. These
transects are located along the western wetland boundary.
Multitrunked trees, shallow roots and windfalls are common in
the swamp. The wetland has a seasonal high water table. The
tree canopy and shrub layer are well established. There is a
60/40 distribution of trees to shrubs. Remains of herbaceous
species were present but specific species were difficult to
identify due to the time of year the inspection took place:
There is a change inn wetland vegetation near the northern end of
the C.O.E. wetlandiline where barns have been constructed. A
dense cover of rose bushes is located at the south end of the
first barn. To the east of this barn is a field area dominated
by herbaceous species and saplings.

Area SA;, Transects UU, VV, WW, XX, andiii - points 1-17
(Deming Road do Slatter Street, -South Windsor, CT)
This is a large wetland area containing several wetland community
types- which include open water, marsh, and forested/shrub swamp.
The ponded area is 'located in the east-central portion of the
wetland. Several types of waterfowl were observedusing the
pond during the site 'j.nspections. Ditches have been dug at - the
southern end of the pond. ' The majority of the pond is surrounded
by a cattail marsh. Sedges and Spirea spp. become mixed with
the cattails in the transition zone between the marsh and
forested/shrub swamp. The southwest portion of the swamp is
dominated by alder. To the north are red maple and oak '
communities. A community of bayberry and alder is located at the
northern tip of the wetland. Alder again dominates in the
north-central portion of the swamp. Remains of herbaceous
species are sparse. Some species identification was possible but
generally specific recognition of species was impossible. There
is a small area along the western wetland boundary where several
trees have fallen exposing the forest floor to sunlight. This
area has become dominated by herbaceous species such as Onoclea
sensibilis (sensitive fern) , Rubus hispidus (bristly dewberry),
and Solidago spp. (goldenrods ) . The shrub and tree layers
include Betula populifolia (gray birch) , Populus tremuloides
(quaking aspen) , Prunus sgrotina (black cherry) , Rosa spp.
(roses) , Rubus spp. ( raspberry. and blackberry) , and Sambucus
canadensis (elderberry) .

The wetland was at one time disturbed b excavation and

NATIONAL WETLANDS INVENTORY
Wetland Plants List for the State of Connecticut
Frequency Indicator: Represents the frequency of occurrence in
wetlands versus nonwetlands in the northeast region of the
country. For exampl6, a frequency of 87%-99% (Facultative
Wetland) means that 67%-99% of all individuals of a species that
occur in the region occur in wetlands.
Oblirtite (OBL) : Always found in wetlands under natural
(not planted) conditions (frequency greater than 99%) , but
may persist in nonwetlands if planted there by man or in
wetlands that have been drained, filled, or otherwise
transformed into nonwetlands.
Facultative Wetland (FACW) : Usually found in wetlands
(67%-99% frequepcy) , but occasionally found in nonwetlands.
FacultativeA FAd) : Sometimes found in wetlands (34%-66%
frequency) but also occurs in nonwetlands.
Facultative -Upland (FACU) s Seldom found in wetlands
(.1%-33% frequency) and usually occurs in nonwetlands:
Nonwetland (UPL) : Occurs in wetlands in another region,
but not found (<1% frequency) in wetlands in the region
specified. If a species does not -occur in wetlands in any
region, it is not on the list.
Drawdown (DRA) : Typically associated with -the drier stages
of wetlands, such as mudflats, vernal pools, and playa
lakes.
A positive (+) or negative (-) symbol was used with the Faculta-
tive Indicator categories to more specifically define the
regional frequency of occurrence in wetlands. The positive sign
indicates a frequency toward the higher end of the category (more
frequently found innwetlands) , and a negative sign indicates a
frequency toward the lower end of the category (!less frequently
found in wetlands) .
NA indicates that no agreement was reached by the regional panel.
NC indicates that the species was not considered by the panel.

Re: Appl. #01-34W-Review of the proposed Slater Road cul-de-sac -Plans dated 9/5/01.
I have reviewed the proposed plan with the following comments:
Commissioners visiting the site have commented that the proposed limit of fill should be shown
in the field.
The existing pavement from the town line is to be removed. The proposed swale shown south of
the cul-de-sac to be used for stormwater conveyance should provide water quality renovation as
well. Proposed grass types and seeding rates should be provided. A recommendation would be
tall fescue, which tolerates inundation and drought. An appropriate seeding rate would be 51bs of
seed per 1000 sgft. ,
A landscaping plan showing wetland shrub plantings should be proposed adjacent to the filled
area. Mitigation plantings would be recommended in an area north of the existing stormdrain
outfall to the pond. Neighbors have cleared this area in the past. The restoration of this degraded
area would be appropriate as a mitigation measure.

MEMORANDUM
To: South Windsor Inland Wetland/Conservation Commission.
From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer
Date: November 15, 2001
Re: Review of the proposed Slater Street Cul-de-sac construction, Slater Street. Plans
dated 10/17/01.
The project is to create cul-de-sac turn around at the South Windsor/Manchester town
line on Slater Street. Currently there is a"hammerhead turn around"which was approved
and constructed in 1996. According to the Public Works Dept. and the Fire Chief, this
situation does not provide enough room for road equipment or emergency vehicles to turn
around. The proposed disturbance in regulated the area will be approximately 2405 sgft
or 0.05 acre.
Site: The site is located in the Hockanum River watershed. Historically, the site has been
used for agriculture with a recent attempt(25-30 years ago) to expand an adjacent golf
course. The site is a combination of shrub and early successional forest. It appears that a
large portion of the site has had the topsoil stripped and stockpiled in various locations on
the site. Relief on the site is flat to gently sloping to the south.
The approximately 5-acre wetland west of the proposed cul-de-sac consists of very poorly
drained soils on the eastern edge with a vegetation type consisting of shrub/red maple
forest, and herbaceous plants. The western edge of the wetland consists of poorly drained
soils and a stand of dominant red maple, and a pond in the middle. The wetland system is
fed from mostly surface runoff and some possible groundwater sources. This wetland
drains overland into Manchester to the south ultimately into the Avalon Apts. drainage
system. The wetland boundaries shown appear to be accurate.
Although the wetland area is somewhat isolated in that significant development has
occurred around it, it is connected to wetlands to the south and west by open space
making a significant island of habitat in the area. There is much diversity in the wetland
habitat types on the property. Major functions of this wetland area would be flood
storage, nutrient and sediment trapping, wildlife habitat(very high), and some
groundwater recharge. The esthetic values in this area are in my opinion high. A+/-3-
acre upland portion of the site is proposed to be deeded to the Town with the wetland
area. This portion of the site has already been preserved via a conservation easement
granted to the Town as a part of the Target application approval. This portion provides a
significant link between the wetland system on this parcel to a large wetland located on
the Deming Hill Estates property to the west.
The proposed area to be disturbed is essentially a riparian, forested strip approximately 60
feet wide from the existing pavement to the water's edge. The understory component of
the area is well developed and dominated by highbush blueberry, summersweet, and
spicebush. The fill required would reduce this strip to approximately 30 feet wide.
The riparian forest associated with the pond fronts approximately 600-700 feet of the
western side of Slater Street. A 50-foot area has been cleared of understory by neighbors
to improve their view of the pond.
There is an existing catchbasin installed in the street that currently discharges directly to
the pond. A sediment bar has built up in the pipe to the pond shore. The outfall is
proposed to be rebuilt to more effectively contain sediments.
Impacts: The proposed activity will reduce the habitat vegetation in the riparian area.
The proximity of the road to the pond will likely have little effect on the pond due to the
intermittent use by automobile traffic and by the relative density of the remaining
vegetation.
Retrofitting the existing stormwater outfall will reduce road sediment impacts to the pond
system.
Perimeter erosion controls shown should be sufficient to contain sediments generated by
the proposed activity.
I would recommend that the previously disturbed portion of the riparian area be restored
as mitigation.
