Narrative Statement SOUTH WINDSOR PLANNING DEPT.
Home Occupation Application of Linh and Ngan Nguyen
1430 Ellington Road
South Windsor, Connecticut
We have resided at 1430 Ellington Road for over one year. We have experience in the
operation of nail salons at Twin Plaza in South Windsor and in Windsor center. Our intention is
to convert part of our residence to a nail salon use, as well as providing additional living space
and a new attached garage.
We will have only one non-resident employee and a maximum of 3 stations for servicing
nails. We anticipate approximately 20 customers per day, on average. Hours of operation will be
9:30 am. to 7:30 p.m. Monday through Friday and 9:00 a.m. to 5:00 p.m. on Saturday. We will
provide 5 parking spaces for customer use.
The home occupation use will clearly be secondary to the use of the building as a
residence. We believe this low-intensity use will be compatible with other permitted uses in the
Rural Residential zone. Our building design has employed elements to maintain and preserve the
residential character of the dwelling and the residential character of the lot. We know of no noise
to be generated by the proposed use;traffic will be relatively small and sporadic;there are no
anticipated nuisances, fire hazards, offensive odors or pollutants discernable to area residents. No
more than 25% of the dwelling's floor area is proposed to be used for the home occupation use.
The home occupation use shall be carried on wholly within the house. No vans or trucks
associated with the business are proposed.
Sight line measurements have been taken and they appear to be satisfactory. The existing
curb cut on Ellington Road will be retained. Insofar as the residence fronts on Ellington Road, a
state highway, all traffic entering the site will be coming from a state highway and not a residential
street. There will be no storage within the garage that would affect adequate space for the
storage of our car. We will install any landscaping deemed desirable by the Planning&Zoning
Commission, if you feel the proposed four-foot high stockade fence is inadequate to screen the
small parking area from the adjoining neighbor on our east side. There are no neighbors to the
rear of the property.
We appreciate your consideration of our application and look forward to working with
Town staff to satisfy all requirements of the home occupation regulations.

RE: LINH&MAN NGUYEN
1430 ELLINGTON ROAD
SOUTH WINDSOR, CT
Dear Peter:
On April 23, 20011 conducted an on-site survey of the above-referenced property.
As a result of my field study I have concluded that there are no regulated wetlands or
watercourses on the property.
Wetlands were identified just off the northeast and northwest property corners. In
both cases the wetlands were within 10 feet of the property markers. Moderately well
drained soils of the Nmigret Series were found on the property,with the exception of the
two disturbed areas where the soils were identified as Udorthents, or man-made sons. The
disturbed areas were found in the northeastern portion of the property in the vicinity of a
yard drain, and in the northwest corner of the property where a sandy fill material was
found over the natural soils. The entire property is maintained as turf.
If you have any questions, or require additional information, please call me at
(860) 742-5868.
Very truly yours,
John P. Tani

Subject: Nguyen Major Home Occupation
1430 Ellington Road
After receiving the subject plan we offer the following comments:
1. State encroachment permit will be required for driveway work.
2. Drainage patterns as shown are unclear. Existing and proposed elevations
at more frequent intervals needed to clarify drainage. Must show that no
drainage is directed toward Fritch property, (that is all drainage to be
directed toward rear of property).
Should you have any questions please contact me.

NYGUEN MAJOR HOME OCCUPATION- P H 8/21/2001
1. This is an application for a of a 5-year major home occupation permit
to operate a nail salon at 1430 Ellington Road, RR zone. The
applicant is proposing to convert the existing garage and adding a
new garage with additional living space to the rear of the property.
2. The reasons for requiring PZC approval are to ensure that:
♦ the home occupation is clearly secondary to the use of the building
for dwelling purposes
♦ the home occupation is compatible with other permitted residential
uses in the residential district
♦ the residential character of the dwelling and the neighborhood are
preserved, and;
♦ all residents have freedom from excessive noise, excessive traffic,
nuisances, fire hazards offensive odors and pollutants, and other
possible effects of commercial uses being conducted in residential
areas.
3. Performance criteria that must be met include:
♦ Maximum of 25% of the floor area can be used for the occupation;
♦ occupation cannot be visible from outside the dwelling unit;
♦ dwelling must contain the character of a single family dwelling;
♦ no entrance or exit may be added solely for the occupation;
♦ no more than one non-resident employee allowed;
♦ the occupation can not create a volume of passenger or
commercial traffic that is inconsistent with the normal level of
traffic on the street;
♦ all parking needs must be met on-site; and
♦ the Commission may require screening of additional parking from
the street and from adjacent residential properties.
4. The nail salon is proposed to be 870 square feet. This is equal to
approximately 25% of the total square footage of the house.
5. The hours of operation proposed are 9:30 am to 7:30 pm Monday
through Friday 9:00 am to 5:00 pm on Saturday. The anticipated
number of customers a day is approximately 20.
6. Ellington Road is a major collector road, and therefore increase in
traffic from this use would be nominal. The applicant has indicated
adequate site lines exiting the driveway.
7. The changes being made to the exterior are shown on the elevation.
There is a door that will be added to side of the house to
accommodate access into the salon, as well as access to other areas of
the house.
8. The applicants are proposing to have one non-resident employee.
9. Public sewer and water serve the existing house.
10.The parking requirement is being met with the addition of a parking
area in front of the house. The applicant is also proposing a 4-foot
high stockade fence along the westerly boundary of the site. They are
proposing a dumpster as well.
11.The applicant is proposing a 2 sf, unlit, sign on the property. They
have provided a diagram of the sign.
12.If this application were approved, the applicant would also be
required to return to this Commission for renewal upon expiration of
the 5-year permit period.

Home Occupation
Dear Mr. & Mrs. Nguyen:
This letter is in response to a recent phone conversation with Mrs. Nguyen
regarding the signage at the subject home occupation.
South Windsor Zoning Regulations Section 17.8.,4b, which is enclosed,
states that signing for a home occupation in the residential zone is limited to one
sign, with a maximum size of two (2) square feet. In addition, the sign may not
be illuminated. Signs in the windows are not allowed.
A two square foot free-standing sign was approved for"Linh Beauty Nails"on
January 18, 2005. This is the one sign that would be allowed for your business.
Please refrain from putting additional signage on the property, including-signage- -in the windows, as soon as possible, so that no further enforcement action will
be needed. The window signage, which is not approved, should be removed.
Your cooperation in this matter is greatly appreciated. If you have any questions
on this, I can be contacted at 644-2511, ext. 251.
Sincerely,
Joy L. O'Connor
