Kirby Holcombe Barry Ellison,Jr. 165 South Satellite Road, South Windsor, CT 06074 Telephone(860)291-8755 Fax(860)291-8757 MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer Date: September 28, 2001 Re: Review of the proposed Holcombe subdivision. Plans dated 8/21/01. The project is to subdivide a 2.7-acre parcel into two lots for the purpose of construction of two residential dwellings. Regulated activities include clearing, grading, and the location of a portion of the houses within the upland review area(URA). The proposed disturbance within the URA is estimated at 13,000 3300 sgft or 0.30 acre. Site: The site is located in the Hockanum River watershed(Avery Brook sub-watershed). Currently the site consists of early to mid successional sapling and pole stage trees. Wetlands on the site are closely associated with the watercourse that borders the site on the western side. The watercourse immediately west of the proposed house sites is a part of Dart Brook. This watercourse flows south from the area north of Phillip R. Smith School and flows to the flood control dam north of Beelzebub Road. During periods of little rain this watercourse is dry. Avery Brook enters the site south of the proposed house locations from two culverts underneath Avery Street. This brook has constant flow, and has a 100-year floodplain associated with it. The sides of the watercourses show evidence of repeated channelization by human activities. The east side of the streambank is bermed from side casted dredged material. This serves to isolate the watercourse from the adjacent riparian area hydraulically. The result is that the wetlands are limited to the immediate vacinity of the stream channel. Major functions of this wetland area would be limited, to stormwater conveyance, sediment trapping, wildlife habitat, and some groundwater recharge. Ecological integrity would be low with the proximity of urbanization surrounding the wetland. Avery Brook has finfish present in shallow pools in the channel. The riparian forest to the east of the watercourse is a dense combination of sapling (under 4"dia.) and pole (4"— 10"dia.)trees, and woody shrubs (silky dogwood, multiflora rose) common to floodplains. Wildlife values would be low to moderate due to the isolated nature of the parcel. There is much evidence of yard waste dumping by neighbors on the site. The presence of partially buried debris and the general shape of the site east of the channel lead me to believe that this portion of the site may have been filled historically. Impacts: The proposed driveway will be constructed along the eastern property boundary, maximizing the distance from regulated areas. The flat topography of the site will minimize concerns of sedimentation to the watercourses from construction activities. The perimeter erosion controls shown should be adequate. Substantial clearing of the site to accommodate the houses and yards is proposed. Clearing is proposed up to 15 feet from the stream channel. This will signiflcantly reduce the riparian vegetation and wildlife habitat in this area. Maximizing the width of the forested riparian area should be a consideration. tp.NN Sf4 4 U 70w;n opsou& `4v a m 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 SOR-COCA AREA CODE 860/644-2511 To: Design Professionals 165 So. Folger—Environmental Planner, Town of South Windsor Date: October 2, 2001 Re: Appl. #01-33P -Review of the proposed Holcombe Subdivision-Plans dated 8/21/01. I have reviewed the proposed plan with the following additional comments: The plans show the proposed clearing for the northern most house to come within 15 feet of the watercourse. Consideration should be given to maximize the amount of riparian vegetation remaining adjacent to the watercourse. RECEIVED MEMORANDUM OCT 17 2001 TO: JEFF DOOLITTLE SOUTH MNDSOR PLANNING DEPT. FROM: MELVIN C.STEAD,JR. YOA- SUBJECT: HOLCOMBE 2-LOT RESUBDIVISION • This area has had proposals before with driveways coming off Avery Street. • A branch of Avery Brook(Dart Brook)runs through the site along Avery Street in the proposed conservation easement area. • The channel has severe erosion and gets closer to Avery Street each year. • The water comes from the Woodland Drive area and from Avery Dam Number 2. • New homeowners will be looking to the Town to improve the situation. • Plan does not show clearly the street line of Avery Street. I think there should be a quit claim along Avery Street. • There should be little impact to the Town having the driveway where proposed but we must be conscious of double trash containers, etc. at this location. • Widening of street line on Kelly will improve access to the upstream side of the culvert for cleaning purposes. We need to define what our long-range goal is for the channel along Avery Street and work toward it during the review and approval process. If this becomes a conservation easement I see restrictions on how to stabilize this area. CC: Jeff Folger Michael J.Gantick,P.E. 4 A RECEIVED November 4, 2001 NOV 6 2001 South Windsor INLAND WEI ANDS AGENCY Gregory & Elaine LentzCONSERVATION COMMISSION 11 Kelly Road South Windsor, CT 06074 Town of South Windsor Inland Wetland Agency/Conservation Commission 1540 Sullivan Avenue S. Windsor, CT 06074 Subject: Proposed resubdivision of Mr. Kirby Holcombe's Kelly Rd. property Dear Commission: We are the owners of 11 Kelly Rd., which is located south of and downstream of Mr. Holcombe's proposed resubdivision. After attending the Zoning meeting, studying the topographic plan prepared for Mr. Holcombe by Design Professionals, Inc. and extensive exploration of the property, we have several concerns we would like your commission to address while considering the proposal. 1. Excessive silt build-up already exists in the three tunnels that channel Avery Brook under Kelly Rd. Most of this silt is probably a result of the building of the dams upstream. Two of the tunnels are currently unable to drain any water. These tunnels are filled with soil and rocks and the south exit is blocked by a heavier concentration of vegetation, stones and sand. Since water only flows through one tunnel, this is causing an erosion problem on our property and on the east side of Avery Brook on Mr. Holcombe's property. Recently it appears that someone cleared some dirt on the north side, but since two tunnels are still full of silt, water does not flow and a large pool of standing water was created. We are worried that this pool will become a prime breeding ground for mosquitos, etc. and that any construction may make this situation worse i.e. algea, dead wildlife. We ask the commission to require either Mr. Holcombe and/or the Town to completely remove the buildup both in and around the tunnels and to expand the north entrance BEFORE any construction is allowed and that the proper safeguards are in place to ensure that new buildup doesn't come from the proposed site. 2. The proposed 500 ft. gravel driveway has several possible problems. The entrance on Kelly Rd. is next to and upstream of a storm drain that is often clogged with debris. We are concerned that stones and dirt from a gravel driveway might plug the drain, causing a major flooding problem on Kelly Rd. If the driveway is paved, too much water may flow off onto the road. The location of the driveway as proposed would require the removal of several large trees on the property with possible soil erosion resulting. A final problem is that there is an SNET telephone pole right next to the entrance (SNET pole #2829). The guy wires that support the pole would have to be removed. Since the pole leans already, this would require the pole to be moved. Where would it go? After studying the topographic plan, we feel the driveway entrance should be moved to Avery St. The house plans could be flipped and a wishbone-shaped driveway created to create one exit slightly north of the SNET pole # 507 on Avery St. (thereby eliminating the need for an "emergency vehicle circle" between the houses). Or, obviously, two driveways exiting onto Avery St. This plan would require crossing Dart Brook. During the Zoning Meeting, Dart Brook was classified as "intermittent". We urge the commission to explore these options. 3. At the Planning and Zoning meeting it was stated that the two houses Mr. Holcombe proposes would be larger than houses in the area, with large roof"footprints". How is rain runoff going to be handled? Since the property is heavily wooded, gutters and drainpipes could easily be plugged; and given the houses close proximity to Avery Brook, soil erosion and/or flooding could result. What safeguards will be implemented to prevent this from happening? 4. The topographic plan shows a proposed tree line surrounding the two houses. Please clarify, in detail, what this means. In conclusion, let us state that we oppose Mr. Holcombe's current proposal of two houses with a Kelly Rd driveway entrance. We ask the commission to reject this proposal, but we would like to see an alternative plan done with more attention given to what the Town of South Windsor would do with the property Mr. Holcombe would be donating to the South Windsor Conservation Land Trust. Mr. Holcombe has neglected this property for years with no maintenance at all. The result is that the entire property is overgrown with weeds and trash. If the commission does reject his proposal completely, we ask that he is required to remedy this neglect. We would be more than willing to assist the commission or Town in any plans to improve this area. Photographs are available and can be presented at your hearing. Thank you for your time and consideration.
