It appears that the medical office has since added at least seven employees, including the two physician's assistants listed on the free-standing sign. The zone change coupled with this site plan application, if approved with a parking waiver, would bring the medical office into compliance with zoning. he real esta office is propos for 1496 Sullivan Ave. There are two xis h g dr' ays t he two i es. e sh Ie acqts w d elimin,te ne d ive a n S li a en wh' is e/u t o y q he acss manag en t r tions The driveway proposed is approximately 140 feet from the jsignalized intersection of Sullivan Avenue at Route 74. f itid7 dfr(f'e s dot. k "!?wwf' _ _rr , ' e 7/I iJ✓rIr G2t , 3. Under the Access Management regulation in Section IIIA, the applicant must conform with several provisions. They include: • Distance from the intersection to site drive must be at least 150- feet. The Commission can allow a driveway less than 150 feet on a temporary or permanent basis when " no reasonable alternative exists; the proposed location does not create a safety or operating problem; and the access is located as far away from the intersection as possible." • Property owners entering into joint access agreements shall: (a) record an easement with the deed allowing cross access to and- from other properties served by the cross access drives; (b) record an agreement with the deed that remaining access rights along Sullivan Avenue-Buckland Road will be dedicated to the Town and that preexisting driveways will be closed after that joint-use driveway is constructed; and (c) record a joint maintenance agreement with the deed defining maintenance responsibilities of individual property owners. 4. The Town has prepared a concept design for an access drive from the rear of the Town Hall out to Route 74. This is one of the recommendations in the Access Management final plan. The intention is for all of the buildings on the east side of Sullivan Avenue between Town Hall and Route 74 to connect to and use this service drive, thus eliminating left turns entering and exiting Sullivan Avenue. The applicant should indicate an area for a cross travel easement to provide for connection into this drive at a future date. We strongly suggest that one of the access management approval conditions include the requirement that the property owners enter into an agreement with the Town stipulating that at such time that a drive is built in the rear of these properties on Town land, the applicant is required to connect to the drive within six months of completion of the drive, and the existing drive to Sullivan Ave must become a right turn only entrance/exit. We do note that this connection to the service drive will likely result in the loss of a few parking spaces. The applicant will need to obtain grading rights from the Town for the construction of vehicular access to the future Town Hall drive. 5. The applicant appeared before the ZBA in March 2000 and received the following variances: • Variances to Sec. 10.2 to allow 55% impervious coverage at 1496 Sullivan Ave. and up to 65% impervious coverage for 1504 Sullivan Ave.; • Variances to Sec. 10.4a and 10.4c to allow development on both properties without required buffers or without required buffer in addition to required yards; • Variances to Sec. 10.2. - for 1496 Sullivan Ave to allow a 12+/- ft north side yard, 17+/- ft south side yard, and 43+/- ft front yard ; for 1504 Sullivan Ave. to allow a 12+/- ft north side yard, and 11+/- ft south side yard, and 47+/- ft front yard; • Variances to Sec. 5.3.4.4 to allow parking requirements in Sec. 13.4 apply to both sites, in lieu of Section 5.3.4.4 N 7. Building coverage proposed for the medical facility is 13.4%; 30% allowed and the impervious coverage for this lot is 65%; 50% allowed. Building coverage proposed for the real estate office is 8.9%; 30% allowed and the impervious coverage is 40%; 50% allowed (The applicant was able to acquire additional land to the north, eliminating the need for the impervious coverage variance). 8. e requ',f' d parking for th real e tate ot, ce is 1, in ces; 14 ark shown Tn t t it . Zp=a "o fice'fac'lity e uire '3 e ' n , tolay's iremen s; t nt s provid d 1 ceshat s't,. If you recall from the beginning of my report, the medical staff has increased from a doctor, nurse and secretary approved by ZBA, to a doctor, two physician's assistants ands support staff. Staff opinion is that since the medical office has expanded its staff quite a bit since the granting of the variance, today's parking standards apply at this point when site plan approval with that expanded staff is being sought. Thus, we believe a waiver of 12 spaces is required. We do note that the parking layout is very tight in some spots. Staff has asked the applicant to consider relocating the dumpster pad because we question the ability for \ the sanitation trucks to enter and exit the site safely (particularly if cars are parked in adjacent spots). 9. There are no regulated wetlands on this site, nor will the applicant disturb over 20,000 sq ft, therefore IWAX approval is not required. IO.Both sites are served by wells and septic systems. Public sewers are available in Sullivan Avenue. Public water is available south of the site in front of the old Post Office. Staff has recommended to the applicants that they may want to hook up to utilities while the sites are under construction, however it is not required because the existing utilities are functioning properly. Bob Deptula, the Town Sanitarian, notes that since public sewers are available the issue of existing septic systems does not need to be addressed. If the systems fail, the connection to sewers is mandatory. Mr. Deptula is requiring a water test for potability prior to occupancy of the real estate office. I (.Architecture and Design Review Committee has reviewed the plans. lr They were very pleased with the fagade changes proposed to the real `'( estate office. Proposed signage was also reviewed. The ADRC did 2 comment regarding the intensity of the lighting and have asked the applicant to redesign the lighting for the site. They have requested that the applicant return to ADRC with the revised lighting plan if this application is approved. Planning Dept. staff note that due to the small size and residential scale of these two sites, decorative parking lot lighting would be quite appropriate and recommend to the Commission that decorative lighting be used rather than utilitarian lighting. ADRC also requested that the applicant screen any mechanical units placed on the ground. 12.If this application is approved, the planning department requests the following modifications in addition to those already mentioned: • Parking formula on the plans must accurately reflect today's requirements; • Access management documentation, including cross-travel easements/agreements, must be filed in the Town Cleric's office-- • Revised lighting plan must be brought to ADRC for review, and decorative lighting fixtures must be used; • Ground mechanical units must be screened; • At such time that a drive is built in the rear of these properties on Town land, the applicant is required to connect to the drive, and the existing drive to Sullivan Ave must become a right turn only entrance/exit. The applicant will need to obtain grading rights from the Town for the construction of vehicular access to the future Town Hall drive. I.)U3 -3- gurri.n asked how close the nearest house was. Mr. Starkweather stated it was 40' 3". 'asked why he wanted breezeway. Mr. Starkweather stated that it would create an airlock the winter and also be a safe place for the kids to play. Mr. Murrin asked where the rWays were and Mr. Starkweather pointed them out on the survey. Starkweather has lived in the house for seven years and feels the addition of the age and breezeway would enhance the value of his property. • , Gerlt asked the applicant if he would be unhappy if the variance were granted without breezeway. The applicant stated that he would as he felt the addition would not be attractive without the breezeway. Mr. Starkweather would like to start construction soon as feasible. #gLIGATION NO. 1403-80 - Michael W. Martin, M.D. of 658 Ellington Road, South Windsor uests a variance of Article 4.1.2, Section 4 and Article 1.8b, Section 1 to allow a Actor's office on premises known as 1504 Sullivan Avenue, Zone RR. feet rney William Grace appeared along with Dr. Martin. Attorney Grace stated that Dr. n has been in town for several years. In the near future, Dr. Martin will be in his practice. He and Dr. London are splitting up. Attorney Grace showed picture of posed house where office would be located. He stated that the variance was needed Because the doctor would not be living in the house. It is a single family home. There many requirements needed for Dr. Martin to have his practice in South Windsor. 1. tE .. Chester Hospital requires a doctor to be within fifteen minutes travelling time to the rig ital. Therefore, all property in South Windsor would not be suitable. 2. The fice should be at least 1,000 square feet. This property fills that requirement. It must have a ground floor entry so that people may get in easily, especially wheelchair .Ue atients. 4. The house is on a main road. 5. There will only be three employees; the _. odor, one nurse and a secretary. There is no intent to add any additional doctors. There 1 be no exterior changes made to the house. The landscaping will not be changed. There at least three extra spaces to park. The house to the right has a turnaround. There is .._; intent to park in front of the turnaround. The garage will not be used as a garage. It 'all be used for storage and for records. The office is open Monday through Friday with IthT. Vnight hours. There are no Saturday hours. On Wednesdays there are no patients as the T1e'i 'ixtor is not in. Ninety percent of Dr. Martin's patients cane from South Windsor. Dr. Iartin. has exhausted every possibility to find an office that meets the hospital and zdical rules and this is the only building available. It would be a severe hardship to youth Windsor if we lost a practicing physician. _ NZ Jackson of 26 LTPeri..al Drive, South Windsor appeared and stated that he was a real i Mate agent in town who has been working with the doctor trying to locate a suitable XOperty for the doctor's office. This has taken much effort and he was finally able to the location on Sullivan Avenue which has all the requirements needed. he 'd• John Mitchell of South Windsor spoke in favor of this application. Mr. Robert Rukas, a 'Zighbor on one side of the property spoke in favor of the application. He also asked 3 the variance were granted could a store be put in there should the doctor decide to move :ut• Mr. Gerlt replied no but that another professional office could go in there. 0 one spoke in opposition to this request. The site consists of the re-development of a single-family residence into an office building. In conjunction with this redevelopment, additional work is to take place on the lot immediately to the south, which presently contains a small office building. Shared parking facilities are to be created, and the two present curb cuts are to be eliminated, and a single curb cut for both facilities is to be constructed. As part of the development, a small increase in impervious coverage will be made to the site. In order to mitigate this increase, a drywell will be constructed on the north side of the site. This drywell has been designed to contain the runoff from a 100-year design storm for the increased impervious areas on the site. The amount of runoff off the site under existing and developed conditions to the state drainage system is the same. A drainage area map is included herein for reference. As part of the design of the drywell, deep hole test pits were conducted on the site to determine the soil characteristics and permeability rates. A Hydrograph summary report and Reservoir report for the drywell are included herein. In the Hydrograph summary report, Hydrographs 1-5 represent existing runoff from the area of the site to have additional pavement added. The runoff from these areas under existing conditions is very low. Hydrographs 8-12 represents the runoff from the pavement to be added to the site. Hydrographs 13-17 represents the routing of the Hydrographs into the drywell. The peak flow in the drywell represents the infiltration rates of the drywell. The 100-year design storm reaches a maximum elevation of 109.47 within the drywell. The inlet elevation of the emergency overflow pipe from the drywell is set above this elevation. Total treatment rooms are and were five. In 1988 the T parspaces per 1K sq. ft. of medical or dental office space. With 2,950 square feet of space (1st& 2nd floors),the total would be 8.85 spaces. The 13 spaces on site cover the requirement in effect in 1988 and 1989, i.e.,when the facility was built. 2) In 1990,the zoning regulations were amended. Medical parking requirements were increased to require 4 spaces for every treatment room, plus 1 for every employee. This would translate into 20 required spaces for the five treatment rooms, and one each for t pe staff(1-doctor, 1 h sician s assistant, and 8 support staff),Ze _30 t 1, py required spaces todayfor the medical facili , even though one doesn't roac ively p e faclty.- On the other hand, the new Wallace/Tustin office facility would need to meet today's zoning requirements of 4.5 spaces/ lK sq. ft., for a new site plan. That would translate into 7.68 spaces for the existing building footprint(1,708 sq. ft.), and 11.64 spaces with the proposed addition of 880 sq. ft. 3) t -space"f shared parking. With the new office parking requirement of 12 spaces (with the propose ; ition), and the 9 spaces required when the medical facility was built, our 31 space lot would have 10 spaces over what was required in 1988 when the medical facility was built, and today for the real estate office. 4) I tetr`dak; "viury1d ti'F ie i 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860)291-8755 e Fax: (860)291-8757 :. DESIGN PROFESSIONALS, INC. civil engineers .planners . surveyors . gis 5) The medical office certainly cannot justify purchase of the Wallace/Tustin lot in order to add parking to meet the Wednesday afternoon peak demand. 6) Messrs. Wallace and Tustin have an agreement to purchase 1496 Sullivan Avenue. 7) The present parking at the medical facility will be greatly improved with the shared parking lot, in that Wallace/Tustin Realty will require only 12 spaces, with 9 required for the medical facility, freeing up ten spaces to meet peak demand for the medical facility. 8) It is clear to me that a combined entrance is better than two separate entrances, and shared parking is better than separate parking. 9) The present zoning(single-family residential) is inappropriate, and the least intrusive/ most acceptable zone is RO. We thought the other potential zone,RC, allowed some objectionable uses. 10)A denial of the zone change would send a message to the business community that g g h' office zoning is out, and residential zoning of this area is appropriate, unless the Commission believes another commercial zone is more appropriate than the RO. Wallace-Tustin Realty proposes to adaptively re-use and expand the existing vacant building at 1496 Sullivan Avenue for its new offices. Both parties have agreed to a combined entrance drive and parking lot. In order to allow for the realty office and shared parking and access, we are requesting the following variances: 1.) Section 10.2 Variance to allow up to 55%impervious coverage at 1496 Sullivan Avenue (5%variance)and up to 65%at 1504 Sullivan Avenue (15%variance). 2.) Section 10.4 a&c Variance to allow no buffer and no buffer in addition to required yards. 3.) Section 10.2 Variance to allow at 1496 Sullivan Avenue side yard of 12'±on the north side (13'variance); 17'±on south side(8'variance); and 43'±front yard(T variance); and at 1504 Sullivan Avenue side yard of 12'±on the north side(13'variance); 11'±on the south side(14'variance); a 47'±front yard (3'variance). 4.) Section 5.3.4.4 Variance to-allow parking standards of Section 13.4 to apply(we believe this conflict was overlooked when the new parking standards were adopted). Hardships or exceptional difficulties that prompt this application and why other options are not acceptable: 1.) In order to widen and improve Route 194/Sullivan Avenue, the State of Connecticut recently took part of the front yard of both lots, thereby reducing the lot sizes and creating the necessity for variances. This increased the percentage of impervious coverage and - reduced the front yard setback from a conforming 50 or more feet to a non-conforming status of less than 50 feet. 2.) Access management principles, now embraced by the Town and the PZC,encourage shared parking and a common driveway,to reduce the number of curb cuts/driveways on Sullivan Avenue. In furtherance of these policies,we are proposing to reduce the number of driveway entrances from two to one. The single driveway will be wide enough for two-way traffic. This increases the impervious coverage. 3.) When the medical office building was approved and built, it met the buffer, setback and parking requirements of that time. It is legally non-conforming to today's requirements and could continue on its own. Variances are requested to recognize the permanent setbacks of the existing.structure,,to recognize that the site was developed without buffers and cannot accommodate same, and that only minor site changes are possible to facilitate a common parking lot and a common driveway. 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860)291-8755 •Fax: (860) 291-8757 DESIGN PROFESSIONALS, INC. civil engineers . planners . surveyors . gis 4.) The medical office building was built and approved prior to adoption of the current parking standards. 5.) The existing buildings at 1496& 1504 Sullivan Avenue are non-conforming to both side yard setbacks and to the front yard setback, and cannot be moved to be more conforming. 6.) On January 18, 2000,the PZC approved a zone change for both lots to RO. At the public hearing we apprised them of the need for multiple variances. 7.) The existing buildings already encroach on what would be a buffer area. 8.) The Town Manager is pursuing a plan to provide an improved access to Route 74 for these lots, the Town Hall, another lot, and the old post office. This would further implement access_management principles. 9.) The lot at 1496 Sullivan Avenue can meet today's office parking requirements. The additional spaces on this lot are to alleviate a parking shortage at 1504 Sullivan Avenue (even though 1504 Sullivan Avenue met the zoning requirements when it was built). 10.) No buffers are needed to screen this site from the larger office building to the rear(Town Hall), nor from busy Routes 74 and 194. 11.) Most commercial and industrial zones allow higher impervious coverage. 12.) The regulations read that the buffer is in addition to required yards. When combined, buffer and yards leave no room for building development. 13.) The proposed addition to the rear of 1496 Sullivan Avenue will be no closer to the side property line than the existing building. This is less of an encroachment, and a smaller addition, than presented to the PZC at the zone change hearing. 14.) The RO zone parking requirement(Section 5.3.4.4)was superseded by Section 13.4, which is comprehensive and applicable to all zones. We believe this was an oversight when the new regulations were promulgated. 15.) The existing residence at 1496 Sullivan Avenue has been vacant for quite some time. This will add to the commercial grand list(net tax revenue generating property). 16.) Other hardships or particular difficulties will be addressed at the public hearing. 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860)291-8755 •Fax: (860) 291-8757 -D' DESIGN PROFESSIONALS, INC. As part of the project, the existing building located at 1496 Sullivan Avenue will share a common driveway with the adjacent medical office building located at 1504 Sullivan Avenue. The current medical office building drive will be closed. This report examines the existing traffic conditions along Sullivan Avenue in the vicinity of the project site, estimates future traffic expected to be generated by the proposed conversion, examines available sight distance from the proposed driveway location, and evaluates future traffic operations with the proposed office building in place. 2.0 Existing Conditions 2.1 Roadway Network The project site is located at the intersection of Sullivan Avenue(Route 194)and Ellington Road (Route 74). Sullivan Avenue is a four-lane urban connector that travels in a north-south direction between Route 30 and Route 5. Ellington Road is a two lane local arterial that travels in an east-west direction between Sullivan Avenue and Route 44 to the east. Sullivan Avenue and Ellington Road intersect to form a T-intersection. This intersection is under fully-actuated traffic signal control. In the southbound direction Sullivan Avenue provides two-multi purpose travel lanes. In the northbound direction,Sullivan Avenue provided one through lane, and an exclusive right-turn lane onto Ellington Road. In the westbound direction, Ellington Road provides an exclusive left-turn and right-turn lane. 3.0 Safety Analysis 3.1 Available Sight Distance The proposed site drive is to be located on the eastern side of Sullivan Avenue, approximately 150 feet south of Ellington Road. Sight distances were collected at the proposed drive location to determine whether existing vehicles meet the required sight distance to safely exit the proposed driveway. Available sight distance, recorded in the field is compared to minimum requirements,as established by the American Association of State Highway and Transportation Officials (AASHTO). The stopping sight distance(SSD)is a function of the perception/reaction time of an approaching motorist, and the required braking distance, which is a function of vehicular speed. The posted speed limit on Sullivan Avenue is 40 miles per hour. However, field observations reveal that typical travel speeds along the corridor are approximately 45-50 miles per hour. To be conservative, a travel speed of 50 miles per hour was assumed for this analysis. In order to provide a comparison, observed sight distance from the Town Hall/Library complex driveway was also measured. Concern has been raised that egress from the existing Town Hall/Library driveway is difficult due to available sight distance. Field observations indicate that while sight distance to the north(right)is adequate from the Town Hall/Library complex, sight distance to the left (south) is less than the required distance. This is due to the horizontal and vertical curvature of Sullivan Avenue just south of the Town Hal"rary complex. Observed sight distances from both locations and the minimum distance required for the posted speed limit and observed travel speeds are displayed in Table 1. Table 1: Sight Distance ary Measured Required for Posted Required for Location/Direction Observed Travel in Field Speed Limit e 1 Emposed Site Drive No >700 Feet 275- 25 F 400-475 Eget Southbound > 700 Feet 2 5- 25 et 400-475 Feet Town HailUrm Drive Northbound > 00 Feet 275- 25 Feet 400-475 Feet nd 320 F - 25 Feet 400-475 Feet As indicated, sight distance from the proposed drive location well exceeds the AASHTO for both the Fosted speed limit and observed travel speed. Sight distances in both directions are displayed in igure 1 and Figure 2. y t ..r 3 Figure 1:Northbound Sight Distance Figure 2:Southbound Sight Distance 3.2 Site Drive Location The project calls for consolidation of the proposed office building drive and the existint medical building drive to one location approximately 150 feet south of Ellington Road. Egress om the medical building drive is currently provided via a driveway located approximately 230 feet south of Ellington Road. This driveway is less than 30 feet from the driveway to the existing residential K roperty at 1510 Sullivan Road. The proximity of these existing drives createsapotential safetyazard when vehicles are exiting both drives at the same time. Specifically, vehicles turning left from the medical office drive and right from the residential drive are in conflict as their travel paths overlap. Relocation of the medical building traffic further north will remedy this problem. 4.0 Trip Generation In order to determine the anticipated increase in traffic due to conversion of the residential home at 1496 Sullivan Avenue, trip generation calculations were performed. Trip generation calculations were performed using the Institute of Transportation Engineers Trip Generation Manual (6"ed., 1997). The manual provides trip generation rates for a number of land use codes including Land Use Code (LUC) 715—Single Tenant Office Building, the most appropriate category for this project. Trip generation calculations were also performed for the existing residential home(LUC to provide for a comparison of future impacts. The existing building is approximately 1725 square feet, with the potential for a 728 square foot addition. To be conservative, trip generation calculations were performed for the 2450f square foot expanded building. Trip generation calculations were also performed for the adjacent medical office building(LUC 720—Medical/Dental Office Building)to determine the total peak hour traffic expected to utilize the shared driveway. Trip generation calculations are summarized in Table 2. Table 2: Trip Generation Summary -Lind Use AM Peak PM Peak Enter, I Exit Total Enter I Exit Total Existing U Single Pgmit Home 0 1 1 0 1 1 Existing Medical Office Building 5 1 6 3 7 10 Tot 5 3 8 11 -aggposed Uses Proposed Office Building 4 0 4 1 4 5 Exis=Medical Office Building tuilding S 1 6 3 7 1 Total 9 1 10 4 11 15 10tal In -I 1 3 1 1 3 1 4 j As indicated, the proposed office building will result in four or additional trips during peak commuter hours. On average, this amounts to an additional trip every 15 minutes. The total peak hour entering and exiting traffic from the shared driveway is not expected to exceed 15 vehicles during either the morning or afternoon peak periods. 5.0 Traffic Operations In order to assess future traffic operations at the proposed site drive, off-peak and peak hour field observations were performed. The critical concern is how queuing of Sullivan Avenue traffic will impact access and egress at the site driveway. As previously indicated, the proposed site driveway is located approximately 150 feet south of Ellington Road. This allows for a queue length of approximately 8 vehicles before stacking blocks the proposed site driveway. Field observations indicate that during off-peak hours, queuing of northbound through traffic along Sullivan Avenue is typically 2-4 vehicles with maximum observed queue lengths of 5-7 vehicles. Northbound traffic turning right from Sullivan Avenue onto Ellington Road does not queue due to the constant green arrow given to this movement. During the afternoon peak period, maximum queue hs of approximately 10 cars were observed in the northbound direction. While this queue length temporarily block the proposed driveway, field observations indicate that vehicles clear in a reasonable amount of time due to the fully actuated signal control at the adjacent intersection. Furthermore, northbound traffic along Sullivan Avenue arrives in platoons due to the downstream signal at the intersection with Route 30. This allows for adequate gaps in northbound traffic for vehicles leaving the site. Field observations of vehicles exiting the adjacent medical building revealed an average delay of less than 30 seconds. Due to the minimal increase in traffic due to the.proposed project,it is anticipated that efficient egress will continue under future conditions. Typical peak and off-peak queuing are displayed in Figure 3 and Figure 4. t4 ae 1 W e 1 y1wrtiit11 11 rldlo lN y✓l r Figure 3:Off-peak queuing Figure 4: Peak Queuing 6.0 Condusions In conclusion, the proposed conversion of an existing residential home into a real-estate office building Will result in minimal traffic impacts to the local roadway network. The total increase in traffic, assuming a proposed 725.+square foot expansion is constructed, will amount to four or less peak hour trips. The available sight distance from the proposed site drive location is excellent, providing adequate distance to both the north and south. Consolidation of the two existing driveways to one drive serving the existing medical building and proposed office building will continue to allow for efficient and safe access and egress to/from the site. From a traffic safety perspective, relocation of the medical office building traffic further north will enhance safety for residents exiting the 1510 Sullivan Avenue driveway. While peak hour queuing may temporarily block the proposed drive during the afternoon peak, observed queues typically cleared in less than 20 seconds, allowing for reasonable delay for exiting vehicles. South Windsor, Connecticut s/CHI/ND Oh The site is located on the southeastern side of the intersection of Sullivan Avenue" d Route 74. The site consists of the re-development of a single-family residence into office building. DATE: October 16, 2000 1.0 Introduction The BSC Group has prepared this technical memorandum to examine the traffic impacts resulting from the conversion of an existing residential home to a proposed real estate office building in South Windsor CT. 2.0 Existing Conditions 2.1 Roadway Network The project site is located at the intersection of Sullivan Avenue(Route 194) and Ellington Road (Route 74). In the northbound direction, Sullivan Avenue provided one through lane, and an exclusive right-turn lane onto Ellington Road. In the westbound direction, Ellington Road provides an exclusive left-turn and right-turn lane. 3.0 Safety Analysis 3.1 Available Sight Distance The SOME site drive is to be located on the eastern side of Sullivan Avenue, approximately 150 feet south of Ellington Road. The stopping sight distance(SSD) is a function of the perception/reaction time of an approaching motorist, and the required braking distance, which is a function of vehicular speed. The posted speed limit on Sullivan Avenue is 40 miles per hour. However, field observations reveal that typical travel speeds along the corridor are approximately 45-50 miles per hour. To be conservative,a travel speed of 50 miles per hour was assumed for this analysis. In order to provide a comparison, observed sight distance from the Town HaDA-ibrary complex driveway was also measured. Concern has been raised that egress from the existing Town Hall/Library driveway is difficult due to available sight distance. Field observations indicate that while sight distance to the north(right)is adequate from the Town Hall/library complex, sight distance to the left south is less than the required distance. This is du o horizontal (south) his e t the o ontal and vertical curvature of q Sullivan Avenue just south of the Town Hall/Library complex. Observed sight distances from both locations and the minimum distance required for the posted speed limit and observed travel speeds are displayed in Table 2. Table 1: Sight Distance Summary Measured Required for Posted Required for Location/Direction in Field Speed Limit Observed Travel _aWo Drive N ou > 0Fe - 2 t Feet Southbound > 700Fe t 2 5-325 F 400- .75 Feet TownHaU/UbrW Drive -Northbound >700 Feet 2 - 25 Feet 400-475 Feet Southbound 320 Feet 275-32, Feet 400-475 Feet As indicated, sight distance from the proposed drive location well exceeds the AASHTO for both the posted speed limit and observed travel speed. Sight distances in both directions are displayed in Figure.I and Figure 2. Figure 1: Northbound Sight Distance Figure 2:Sorthbound Sight Distance 3.2 Site Drive Location The project calls for consolidation of the proposed office building drive and the existing medical building drive to one location approximately 1.50 feet south of Ellington Road. Egress from the medical building drive is currently provided via a driveway located approximately 230 feet south of Ellington Road. This driveway is less than 30 feet from the driveway to the existing residential property at 1510 Sullivan Road. The proximity of these existing drives creates a potential safety hazard when vehicles are exiting both drives at the same time. Trip generation calculations were performed usingthe Institute of Trans ortation Engineers Tri Generation Manual 6 ed. 1997). The p9 manual provide trip generation rates for a number land use codes including Land Use Code (LUC) 715—Single Tenant Office Building, the most appropriate category for this project. Trip generation calculations were also performed for the existing residential home (LUC to provide for a comparison of future impacts. The existing building is approximately 1725 square feet, with the potential for a 728 square foot addition. To be conservative, trip generation calculations were performed for the 2450+- square foot expanded building. Trip generation calculations were also performed for the adjacent medical office building(LUC 720—Medical/Dental Office Building) to determine the total peak hour traffic expected to utilize the shared driveway. Trip generation caculations are summarized in Table 2. Table 2: Trip Generation Summary I-and Use M Pc& PM Peak ter I Ent I Total 'Enter Exit Total Existing Uses le Eamily Home 0 1 1 01 1 Exisft Medical 0ffice LuWLng 5 1 6 3 7 10 Total 5 2 7 3 8 11 E=osed Uses, P ffice uil W& 4 0 4 1 4 5 Exist' Office Building 5 1 6 3 7 1 Total 9 1 10 4 11 1 To c 3 1 4 As indicated, the proposed office building will result in four or additional trips during peak commuter hours. On average, this amounts to an additional trip every 15 minutes. The total peak hour entering and exiting traffic from the shared driveway is not expected to exceed 15 vehicles during either the morning or afternoon peak periods. 5.0 Traffic Operations In order to assess future traffic operations at the proposed site drive,off-peak and peak hour field observations were performed. During the afternoon peak period, maximum queue lengths of approximately 10 cars were observed in the northbound direction. While this queue length will temporarily block the proposed driveway, field observations indicate that vehicles clear in a reasonable amount of time due to the fully actuated signal control at the adjacent intersection. Furthermore, northbound traffic along Sullivan Avenue arrives in platoons due to the downstream signal at the intersection with Route 30. This allows for adequate gaps in northbound traffic for vehicles leaving the site. Field observations of vehicles exiting the adjacent medical building revealed an-average delay of less than 30 seconds. Due to the minimal increase in traffic due to the.proposed project,it is anticipated that efficient egress will continue under future conditions. Typical peak and off-peak-queuing are displayed in Figure 3 and Figure 4. Y +G 5 Figure 3:Off-peak queuing Figure 4:Peak Queuing 6.0 Condusions In conclusion, the proposed conversion of an existing residential home into a real-estate office building will result in minimal traffic impacts to the local roadway network. The total increase in traffic, assuming a proposed 725+.square foot expansion is constructed, will amount to four or less peak hour trips. The line work for this plan and sheet 3 should be revised as some features are hard to see and others can be confused as the line work is the same for two different items. 2. Parking lot dimensions should be complete, i.e., aisle widths shown, pavement lengths, etc. Topographic Plan 1. This plan is difficult to read as some features are so light that they can't be seen. 2. Existing sanitary pipes and structures should be shown. 3. Contour lines are shown crossing in the front yard of 1504 Sullivan Ave. 4. A structure should be provided at end of parking area at 1496 Sullivan to provide a catchment of oils from parking area. A Bay Saver Separation System is recommended. 5. 1496 Sullivan Ave. should connect to the sanitary sewer lateral provided. 6. The well at 1496 Sullivan Ave. should be tested before use as a drinking source. Our like numbered responses to Jerry's comments are as follows: Plot Plan—Sheet 2 1. We have revised the plans accordingly. 2. Parking lot dimensions have been shown on the plans. Topographic Plan—Sheet 3 1. The plans have been printed darker. 2. The existing sanitary pipe and structures are shown on the plans. 3. There are no contour lines shown crossing in the front of 1504 Sullivan avenue. 4. We disagree with the need for a structure to catch oils for the small area of parking lot draining to the north. The drainage from this area will drain over the lawn area prior to entering the drywell. The lawn area will provide catchment of sand, oil, and other runoff from this area. The cost of providing a structure in this area for such a small drainage area does not make sense. 5. The issue of connecting 1496 to the sanitary sewer has been discussed with the town sanitarian, and sewer department. Both departments do not see the need to connect because the existing septic system appears to be functioning properly. Infiltration of water to maintain the groundwater in town is always an issue, and with the installation of a drywell on site, and the maintaining of the septic system on site, this will be achieved. 6. The existing well on site will be tested prior to use. Details—Sheet 5 1. We have not added a detail for a oil catchment structure because the drainage area is very small, and the runoff over the lawn area will provide the same functions. Therefore there is not the need for the structure in this area. If you have any questions or comments, please feel free to call. Sincerely, Galen Semprebon,P.E. We have made it a practice to consider stormwater quality in all applications where impervious surface is increased or improved. Consideration of the capture of road sand and floatables such as hydrocarbons should be included in the site plan. Without a separator of some fashion, the proposed infiltrator would be susceptible to clogging from road sand runoff from the parking area. The amount of grassed surface between the parking area and the infiltrator does not appear to be great enough for adequate treatment of stormwater borne hydrocarbons. 1 MEMO From: Tim Wentzell To: Town Clerk, Town of South Windsor Date: 2/13/01 Subject: Disqualification By means of this memorandum, I am disqualifying myself from any/all participation in matters concerning: Application No. 0 0-61 P Name of Project MMH & Wallace Tustin Reason for Disqualification tiAu, CL` s ll UE-5 ON A COIveJ6r11,Lt0-1 gaA✓tD F'aI 61444 t+f}uL PI?0L) fig Z-0 G.pri Su L.-1 iN G 5C/T vtG e- 5 Caw Commissioner and/or Councillor memo....memo....memo....memo....memo....memo....memo....memo....memo DESIGN PROFESSIONALS, INC. civil engineers .planners . surveyors gis -. ` VE February 15,2001 FF3 0 Pool Town of South Windsor 1540 Sullivan Ave. &Ry 1 o., South Windsor,CT 06074 6 F.ia's" P p ,.W P "U r Attn:Marcia Banach ` Director of Planning RE:Wallace-Tustin,Manchester Memorial Hospital 00-60P DPI Proj.# 1251 Dear Marcia We are writing in response to comments made by Jerry Iazzetta as contained in his memo dated 2-13-01,and Jeff Folger's memo also dated 2-13-01. No: 8-3001.00 Re: Lighting @ Sullivan Ave Property Hello Marcia, 33 Waldo Street I apologize if there was a miscommunication regarding the Design Review Board Meeting. Worcester, MA 01608 I was unaware that it was last Thursday evening. Had I known at the Tuesday Planning Board Mtg, I would have made other arrangements as I already had an evening mtg. last Tel: 508-792-4500 Thursday. Anyway, I've spoken to Michelle and we agreed it would be best to send the photometric Fax: 508-792-4509 plan with a cut-sheet of the `Gullwing'Light fixture for you to review. This is a more decorative light fixture, and also the one of which the photometrics were taken from. As I mentioned at the P.B. Mtg, the average footcandle is 1.4, and there are 8 lights at a 12'height, I trust this is a better solution. I am also having someone photograph the (Webster Bank) light fixture that was mentioned at the Planning Board meeting. I was unable to get a good look at it after the meeting. If it is the desire of the Board to change to a different light fixture, I will need to get in touch with that specific manufacturer and have them review the plan and send us a photometric plan with our requested avg. footcandle. Hopefully, they can meet those requirements, if the Board would like to change lighting fixtures. Michelle mentioned that the next Design Review Board Meeting is in March, and thtat it is possible for us to resolve this lighting issue without the need for us to attend a Design Board Meeting. That would certainly be agreeable to us and our client. If you have any questions regarding this photometric material(attached), please call me at(508) 792-4500 x 240.
