Re: Reynolds Resubdivision 00-39P
We have reviewed the plans dated 8-31-2000 for the proposed Reynolds
Resubdivision and have the following comments:
1. Streetline in front of the subdivision should be established in deed and a
monument placed at corner of lot 1 and lot 2 along the streetline.
2. Sanitary laterals.
a. Laterals for lots 1 and 2 should tie into existing sanitary manhole if
possible.
b. Why doesn't the lateral for lot 1 tie into manhole in front of lot 1,
thereby avoiding the need for an easement.
C. Laterals are to be a minimum of 6"diameter.
d. Inverts are required at houses.
e. Cleanouts are required every 100' of sanitary lateral.
3. Footing drain outlet pipe should drain to rear. Also invert required at
house.
4. It is unclear what the depression and pipe under driveway are for. The
pipe should be connected to the catch basin in the road if possible,
however in any case it should not flow across the neighbor's property.
5. The proposed easement should be identified as to whom granted and
identified with bearings and distances and located from a property corner.
6. Is the house on lot 1 existing? If so, it should be identified as existing.
7. The pull-off should be located just beyond the streetline.
8. Existing contours should be darker and have additional labeling of same.
9. Details are required for cleanouts, sanitary and storm pipe trenches,
driveway pavement, permanent and temporary pavement patch.
10. Roof leaders not addressed.
11. WPCA approval required.

Dear M. Lipe:
This letter shall serve to itemize our detailed response to your staff review letter dated September 19,
2000. The items listed below have been incorporated in the revised drawings submitted to your office.
These items are as follows:
1. The corners of the proposed property are noted to receive an iron pin. This will adequately
monument the proposed subdivision lot. Note that the drawings are marked I.P. (TBS), Iron
pin to be set.
2. The following items are with regard to sanitary laterals shown on the design drawings.
a. The house and sewer lateral is existing and noted as such on the revised drawing.
b. The lot 1 lateral exists and ties in as shown. This location and tie in is based on as-
built information.
C. The new lateral has been changed to 6°diameter.
d. The invert at the proposed house on lot 2 is now shown.
e. One cleanout has been added to comply with the 1 00'spacing of cleanouts.
3. The footing drain and inverts are shown on the revised drawing.
4. The depression and pipe has been designed to eliminate ponding on the westerly side of the
driveway. Due to the existing grades the required driveway grading would form a depression.
It is not desirable to have storm water sheet-flow across the driveway.
5. The proposed easement has been located on the property and dimensioned with bearing and
distances.
6. The house on lot 1 is existing, and noted as such on the revised drawing.
7. The pull-off was moved closer to the street line on the revised drawing.
8. The existing contours were darkened on the revised drawing.
9. Details are provided for cleanouts, sanitarily and storm pip trenches, and driveway pavement.
10. Roof leaders connect to the footing drainpipe as shown on the revised drawing.
11. Are we required to submit to the WPCA directly? If so,we will comply with this requirement.
Please do not hesitate to call if you have any questions regarding the items addressed above.

Reynolds Resubdivision
Public Hearing 10-3-00
1. Request for approval of a resubdivision to create 1 lot on Beelzebub Road, RR
zone.
2. Minimum lot size required in the RR zone is one acre; the proposed lot is just
over 2 acres. A variance was granted in 1967 to create a lot with 140 feet of
frontage, rather than the required 175 feet.
3. There are regulated wetlands on the property; however, no activity is proposed
with the regulated areas and IWA/CC approval is not required. There is an
easement at the rear of the lot, to the State of Connecticut for flowage rights in
connection with the Avery Dam.
4. The site will be serviced by public water and sewer. WPCA approval is
required. Also, the grantor and grantee of the sewer easement should be
identified on the plan; and the building setback lines should be shown outside
of the easement.
5. The plan shows a "purported limit of old abandoned highway." Our Town
Attorney has indicated that we need more information regarding this
abandoned highway, particularly any documentation regarding the
abandonment. This information should be provided before the hearing is
closed.
If this application is approved, the Planning Dept. requests, in addition to approval
modifications already noted, the required zoning data table be provided.
