Dzen Tree Farm, Inc. sells Christmas trees from our
162 acre farm at 215 Barber Hill Road. We have one
vehicular access point that has an asphalt apron. We have
more than 1 mile of gravel roads to access our fields. We
have off street parking for more than 1,000 cars. We have
the ability to handle a large number of cars without causing
traffic problems. We have planted screening hedges around
most of the neighboring subdivisions. Our signs conform to
the zoning regulations.
Dzen Tree Farm, Inc. is requesting a temporary and
conditional permit for a .roadside stand at 215 Barber Hill
Road. We are proposing to rent space as shown on the plot
plan to The Garden Barn, West Road, Vernon from the day
after Thanksgiving until Christmas Eve. All of the Garden
Barn's activities will be in connection with our existing
choose and cut your own and precut Christmas tree
business. The Garden Barn will sell seasonal products
including wreaths, greens, roping, cemetery pieces,
mistletoe, tree stands, and Christmas accessories. The
Garden Barn will operate from a greenhouse with outside
display benches and boards.

Planning Department Report
l. Request for temporary & conditional permit approval to operate a seasonal
greenhouse roadside stand in conjunction with the cut-your-own Christmas tree
nursery business, RR zone. The stand would be operated by The Garden Barn
and would be open between Thanksgiving and Christmas.
2. The wording of the T & C permit regulation is that, "Temporary and
conditional permits may be granted by the Commission for a use which is not
specified elsewhere in these regulations for a period not to exceed two years..
Such approval may be given after a Public Hearing if, in the judgment of the
Commission, the public convenience and welfare will be substantially served,
and the appropriate use of neighboring property will not be substantially or
permanently injured, and traffic and other hazards will not result from such
use." Retail sales of this type are allowed in commercial zones.
3. South Windsor Police Services has reviewed the request and doesn't anticipate
any problems with traffic.
4. If this application is approved, we suggest that the approval letter reflect
operation between Thanksgiving and Christmas only, and that the permit is
valid for two years.
