DRAINAGE ANALYSIS
D & L CARON, LLC
195 COMMERCE WAY
SOUTH.WINDSOR, CONNECTICUT
The site is located on the northeast corner of the intersection of Commerce Way and Rye
Street. The site was created as part of the Commerce Way industrial subdivision. The
western half of the site is fairly flat, and the eastern end of the site has fairly steep grades
and consists of Terrace Escarpments. Terrace Escarpments are susceptible to erosion.
The site is presently covered by brush and grass on the western end of the site, and is
wooded on the eastern end of the site. The entire site is undeveloped.
Under existing conditions, the western most portion of the site drains to the west to
Commerce Way. The large majority of the site drains to the east under existing
conditions to the Terrace Escarpments. The runoff calculations under existing conditions
for the runoff to Commerce way utilizing the rational formula are included herein for a
10-year design storm. The drainage area map for existing and developed conditions is
also included herein.
The proposed development of the site consists of the construction of a small commercial
office building with associated parking, and the construction of a gravel yard. The site
would be used for the sale of propane. Two large tanks would be enclosed within the
fenced in gravel storage yard.
It is our understanding that the developed site was originally designed to drain to the
existing detention basin that was constructed as part of the creation of this industrial
subdivision. We have therefore designed the developed portion of the site to drain to an
on-site vegetated swale. This vegetated swale circles around the east and north sides of
the proposed development and discharges to a proposed on-site sediment structure that is
connected into the Commerce Way subdivision. The vegetated swale has been designed
to be fairly flat, and to contain two stone berms. The vegetated swale will enhance the
natural infiltration of the runoff from the site without providing a direct discharge to the
Terrace Escarpment soils.
The runoff calculations under developed conditions for the runoff to Commerce way
utilizing the rational formula are included herein for a 10-year design storm. _The
calculations do not include any allowance for infiltration, or minor detention within the
vegetated swale, and the actual discharge from the site is expected to be substantially, less
than calculated herein.

Re: D.L. Caron Site Plan 00-34P
We have reviewed the drawings dated 6-15-2000 for the proposed D.L. Caron
site plan and have the following comments:
Drainage Analysis
1. The analysis shows the area for the existing conditions as .364 acres and the
developed conditions the area as 2.29 acres. The plans indicate the total parcel
area is 3.74 acres. If the total area is 3.74 acres, then predevelopment and post
development area should be 3.74 acres and calculations should reflect this.
2. The runoff coefficients used do not show the calculation of how they were
determined.
3. The storm drainage pipe design has not been submitted.
4. The design of the swale (capacity) has not been shown.
Planimetric Site Plan
1. Plan indicates that there are 2 lots. However there is no identification of the lots
nor any indication of acreage of each lot.
2. The proposed driveway is too close to the driveway on N/F Lukasik.
3. Iron pins must be placed at all property corners.
Topographic Plan
1. Near the cleanout on the proposed sanitary lateral there are two numbers "+60"
and "74.4±". What do they stand for?
Details
1. Cleanout and wing wall details are not the Town standard.
2. The temporary pavement patch detail is very difficult to read. It should be made
larger and readable.
3. General notes #8 should indicate that all roadway, storm drainage and sanitary
sewer construction shall be in accordance with the Town of South Windsor Public
Improvement Specifications. The 814A specifications only govern when the
Town's specifications do not address an issue.

RE:D.L. Caron Site Plan 00-34P,
DPI Prot'# 1233
Dear Marcia
We are submitting 8 sets of revised plans in response to comments made by Jerry Iazzetta dated 8-24-00,and by
Jeff Folger dated 9-13-00. We believe that we have addressed all of the comments satisfactory. Our like numbered
responses to the comments are as follows:
Jerry Iazzetta's comments:
Drainage Analysis
1. The total area of the site is 3.74 acres. Under existing conditions, the entire site except for 0.364 acres
drains to the rear(east)of the site to the wetlands. Under proposed conditions,2.29 acres of the site,
which includes all of the proposed development drains to the front(to commerce way),and the remaining
portion of the site continues to drain to the rear. The total area under developed conditions draining to the
rear of the site is less than under existing conditions. The area draining to the rear under developed
conditions will remain in a natural undeveloped condition. The drainage report looked at the increase in
runoff to the front, and not at the decrease in runoff to the rear of the site. We have prepared an estimate
of the decrease in runoff to the rear, which is contained in a drainage addendum.
2. We have prepared a computation of the runoff coefficients, which is contained in the drainage addendum.
3. The piping design calculations have been included in the drainage addendum.
4. The calculation of the swale capacity is included in the drainage addendum.
Planimetric Site Plan
1. The intent of the development is to combine the two existing lots into 1 lot. The plans have been revised
to more clearly indicate this.
2. The proposed driveway has been moved further away from the Lukasik driveway.
3. The plans have been revised accordingly.
Topographic Plan
1. The plans have been revised to clarify this confusion.
Details
1. The only town cleanout detail we could find in the town's specifications was for a cleanout that would be
buried. The cleanout on this site will be located within a paved area. We have replaced the previous

detail with a different detail that we believe should be more than adequate for the location. We will alter
this detail or replace with a suitable detail as required. The wing wall detail has been revised accordingly.
2. The plans have been revised accordingly.
3. The plans have been revised accordingly.
JeffFolger's comments dated 9-13-00
1. Additional silt fence has been added along the curb line on Commerce Way.
The layout of the building and some other minor changes have been incorporated into this revision. Please review
the enclosed revised plans, and feel free to call with any questions or comments.

DRAINAGE ANALYSIS ADDENDUM
D & L CARON, LLC
195 COMMERCE WAY
SOUTH WINDSOR, CONNECTICUT
This addendum is being prepared to address the comments made by Jerry Iazzetta dated
8-24-00.
1. The area of the site to the rear(east end) of the site that will continue to drain to
the east into the wetlands under developed conditions will be approximately 1.50
acres. The area will not be developed so the runoff coefficient will be 0.2. For a
ten-year design storm with a time of concentration of 10 minutes, the flow to the
rear would be 1.41 CFS using the rational method.
2. The runoff coefficient under existing conditions was taken for a well vegetated
(grass and brush) condition. The runoff coefficient under developed condition
was determined based on a combination of different land coverings. These
included the following:
Coverage type Area c value (A)(c)
Building 1800 S.F. 0.9 1620
Pavement 5700 S.F. 0.9 5130
Gravel surface 34,850 0.9 31,365
Lawn 57,402 0.15 8610
Total 99,752 46,725
Dividing(a x c)by the total area results in a composite c value of 0.47,which is slightly
higher than the 0.44 in the original report.
A c of 0.47 with a time of concentration of 15 minutes(I=4.0"Ihr)results in a flow Q for
a ten year design storm of 4.31 CFS.
3. The storm drainage pipe design has been included with this addendum.
4. The capacity of the swale has been included in this addendum. The maximum
velocity of the swale indicated is 3.16 FPS. This does not take into account the
stone berms within the swale that will slow this velocity down. The maximum
depth of flow within the 1' deep swale for the ten-year design storm is 4.76
inches.

neighborhood.
4. There are no regulated wetlands impacted by this proposal. The
applicant received conservation approval from the IWA/CC on 9/20/00
with the recommendation of a $1,000 bond.
5. There is public water and public sewer available to the site. WPCA
approval is required.
6. The Architecture and Design Review Committee reviewed the site plan
on September 7 and was very pleased with the proposed architecture of
the building and the landscaping. They had the following
recommendations:
