The site was created as part of the Commerce Way industrial subdivision.,The western half of the site is fairly flat, and the eastern end of the site has fairly steep grades and consists of Terrace Escarpments. Terrace Escarpments are susceptible to erosion. The site is presently covered by brush and grass on the western end of the site, and is wooded on the eastern end of the site. The entire site is undeveloped. Under existing conditions, the western most portion of the site drains to the west to Commerce Way. The large majority of the site drains to the east under existing conditions to the Terrace Escarpments. The runoff calculations under existing conditions for the runoff to Commerce way utilizing the rational formula are included herein for a 10-year design storm. The drainage area map for existing and developed conditions is also included herein. The proposed development of the site consists of the construction of a small commercial office building with associated parking, and the construction of a gravel yard. The site would be used for the sale of propane. Two large tanks would be enclosed within the fenced in gravel storage yard. It is our understanding that the developed site was originally designed to drain to the existing detention basin that was constructed as part of the creation of this industrial subdivision. We have therefore designed the developed portion of the site to drain to an on-site vegetated swale. This vegetated swale circles around the east and north sides of the proposed development and discharges to a proposed on-site sediment structure that is connected into the Commerce Way subdivision. The vegetated swale has been designed to be fairly flat, and to contain two stone berms. The vegetated swale will enhance the natural infiltration of the runoff from the site without providing a direct discharge to the Terrace Escarpment soils. The runoff calculations under developed conditions for the runoff to Commerce way utilizing the rational formula are included herein for a 10-year design storm. The calculations do not include any allowance for infiltration, or minor detention within the vegetated swale, and the actual discharge from the site is expected to be substantially less than calculated herein. Folger—Environmental Planner/Conservation Officer Date: August 23, 2000 Re: Review of the proposed Caron industrial site, Plans dated 2/6/97. The project is to construct an 1800 sqft industrial building on 31000sgft located at Commerce Way. No disturbance is proposed within regulated areas. Site: The site is located in the Scantic River watershed. The parcel is comprised of 3 acres. Currently the site is 50% open with 50% forested in the northern portion. The forested northern portion consists of a series of gullies created from runoff and groundwater. Regulated areas on the site consist of watercourses at the base of the gullies. The site is comprised of medium and fine sands overlaying silts and clays. The regulated areas are located north of the proposed development on the adjoining parcel. Stormwater is planned to be controlled by shedding runoff toward the north where it will be intercepted by a grassed swale and directed around the western perimeter of the site, south to the existing storm drainage system in Commerce Way. The swale has permanent gravel check dams incorporated in the design to maximize flow time through the structure. Impacts: Proposed erosion controls consist of perimeter controls, an anti-tracking pad, check dams in the Swale and stockpile protection. Due to the nature of the site, flat and sandy, the proposed erosion controls appear to be adequate with the exception of additional siltfence needed along the curb. I have recommended that the planting plan for the swale be altered to include a more suitable grass species I have not received any response to my comments to date.
