Zoning Commission for a six lot, single family subdivision and for a twenty-five unit senior residence
development on property of K.F. Properties, LLC adjacent to 176 Smith Street, South Windsor.
Instead of moving a construction trailer onto the premises as an office for the Company during the
construction of the site improvements, the houses and senior residential development units on the
property, the Applicant proposes to use the offices of Kebalo Electric Company, Inc. located in the
existing house at 176 Smith Street.

2. ATpermit is needed because a sales office constitutes a business use that is not
alllowed in residential districts. This use could not be done as a home
occupation because, among other limiting criteria, a home occupation has to be
clearly secondary to the primary use of the home as a residence. The applicant
recently received a one-year T & C for the existing electric business office to
remain.
3. Temporary & conditional permits may be granted by the Commission for a use
which is not specified elsewhere in the regulations, if the public convenience
and welfare will be substantially served, and the appropriate use of neighboring
property will not be substantially or permanently injured, and traffic and other
hazards will not result from such use. Sales offices would be permitted
routinely in commercial districts.
4. Signage allowed in the RR zone varies by use. Signs bearing the name and
occupation of the resident, 2 square feet in size, are allowed at primary
residences. Signs advertising the sale and construction of premises, maximum 4
square feet, are allowed on the site on which the premises are located.
5. If this permit is approved, the Commission may want to consider reasonable
limitations to hours of operation, outside lighting, number of
employees/number of customers, etc., to ensure minimal disruption to the
residential neighborhood.
6. If approved, the Planning Department notes that all parking needs must be met
on-site. we request that the parking lot screening shown on the
previously-approved landscaping plan be planted this spring. Also, the
Commission might want to consider whether a one-year permit, with an
expiration date matching the existing one-year permit for the electrical
business, would be more appropriate. j,lt ., . _, ' _ - rr •'°"`'`~,t{
