Folger-Zoning/Wetland Enforcement Officer Date: June 21, 2000 Re: Review of the proposed storm pipe placement at Miller Road. The project is to place approximately 120 feet of 15" storm pipe and install two catch basins along the sides of Miller Road to alleviate a flooding problem. The regulated activity includes the placement of an energy dissipater at the end of the pipe adjacent to the pond's edge. The proposal will impact approximately 28 sgft of wetlands and 570 sqft of upland review area. Site: The site,is located in the Podunk River watershed south of Hearthstone Road. Residential house lots front on Miller Road. A'/4 acre pond is present south of the houses. A short relatively steep slope leads from the grassed area of the yard to the water's edge. The portion of the pond where the proposed activity is to occur is privately owned; a larger portion is town owned open space. The pond in the vicinity of the proposed activity is relatively shallow and shaded. The shoreline has a dense shrub riparian area. Wildlife habitat values would be moderate to high due to the diversity of the vegetation and limitation of development to the northern edge of the pond. Major functions of this wetland area would be nutrient and sediment trapping, wildlife habitat, flood storage, and stormwater transport, groundwater recharge, and esthetics. Impacts: The construction is proposed to take place this summer. The pipe will be installed from the pond upward, with the riprap pad installed first. The combination of the riprap and siltfence check dams at intervals along the excavated trench(7 foot wide) should adequately prevent sediment from migrating down into the pond. Construction activities should have minimal impact to the wetland areas. No habitat losses should occur due to the limited amount of clearing necessary. The proposed catchbasins area designed with 4-foot sumps to contain additional amounts of sediment. This was done to limit the amount of disturbance at pond level. Overall long term impacts to the wetland system and the watershed should not be significant. owN sF,t `4 Ca Town o;PS-outA ?Akd4ot y ` 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 GyosoR co AREA CODE 860/6"-2511 June 22, 2000 Certified #P462498102 Town of South Windsor Attn: Joe Perna 1540 Sullivan Avenue South Windsor, CT 06074 RE: Appl. #00-18W, Town of South Windsor, Miller Road (Assessor's map #13, Parcel #8), RR zone.
