Re: Review of Northern Hills III parcel T retail project, Buckland Road, plans dated 2/11/99.
I have reviewed the site plans for the proposed Northern Hills retail project with the following
initial comments:
1. Proposed catchbasins should be constructed with 4-foot sumps to increase sediment
retention on site. A detail showing the sump depth should be provided on the plans.
2. All of the proposed catchbasins should have trap hoods installed to contain floatables and
hydrocarbons. The current plan shows only catchbasin#D-2 as having a trap hood.

Re: Northern Hills Parcel T Site Plan 00-17
We have reviewed the drawings dated 4-20-00 for the proposed Northern Hills
Parcel T Site Plan and have the following comments:
1. North arrows should be placed on all plans and key map.
2. Sheet 3 — there is a line shown near one of the buildings described as S 180 44'
50" E, 158' long. What is this line?
3. Sheet 3 — the entrance island should be extended to avoid conflicting turning
movements into the site.
4. Sheet 5 — all catch basins should have hoods and should have four (4) foot
sumps.
5. Sheet 9 — catch basin details should have dimensions indicated.
6. Sheet 10 — sanitary manhole frame and cover are not Town of South Windsor
standards.

Dear Ms. Banach:
Enclosed for your use and review, please find 10 copies of our traffic report prepared in
conjunction with an application for a 12,000 square foot retail expansion of the above
referenced development. As you will see from the information supplied, we anticipate
that the additional retail square footage will have a minimal impact on the operations of
the surrounding roadway network.
Please contact our office at any time if you should have any questions concerning the
report.

RE: Development Parcel "T"
Northern Hills
South Windsor & Manchester, Connecticut
Gentlemen:
In accordance with your request, we have completed our assessment of the traffic
impact associated with the construction of 12,000 S. F. of retail development on the
parcel of land between the Target and Lowe's stores that are currently under
construction in South Windsor, Connecticut immediately adjacent to the Manchester
town line.
A detailed traffic impact study, dated February 10, 1999 was prepared for the proposed
Lowe's home improvement store and an additional "Future Retail" facility. This facility
was identified as a Target store in a supplemental report dated October 8, 1999. The
sites were approved by the Towns of South Windsor and Manchester, and also received
STC Certification as major traffic generators. Both facilities are currently under
construction.
"Table 3", reproduced herewith, was prepared for the Target application. It shows the
anticipated trip generation for the Lowe's and Target combined facilities. Table A,
attached, shows the additional traffic that is anticipated from the proposed 12,000 S. F.
of additional development.
Note that the site is served by two signalized access drives, one of which is located on
Buckland Road, and the other of which is located on Buckland Hills Drive. The
Arrival/Departure pattern presented in the original Target report indicates that the split of
traffic between the drives is roughly even, so a total impact at either drive is
approximately 26 additional trips during the PM peak hour and 36 trips during the
Saturday peak hour.
The proposed additional retail square footage therefore represents a peak hour traffic
increase of 3.6% during the PM peak hour and 3.3% during the Saturday Peak hour.
The impact is even less when compared to ambient traffic volumes on either Buckland
Hills Drive or Buckland Road.

We have conducted capacity analyses of the drive intersections to determine if there is
any change in operating condition as a result of the increase in traffic. The results are
indicated in Table B, attached.
From the results of the analyses contained herein, it is our professional opinion that the
construction of an additional 12,000 S:F. of retail development on the subject site will
result in a negligible change in traffic volumes, and produce no appreciable change in
the operating condition of the intersections or roadways in the vicinity of the site.
Please let us know if you require any additional information.

MEMORANDUM
To: Marcia A. Banach, Director of Plannin
From: Jerry C. Iazzetta, P.E., Town Engineer
Date: May 15, 2000
Re: Northern Hills — Parcel T Site Plan 00-17P
This memorandum is in addition to our May 2, 2000 memorandum concerning
the proposed Northern Hills — Parcel T site plan. We have received a modification to
the approved Lowes site plan, Planning application 00-19P, which proposes an entrance
into the Lowes site from Buckland Hills Drive opposite Home Depot. If this entrance is
approved, the entrance into the proposed Parcel T site is then very close to the main
entrance into Lowes. It is recommended that the entrance into the Parcel T site be
relocated such that it will be located midway between the two entrances from Buckland
Hills Drive.

RE: Northern Hills Parcel "T" Site Plan 00-17P
Response to Comments
Dear Ms. Banach:
We have reviewed the comments of Jerry Iazzetta, Town Engineer, and have the
following responses:
Response to Comments of Jerry Iazzetta, P.E., Town Engineer, on May 2, 2000
1. Completed on the revised plans.
2. Sheet 3 -the line is a construction baseline. We have now labeled it.
3. We would prefer to construct the entrance island at its current length to permit
the turning of large trucks from the northbound lane to the westbound lane. We
propose to provide a painted extension of the island to meet your request.
4. Sheet 5 - completed on the revised plans.
5. Sheet 9 - completed on the revised plans.
6. Sheet 10 -this has been corrected.
Response to Additional Comments of Jerry Iazzetta, P.E., Town Engineer,on Maw
2000
The western entrance to the Target parcel and the entrance to Parcel "T" from
Drive"A"were approved by the Planning&Zoning Commission as part of both
the Lowe's and Target Final Development Plans. The Target parcel is currently
