Application for site plan approval for a commercial/industrial building, approximately 8,000 square feet(6,500 sq ft warehouse and 1,500 sq ft o ), for property located on the southerly side of Chapel Road, easterly of Route 5, I-291 Corridor Development zone. Site size is 1.5 ac. Proposed impervious coverage is 44%; 65% allowed. This site was recently rezoned from RC to I-291 Corridor Development. 2. The I-291 Corridor zone is intended to be a high-quality zone. General concepts in the zone include: ♦ That all development exhibit a high standard of quality in construction detail, materials and appearance; and ♦ That site planning is an essential criterion...Sites developed under this zone are intended to be carefully planned, both within the site's own boundaries and in relation to surrounding properties and the entire I-291 Corridor Development Zone. Site appearance concepts note that"Development proposals for the I-291 Corridor Development Zone will be reviewed for appearance and compatibility. While creative design approaches are encouraged, quality in levels of detail, material selections, and functional adequacy will be expected. 3. There are 13 parking spaces required based on the uses in the building; 16 spaces have been provided. There are 2 loading spaces on the west side of the building and one in the rear of the building. The 1-291 zone off-street parking regulations state that, "Front yard parking, as the dominant parking area, will be considered for commercial and service-oriented developments only. Side and rear yard parking are encouraged for all business and industrial uses." Central Products is a retail sales facility and warehouse for safety products. 4. There are no regulated wetlands on the site; however the applicant is proposing to disturb over 20,000 sq ft requiring conservation approval. The IWA/CC approved this application on 5/17/00 with a $2000 bond. 5. The building will be served by public water and public sewer. WPCA approval is required. 6. 7. A portion of this property is across from the Chapel Hill Condominiums and is subject to a buffer requirement. The applicant has provided a buffer detail and cross- section. 8. Architecture and Design Review Committee reviewed the plans on May 4. The ADRC had the following comments: • Mechanical equipment must be located on the ground and screened; • Landscaping is required to break up the ease side of the fagade; • Evergreens in the buffer area are to be a mix—i.e. Austrian or white pines; spruce etc.; • Suggest a"wainscote"wall along the glass area rather than having glass to the bottom; • Suggest additional street trees and low shrubs to help soften the streetscape, and plant azaleas in the 5' planting strip between the parking lot and the property line; and • Suggest changing the color of the building to a shell gray and the dryvit to a birch-white equivalent. It appears that all of ADRC's recommendations were incorporated into the plans with the exception of a mix of evergreen tree types in the buffer area. 9. If this application is approved, the planning department requests that the topographic map reflect the proposed landscaping berm; and that the evergreen trees in the buffer be a mix of types.
