Request for a 5-year major home occupation permit to operate a home based salon for hairdressing and cosmetology for approximately 4 — 6 customers per week (Monday through Saturday), for property located at 432 Strong Road, RR zone. The scope of the business may increase to 12 customers per week over the next 3 years. 2. The applicant is proposing to convert the front portion of the house into the salon. There is a sketch of the floor area of the home occupation, which is about 198 sq feet, as well as a picture of the front of the existing house. 3. There are no changes proposed for the exterior of the house. Access into the house will be via the front porch where there is an existing door. We have advised the applicant to contact the building inspector- regarding the need for making the business handicap accessible. 4. The driveway currently can accommodate three additional cars. The only abutting property is several hundred feet away; therefore there is no landscaping screening proposed. 5. The reasons for requiring PZC approval are to ensure that: ♦ the home occupation is clearly secondary to the use of the building for dwelling purposes, ♦ the home occupation is compatible with other permitted residential uses in the residential district, ♦ the residential character of the dwelling and the neighborhood are preserved, and ♦ all residents have freedom from excessive noise, excessive traffic, nuisances, fire hazards offensive odors and pollutants, and other possible effects of commercial uses being conducted in residential areas. 6. Performance criteria that must be met include: ♦ Maximum of 25% of the floor area can be used for the occupation; ♦ occupation cannot be visible from outside the dwelling unit; ♦ dwelling must maintain the character of a single family dwelling; ♦ no entrance or exit may be added solely for the occupation; ♦ no more than one non-resident employee allowed; ♦ the occupation can not create a volume of passenger or commercial traffic that is inconsistent with the normal level of traffic on the street; ♦ all parking needs must be met on-site; and ♦ the Commission may require screening of additional parking from the street and from adjacent residential properties. 7. The existing house is served by well and septic. The town sanitarian has indicated that whenever there us a change of use proposed for a property with septic that the applicant will has to demonstrate that another system can be constructed on the property. 8. The applicant is proposing to be the sole proprietor. This application appears to meet the physical criteria for the home occupation. 9. The parking requirement is being met by widening the existing driveway. The proposed expansion will allow for four cars to be in the parking area at one time. 1 O.Access to the property is through a private ROW called Tomel Road... First Federal Savings currently own the private roadway, which is a part of a undeveloped building lot). They have submitted letter- allowing access over the ROW for a home-based occupation. 11.A two square foot sign is allowed, and a sketch of a proposed sign has been submitted. We have advised the applicant that any signage would be required to be placed on their property. 12.If this application is approved, the applicant will complete a home occupation form, which contains acknowledgment that the applicant will abide by criteria contained in the zoning regulations. The applicant would also be required to return to this Commission for renewal upon expiration of the 5-year permit period. Also, the Commission might consider adding as approval conditions limitations on number of days and hours of operation, or number of customers per day, in order to ensure that the intent of the home occupation regulations is adhered to. There are no engineering comments on this plan. t011N SF,14 C P Town o-P SoatA VZad4ot Gd 9 . ` 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 R•co' AREA CODE 860/ 644-2511 May 23, 2000 CERTIFIED MAIL Ms. Lisa A.
