Re: Site Plan
G&R Marine
1535 John Fitch Boulevard
Dear Mr. Iazetta:
The above referenced application involves the construction of a 2600 s.f. addition over
existing pavement. The roof leaders for the addition will be tied into the existing
drainage system. Since both the existing pavement and the proposed roof are impervious,
there will be no change in peak runoff rates from this area.
Additionally, the applicant proposed to remove approximately 4000 s.f. of existing
pavement and replace with "pervious" Turfstone concrete pavers. This reduces the site's
overall impervious coverage from 84.2% to 74.6%, and consequently reduces the peak
runoff rates from the site. The proposed impervious coverage will be slightly less than
the 74.7%previously approved.
We are not aware of any existing drainage problems affecting or affected by this site, and
it is our opinion that the proposed improvements will have no adverse impacts on the
surrounding drainage systems.
If you have any questions, please call our office at 623-0569.

Re: G & R Marine Site Plan 00-14P
We have reviewed the drawings dated 4-6-00 for the proposed G & R Marine Site
Plan and have the following comments:
1. WPCA approval required.
2. Access easement change
a. Public Works approval of revised access easement required.
b. Will the change in easement require Town Council and/or Town
Attorney approval?
3. A detail of the pervious pavers will be required.

G & R Marine Site Plan
-00
1. Request for site plan approval for marine sales and to construct an addition at
1535 John Fitch Blvd, GC and RC zone. This site was previously used for
Maneely's banquet hall, and prior to that for retail uses, including marine
sales. The existing building is nonconforming to side yard setback
requirements; the addition will be conforming.
2. Maximum impervious coverage currently allowed is 65%; however, this site
is grandfathered to the previously allowed 75% impervious coverage.
However, at some point subsequent to the previous site plan approval, the site
was paved beyond the allowed 75% impervious coverage, to about 85%
impervious coverage. The current applicant obtained a variance on May 4 to
allow the 85% impervious coverage to remain. Staff had suggested that some
pavement be removed and substituted with grass pavers as a compromise
solution, and grass pavers were included in the original plans. The variance
was obtained subsequent to filing of the application.
3. Proposed height of the addition is 24 feet; 40 feet allowed. Zoning
requirements appear to be met.
4. Outdoor storage of boats is proposed. The GC zone allows retail and
wholesale sales and all inventory directly related thereto. The boats stored
outdoors need to be inventory, not overwintering. Also, outdoor storage must
be screened so that it is not visible from the street.
5. Forty-seven parking spaces are required by our regulations. The applicant is
providing a total of 34 spaces and requesting a waiver for 13 spaces. There are
16 spaces proposed to be available full-time; the remaining 18 are proposed as
overflow parking located behind the gate for the boat storage area.
6. The site is served by public sewer and water. Water Pollution Control
Authority is required.
7. The overhead doors are located at the rear of the addition and will not be
visible from Route 5.
8. The Architectural and Design Review Committee reviewed the application on
April 20. ADRC was generally satisfied with the addition, but suggested that
the existing mercury vapor light on the back of the building be placed on a
motion sensor. They also noted that the two existing walpak lights on the side
of the building facing the residences are very bright and should be addressed.
9. There is no new landscaping proposed.
10. There is an existing free-standing sign. Building signage is proposed."4 l
61 sae- M V" q
l 1. This site abuts a DRZ zone to the north and west. A 50-foot buffer is normally
required abutting a residential zone, however, a variance was granted in 1996
to eliminate the buffer requirement.
12. Dumpsters will be located behind the rear of the building, removed from the
residential side of the site, and should not be visible from Route 5.
13. There are no regulated wetlands. No conservation permit is required since
there will be less than V2 acre of disturbance.
14. There is an existing access easement across this site to the Fitch Meadow
detention basin which is located directly west of the site. The layout of the
access easement is being altered to accommodate the applicant's needs. The
Public Works Dept. was involved in the access easement revision and is
satisfied with it.
15. If approved, Planning Dept. requests that the water service be shown.
