Morande Sr. to file an application for a zone change for the above-referenced property. Yours very truly, Theodore A. Harris /crg MORANDE ZONE CHANGE REQUEST PH 4/25/00 1. Request for a zone change from RC to I-291 Corridor Development for a 1.4 acre parcel of land on the south side of Chapel Road. The site abuts RC zone to the east, industrial and multi-family zones to the north, and the I-291 CD zone to the south and west. Uses allowed in the RC zone include retail stores, personal service shops, restaurants and hotels: I-291 CD zone uses include all commercial, office, hotel and industrial uses that meet the performance standards for the zone. 2. A zone change is the time to consider the big picture: How does the proposal g gp p P fit in with your overall plan for South Windsor? What are the impacts to traffic and infrastructure? If the zone change is granted, it presumes that the roads and infrastructure are capable of meeting requirements for uses in the new zone. In this instance, high traffic generators such as fast food restaurants and stand-alone convenience stores are permitted in both zones. The major use difference is that the I-291 zone allows light industrial uses, which are not generally large traffic generators. Water and sewer are available for uses in either zone. 3. The Town Plan shows this property and area as commercial/industrial. As the Commission is aware, a major update of the Town Plan is about to begin. If this zone change is approved, the Commission must state on the record that they have found the zone change to be consistent with the plan of development. 4. Section 16 includes criteria for zone change that the applicant must address: ♦ How the zone change compares with the Comprehensive Plan of Development; ♦ How the land shall be secured from flooding and other dangers; ♦ How the land upstream and downstream in the same watershed shall be secured from flooding and other dangers; ♦ How the land shall be served by water, sewerage, transportation, and other public utilities; and ♦ How the proposed zone change will affect any wetlands in the area. 5. The minimum lot size in the I-291 zone is 5 acres; minimum lot size in the RC zone is 3/4 acre. The subject lot is conforming to the RC zone but would be nonconforming in the 1-291 zone. 6. There are no regulated wetlands shown on the Town's wetlands map. 7. Site plan approval is required in either zone prior to use or construction on the lot. 8. If this zone change is approved, the applicant will be required to file an A-2 boundary survey on the land records, and the zone change will take effect upon that filing. maw ellJ*.t F Tawn apsoubh Vt' G s ` 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 Gysoe-c AREA CODE 860 /644-2511 May 16, 2000 CERTIFIED MAIL William Morande, Sr. 40 Pond View Drive Manchester, CT 06040 Re: Appl 00-13P,Morande Zone Change Dear Mr. Morande: We are pleased to advise you that the Planning and Zoning Commission voted approve your request for a zone change from RC to I-291 CD on a 1.4 acre parcel on the southerly side of Chapel Rd. as shown on plans prepared by Pudeler Engineering,job#SW-20, dated 11/29/00.
