Re: App. #00-06W- Review of the proposed LaRiviere house lot - Plans dated 10/22/99.
I have reviewed the proposed plan with the following comments:
The limit of clearing needs to be shown on the plans.
There is a low spot in Foster Road in front of the proposed'driveway that does not drain. The
proposed grading must not direct runoff onto Foster Road.
Additional silt fence must be installed along the curb line of the street.
The perimeter of the cleared area adjacent to the wetland boundary should be enhanced with
shrub plantings that will increase the density of the remaining buffer area.

MEMORANDUM
To: South Windsor Inland Wetland/Conservation Commission.
From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer
Date: February 28, 2000
Re: Appl# 00-06W, Review of the proposed single house lot. Plans dated 10/22/99.
The project is to build a single-family house on a 1.8-acre lot. Regulated activities are
involved in the construction of the house and grading in the 40-foot upland review area.
The house would be located approximately 20-feet from the wetland. Estimated
disturbance is approximately 1700 sqft.
Site: The site is located in the Podunk River watershed. The parcel is comprised of 2.9
acres. Currently the site is forested. The parcel is gradually sloping to the east. A waiver
for the 90 x 90 buildable square is also requested..
Wetlands on the site are located in the eastern 4/5 of the lot. The wetlands would be
characterized as a forested wetland. Standing water is present at this time. The wetland
extends east off of the site and is part of a larger wetland that extends north to Strong
Road. The wetland boundaries shown appear to be accurate.
Major functions of this wetland area would be flood storage, stormwater conveyance,
wildlife habitat, and possibly some groundwater recharge although the presence of a clay
layer in the area would influence this function.
Impacts: The assumed limit of clearing (silt fence line) is localized to achieve the house,
and a small yard area. A more definitive limit should be shown on the plans and strictly
adhered to.
There is a low spot in Foster Road that results in ponding of water during wet periods. A
drainage easement is proposed that would allow the Town to install a drainage structure
to provide drainage for that portion of the road.
Grading should be planned so that runoff flowing toward the street is directed to the rear
of the property.
The lack of slope and sandy soil will minimize the likelihood of sediment migrating
offsite due to construction. Perimeter erosion controls should be adequate although care
would have to be taken in the rear of the house to insure that excavating machinery does
not encroach further into the upland review area. I would recommend the addition of
siltfence along the roadside as well.
The portion of wooded upland between the street and the wetland would be removed.
Overall long term impacts to the wetland system and the watershed should not be
significant provided that the house is built as shown, and the grading in the rear of the
house is accomplished as shown.
