Very truly yours, INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION Elizabeth A. Warren, Chairperson EAW:dr cc: Chief Building Official Planning 8v Zoning Commission Town Engineer Redland Brick February 8, 2000 REDLAND BRICK INC.- KF PLANT EXCAVATION PERMIT APPLICATION #00-2P Sequence of Operations 1. This geological formation consists of sand and gravel approximately ten feet (10') thick on top of a layer of clay approximately fifty feet (50') thick. Most, if not all, of the sand and gravel has previously been removed by East Hartford Sand and Gravel, under a separate permit. 2. Redland Brick Inc. (RBI) has mined for many years in an operation that predates zoning regulations in the Town of South Windsor. Phase 1 and 2 will become part of this existing pit. The mining operation will be in a west to easterly direction. 3. RBI is in the process of acquiring title to phases 1, 2, 3, 4, 6, and 7. RBI also mined clay to the north and south of this area on RBI property. The clay is used in RBI's long-standing brick manufacturing facility. RBI intends to modify this permit in the future, as needed, to be able to mine clay in phases 3, 4, 6, and 7. RBI will also mine clay on its property, except in wetland areas. RBI will maintain a forty foot (40') setback from all wetlands. 4. RBI will strip remaining overburden and either stockpile it or use it elsewhere on its property as reclamation material. 5. RBI will remove clay and stockpile it on its property and in storage sheds. 6. RBI will maintain 2.5:1 slopes on the northern and southern edges of phases 1 and 2 and the eastern edge of phase 2. As the quarrying operation extends to the east beyond phase 1 and 2 the edges of these areas will be removed. RBI will maintain 2.5:1 slopes on all outside edges of the clay pit. 7. At the conclusion of all mining, RBI will reclaim the area by spreading not less than four inches (4") of topsoil and plant the recommended seed mixture. As the material in phase 1 and 2 and in the rest of the clay pit is removed, it is possible for the area to fill with groundwater and/or stormwater. If this occurs, and depending on conditions at the time, RBI in its discretion will either plant to the water's edge or fill the pit with clean fill to a depth sufficient to maintain conditions and then plant the recommended seed mixture. Redland Brick, PH 2-8-2000 1. Request for an earth removal permit under Section 14 to extract clay on property owned by East Hartford Sand & Gravel, I zone. The permit is necessary because this operation is now expanding beyond its own property boundaries. 2. Section 14 allows the Commission to approve removal of earth materials, including clay, after a Public Hearing, in conformance to certain criteria, including: ♦ At the conclusion of the operation or any substantial portion thereof, the whole area where removal takes place must be covered with not less than 4 inches of topsoil and seeded; ♦ Final grades cannot exceed 2:1 slopes; ♦ Except in the Industrial zone, no stone crusher or other machinery not required for actual removal of material is allowed; and y, -c ♦ A restoration bond is required. General approval criteria that the Commission can consider include the effect of the removal on surrounding property and the future usefulness of the premises when the operation is completed. 3. The permit may be granted for a period.not exceeding two years, but there is an extension provision allowing the Commission to grant extensions with or without a public hearing. 4. The site is accessed from Route 5. 5. There are regulated wetlands on the site The IWA/CC granted approval on January 19 with no unusual approval conditions. /u%Z U ToWn OJC L' li U s ` 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 SOR-co AREA CODE 860/644-2511 March 10, 2000 CERTIFIED MAIL Redland Brick, Inc. We never were able to open up any new ground from prior to this permit application because the ground we wanted to move into was being used by Art Silvestri, of East Hartford Sand and Gravel, who was also involved in the permitting process for his operation. Art just received his permits last spring. We recently asked him to move his operation to the location on our property where he was issued permits to conduct his operation. He is completing that move at the moment. If we were to apply for a permit renewal, we would submit exactly the same plans as when we submitted our application prior. Therefore, rather than apply for a renewal, under section 14.4 of the zoning regulations, we are requesting a two (2) year extension of time on our permit, to perform the scope of work previously approved. Please contact me if it will be necessary to discuss this request with the Planning Commission. Thank you for your consideration. Sincerely, /✓/"ti Barry L.
