Notice of this proposal was Canton transmitted to the Planning Division of the Capitol Region Council of Governments under the East Granby provisions of Section 8-3(b) of the Connecticut General Statutes, as amended. East Hartford This referral involves proposed subdivision entitled Northern Hills LLC, containing property at East Windsor Rl, R2, R3, R4, 70 and 90 Buckland Road, abutting Town of Manchester. Subdivision Ellington comprises 35 acres being subdivided into 5 lots. Enfield Comment: These five lots are located between Buckland Road and Buckland Hills Drive within the South Windsor Gateway Development Zone. The lots are almost completely within Farmington South Windsor; however, Lot 5 overlaps into Manchester by 1'. Several of the proposed lots Glastonbury are configured in ways that should be noted. First, A 1' strip along Lot 4 belongs with Lot 2. Granby This strip may prevent access management between the two parcels. Second, Lot 5 is Hartford essentially two pieces linked by a 1' strip that is nearly 500' long that is located between Lot 4 and Buckland Hills Drive abutting Manchester. Thus, the 1' strip of land separates Lot 4 from Hebron its road frontage. This situation could prevent implementation of access management provisions Manchester between Lot 4 and Buckland Hills Drive. Marlborough Newington Questions concerning this referral should be directed to Karen Berchtold. Rocky Hill In accordance with our procedures this letter will constitute final CRCOG action on this Simsbury referral. The public hearing date has been scheduled for February 8, 2000.
