Dear Mrs . Evans :
The Board of Directors of the South Windsor Chamber of Commerce
would like to inform you and the other members of your com-
mission that it has approved the concept plan for Governor' s
Square on Nutmeg Road South proposed by Paul Capuano of Capuano
Builders $ Developers.
The Capuano proposal was approved at the Board' s regular meeting
April 21 after a _ detailed presentation by Mr. Capuano and
Mr. Peter DeMallie of Design Professionals , Inc. Discussion
following the presentation centered on the development ' s "incu-
bator" concept--the encouragement of small business start-ups
long favored by the South Windsor officials , and visible in
varying forms throughout the industrial zone.
In addition , it was felt that the project and its close to half
a million square feet of individual buildings is a most appropri-
ate use of the area , which has been zoned industrial or industrial
park since the late 19501s .
It is further felt that the project, as described to the Board,
will not unfavorably impact the abutting residential zone. We
urge your favorable consideration of the proposal when it is pre-
sented at your up-coming meeting.

I have reviewed the site plans for the proposed re-subdivision plan with the following additional
comments:
1. To date I have not received a report on wetland values or wildlife habitat so I have not been able to
determine if vernal pool breeding habitat has been included. Therefore I will state that a submitted
report must include an evaluation of the watercourses with regard to vernal pool breeding habitat,
especially where listed species are concerned, and an inventory included.

Re: Review of the proposed Constitution Landing Industrial Subdivision. Plans dated
12/99.
The project is to create a nine-lot subdivision in the industrial zone. Associated with the
subdivision is proposed to be a wetland crossing, creation of a detention basin and
wetland mitigation area, and creation of two cul-de-sac turn-arounds on the existing
Connecticut Avenue road stubs. I estimate proposed disturbances in regulated areas to be
21,000 sqft; with.
Site: The site is located in the Newberry Brook watershed. The total land area equals
approximately 40 acres.
Historically, the site was utilized for production agriculture. In the 60s the site was
excavated to provide fill for the Filene's warehouse and other projects. It appears that the
seasonal water table was intercepted in various areas on the site, and by the middle
1980's wetland areas were wide spread on the site.
The watercourses and current distribution of wetland areas on the site have originated
from drainage ditches dug to drain the site. The grading work to create the ditches was
part of the wetland approval in 1986 and was accomplished between '86 and '89. There
is abundant wetland vegetation present in the watercourses. The vegetation is comprised
of a monoculture of either phragmites, or cattails, or a mixture of both.
Wetland areas on the site would be classified as a shrub/scrub wetland with a trend
towards a forested wetland type. Past disturbances and a sandy soil type have made
vegetation establishment slow. Riparian areas associated with the watercourse areas are
established but not dense.
The initial site plan did not represent all of the regulated areas present on the site. An
additional 200 feet of watercourse needed to be shown on the eastern portion of the center
watercourse. The revision does show the watercourse area however the upland review
area shown is only 40-feet wide. There are other areas where the 80-foot regulated
upland review area will have to be added. The applicant has been notified of the need for
a revision.
Major functions of the watercourses would be nutrient and sediment trapping, stormwater
conveyance, flood control. I would consider wildlife habitat values to be moderate in that
the ditch areas are the only source of water in the area available to wildlife. The
watercourses could very well represent amphibian-breeding habitat similar to vernal
pools. The possibility for the presence of listed species of amphibians successfully
utilizing these areas for breeding needs to be investigated as a part of the application.
The interior upland areas are a diverse mixture of early successional species in a dense
sapling stage. This woodland stage typically can be the most productive in terms of the
number of wildlife species utilizing the habitat. Birch, cottonwood, red maple, multiflora
rose, aspen, pin oak, red-osier dogwood, and sweet fern are some of the tree and shrub
species present. Snow cover prohibits the listing of available understory vegetation.
Impacts:
Short-term impacts will include local disturbance in the area of the proposed watercourse
crossing, and temporary disturbance in the area of the proposed detention basin and
wetland mitigation site. Fill material from the excavation of the detention basin is
proposed to be used to increase the elevation on lots #4,5,6, and 7 approximately one
foot. This will involve clearing these lots
No buildings are immediately proposed for the subdivision lots. The subdivision
proposal will ultimately reduce the available food and cover presently used by wildlife.
The soils on the site are disturbed soils due to past sand excavation activities. The
present soil in the upper horizon of the soil profile consists of medium sands. Erosion
potential for activities on the site is expected to be low. Due to the level nature of the
topography, sediment containment using perimeter controls should be adequate.
De-watering measures will be necessary to install the proposed crossing and the detention
basin. The latest revision does not provide adequate details.
The addition of impervious surface will reduce infiltration in the upland areas.
Infiltration of roof runoff will be recommended when individual plans are submitted.

Natural Resources
The following paragraphs document the existing site conditions as a context for
consideration of potential project impacts.
Surficial Geology and Soils
The surficial geology of the site consists of glacial outwash deposits that have been
disturbed by recent(past 20-30 years)excavation and re-grading. The soil series listed in
the Hartford County Soil Survey(MRCS, 1960) are Ninigret, Agawam, Scarboro, and
Walpole, each of which if formed in or over glaciolluvial deposits of stratified sand and
gravel. The soils no longer appear as depicted by the soil survey due to removal and re-
grading.
Upland Resources
The upland portions of the site are nearly level, sandy, un-vegetated to moderately
vegetated and generally slope gently to the edge of the ditches or wetland. The lack of
topsoil has inhibited growth of plants other than hardy pioneer species(Refer to
Appendix B)and has limited the wildlife cover and habitat value. The surrounding land
use, dominantly industrial with some residential, indicates that only wildlife species
tolerant of human disturbance(raccoon, white tailed deer, striped skunk)or adapted to
xeric(dry), sandy sites are likely to thrive here.
Wetland Resources
The wetland areas that were field delineated by Highland Soils are shown on the project
plans. The soils have little or no topsoil and are generally formed in sandy material with
little or minimal"A"(topsoil)horizons. As indicated above, these wetlands were created
through past grading of the site and were intend to serve as drainage for future site
development. As such, these wetlands are still in a formative stage and are in a relatively
early stage. Vegetation occupying the wetlands is comprised primarily of saplings,
shrubs and herbaceous plants and generally lacks tree-size(greater that 20 feet tall)
vegetation. There are two dominant covertypes, scrub shrub and emergent marsh. The
vegetation that has succeeded here includes species that typically move into disturbed
sites. In the marsh this includes common reed(Phragmites communis)cattail(Typha
lattifolia),purple loosestrife(Lythrum salicaria) and several common wetland species
(Refer to Appendix B). In the scruMshrub swamp the vegetation is dominated by alder
(Aluns sp.), dogwood(Corpus sp)and other aggressive shrubs.. Common reed and
purple loosestrife are invasive species that tend to take over sites and limit vegetative
diversity. They have done so in limited areas of this site, but their spread has been
limited due to the depth and persistence of water throughout much of the wetland. The
3
water remains too deep for too long for these two problem species to take over the entire
wetland.
Qualitative Wetland Functional Assessment
Based on on-site observations, and data gathered from the USGS South Windsor
quadrangle, CTDEP's 1996 air photograph(scale 1"=1000',refer to Figure 2),the
Hartford County Soil Survey, and the site plans submitted as part of the application, a
qualitative functional assessment of the on site wetlands was performed. The assessment
was begun by first assembling a list of functions typically performed by wetlands. The
data sources and field observations were then reviewed to see if positive or negative
indicators that the functions are being performed are present. The positive or negative
indicators and the results are presented in the table below and discussed in the following
paragraphs.
Functional Value Rating Rationale
Ecological Integrity Low (-)Past disturbance, site was re-graded
(-)Nearby residential and industrial
development
Wildlife Habitat Moderate-Low (-)Past disturbance,site was re-graded,
many areas of nuisance vegetation
(-)Nearby residential and industrial
development
(+)Connected to some undeveloped
land
Finfish Habitat Low (-)Presence of suitable habitat
questionable;no fish seen during field
investigation
Educational Potential Low ()Not near school
(-)Disturbed site
(-)Private Property;industrially zoned
Visual/Esthetic Quality Low-moderate (-)Past disturbance
(+)Open marsh with viewing location
at southern edge of property
Water Based Recreation Not present (-)No suitable water body
Flood Control High (+)Wetlands was create to manage
storm water from future development
Groundwater Discharge/Recharge High Stratified drift present throughout
4
Nutrient Retention and Sediment Trapping High (+)Runoff from surrounding
development is treated by this wetland
(+)Wetland has marsh component
Shoreline Anchoring and Dissipation of Erosive Forces Moderate (+)Small shoreline
Forestry Potential Not present Not forested
Archeological Potential Low ()Past site disturbance
Urban Wetland Quality Not Present Not an urban area
Noteworthiness Not Present No noteworthy species present
While the overall ability of the wetland to perform typical functions is limited due it
having been relatively recently constructed, the following functions were found to occur
on at least a moderate level: wildlife habitat,visual/esthetic quality, flood control,
groundwater discharge/recharge, nutrient retention and sediment trapping, shoreline
anchoring and dissipation of erosive forces. These functions are discussed below.
The wildlife habitat values of this wetland are related to the cover types and water
regimes present. The wetland has both scrub/scrub and emergent marsh vegetation and
provides habitat for a number of mammalian, avian, amphibian, and invertebrate species.
Typical mammals that are expected to use the wetland include raccoon, opossum, and
white-tailed deer. Typical birds include great blue heron, mallard, and redwing
blackbird. Amphibians adapted to this type of habitat include green frog, bullfrog, and
pickerel frog. This wetland lacks the typical features of a vernal pool e.g. an isolated
depression, woodland cover, and surrounding forested habitat. It is unlikely that it
provides vernal pool habitat.
Open marshes are typically considered as scenic vistas if a suitable viewing location is
present. The marsh can be viewed from the end of Connecticut Avenue and presents this
value.
The entire on-site wetland system was constructed to manage storm water from future
site development. Surface and shallow subsurface waters are collected by the wetland
and its system of ditches. The wetland areas are generally well vegetated and serve to
detain water and remove sediments and nutrients. Currently, there are paved areas that
sheet flow or leak-off into the wetland providing potential sources of nutrients and
sediments. As such, the wetland has high value for storm water treatment, retention and
detention of storm water that could create flooding downstream.
The surficial geologic deposit found on the site is glacial outwash. This is water-sorted
sand and gravel and is very permeable. Based on on-site observations he wetland
intercepts the local water table, which is a true(not perched)water table. This indicates
that the rainwater and surface water runoff that enter the wetland have a direct path to
groundwater and the wetland serves to recharge local groundwater.
5
The well-vegetated shoreline of the stream exiting the wetland(flowing westward under
Nutmeg Road South) is stabilized by the wetland vegetation growing on its banks. This
is a combination of plants including alder, cattail and other common wetland plants.
Threatened and Endangered Species
Because the Town wetland officer has noted that a nearby site with a similar past land use
and disturbance and similar soils has protected species of plants,a scientist familiar with
that site and those rare plants was retained to investigate this site and determine if any of
those species are present is proposed areas of impact. Mr. Richard Snarski's letter is
enclosed as Appendix C. This letter indicates that none of the species occurring on the
other, nearby, site were found on this one during the investigation, although one species
may not have been available at this time of year. In addition, the applicant has expressed
a willingness to CTDEP to attempt to provide habitat for those species if it is a deemed
necessary and appropriate measure by CTDEP and the Town of South Windsor.
Impacts
Direct wetland impacts are proposed at three locations on the site: a 41 foot wide access
to lot 5 from Nutmeg Road South; a cul-de-sac on Connecticut Avenue to serve lot 8; and
construction of a storm water management wetland on lot 9. The total area of wetland to
be altered or impact is approximately 0.47 acres. Less than 5000 square feet of this
impact would be filling of wetland. Most of the impact would occur on lot 9 where
additional wetland are would be created.
The proposed re-subdivisions would not permanently or significantly alter the principal
functions of the on-site wetland. The principal functions are: wildlife habitat,
visual/esthetic quality, flood control, groundwater discharge/recharge,nutrient retention
and sediment trapping, shoreline anchoring and dissipation of erosive forces. Each
function is considered below.
The wetland wildlife habitat value would be diminished by loss of wetland areas on lots 5
and 8. The access to lot 5 would be in the form of a box culvert with an opening sized to
equal the existing channel width and allow continued wildlife passage. The area to be
filled is currently occupied by a combination of phragmites and alder and other shrubs
and has relatively low wildlife food or cover value. Additionally, this location is the
most feasible and prudent access to lot 5;any other potential access would also disturb
wetland, and the location of the proposed access represents a minimal disturbance to a
lower value wetland. The area to be disturbed on lot 8 is close to existing parking areas
and also represents a minimal disturbance for access. The area of disturbance on lot 9
will have a net positive effect by creating a large(0.75 acre) storm water management
wetland with habitat value.
6
The visual quality of the marsh wetland will not be affected by this proposal. No
activities are planned within the marsh except for minor alterations at the end of
Connecticut Avenue.
The flood control and sediment/nutrient retention functions will not be significantly
altered by the proposed industrial re-subdivision. The wetland will retain its current
configuration and vegetation, except for small areas of impact, and continue to serve
these functions. The wetland will also continue to serve to recharge groundwater in the
same way it currently does.
The shoreline anchoring function will be temporarily disturbed during construction of
mitigation(storm water)wetland. However, when the wetland is re-vegetated,the area of
shoreline will be increased, and the channel sinuosity will also be increased(refer to
project plans showing wetland restoration area). Thus there will be a net increase in this
function.
Proposed Mitigation
The proposed wetland mitigation is shown on the project plans(Refer to "Stormwater
Detention Area And Restoration Wetlands Construction"sheet). An area of
approximately 0.75 acres will be constructed, overlain with organic topsoil and planted
and seed with wetland plants to compensate for wetland impacts and aid in storm water
management. While"storm water"wetlands are not universally accepted for wetland
mitigation, construction of this wetland is appropriate for compensation on this site for
two reasons:
1. The wetlands being disturbed are man-made wetlands previously constructed for
drainage and storm water management purposes.
2. The proposed wetlands to be constructed will more than compensate for loss of
wetland function due to the proposed impacts.
I,
The proposed mitigation wetlands are designed to provide additional value in areas where
on-site wetlands already provide recognized benefits. The plantings, as shown in the
planting schedule on the project plans, will provide wildlife cover habitat and food, and
provide soil stabilization. The mitigation wetland will be an open marsh with pools and
hillocks and provide an aesthetic amenity. The mitigation area will detain and retain
water, allow sediments to settle, allow plants to take up nutrients, and recharge of local
groundwater to occur over a greater surface area. Overall, there will be a net gain of
wetland area and function.
The presence of common reed and purple loosestrife upstream of the mitigation site is of
concern. It would not be desirable to create a wetland that would be dominated by these
7
two species. To minimize the chances that these plants dominate the mitigation wetland,
a number of considerations have been incorporated into the design.
The mitigation wetland will have standing water for extended periods of time. This
hydrology is unfavorable for common reed and purple loosestrife, but will favor cattail
and other"wetter"species. This will limit common reed and purple loosestrife to the
fringe area of the wetland.
To limit the opportunity of common reed and purple loosestrife to occupy the fringe area
of wetland, aggressive colonizers such as alder and dogwood will be planted there. These
shrubs are quick to establish and can overtop common reed and purple loosestrife.
Monitoring and inspection of the mitigation wetland are also specified on the project
plans.
Summary
The industrial re-subdivision of the site will require wetland impacts for access to lots 5
and 8 and for creation of a storm water wetland on lot 9. There are not feasible and
prudent alternatives for accessing lot 5;any other access would result in great wetland
impact. The impacts will not significantly alter the functions of these wetlands.
Mitigation is proposed by creating similar wetlands on lot 9 that will fulfill the same
functions as the wetlands to be impacted. A net increase in wetland area will result. This
application calls for minimal wetland impact and proposes thorough compensation and
re-creation of wetland function.

On December 15, 1999,I inspected three areas at the South Windsor Industrial Park for the
presence of three State Endangered plants. The species are:
1. Carer cumulata
2. Carex barraW
3. Scleria triglomerata
None of the tre species were found in the areas inspected. I am comfortable that I would have
found the Carer cumulata and Carer barraWi if they were present. The Sclmia biglomerata
could be overlooked this time ofyear.
The attached map depicts the areas which were inspected.
Sincerely yours, .

STORM WATER MANAGEMENT SYNOPSIS
FOR THE PROPOSED
CONSTITUTION LANDING INDUSTRIAL RESUBDIVISION
SOUTH WINDSOR, CONNECTICUT
PREPARED FOR:

No. 09434

i
INTRODUCTION
This report is to address the stormwater management aspects of the proposed 9-lot industrial
resubdivision known as "Constitution Landing", located on Nutmeg Road South and the two presently
separated portions of Connecticut Avenue, in South Windsor, CT.
DISCUSSION
As part of the previously approved Governor's Square Business Center project originally proposed for
the subject site, a thorough stormwater runoff analysis was performed in 1989 for this area by Design
Professionals, Inc., for Capuano Developers, using SCS TR-20 methodology. The overall stormwater
management and drainage pattern to be implemented for this property was determined based on this
study and previously constructed stormwater management facilities serving the area. This analysis,
which is available in the Town of South Windsor's Engineering Office files, considers proposed
development of the subject parcel, as well as existing surrounding development, and the impact on
existing downstream drainage features. The analysis was based on the premise that the stormwater
management for the subject site, including the interconnected existing drainage facilities, must limit
the downstream flows to the"pre-existing"peak rates because of an undersized (24-inch diameter)
culvert located on private property west of Route 5, through which all stormwater flow from the
proposed development area and adjoining land areas must eventually pass. This was to be
accomplished through the construction of an on-site stormwater detention basin, which would outlet
through an existing pipe connection to the storm drain system in Nutmeg Road South, which, in turn,
flows to an existing Town-owned detention basin located on the west side of Nutmeg Road South, a
short distance from the subject site.
The stormwater management plan determined for this area includes three major components:
(1) A previously constructed on-site drainage ditch system to receive stormwater runoff from the
individual developed industrial parcels on the site, and convey the flow to a new detention
basin. This ditch system, designated as"Detention Basin#4"in the previously prepared report,
also provides some detention capacity;
(2) A new, large on-site detention basin, designated as"Detention Basin#2", which receives flows
from the drainage ditch system and from land areas surrounding the basin; and
(3) The previously existing Town-owned detention basin, designated as "Detention Basin#1", and
described above, which receives the outflow from Detention Basin#2 and other existing storm
drainage facilities in Nutmeg Road South.
The total drainage area tributary to Detention Basin#1 is approximately 92 acres, which includes the
subject property.
The outflow from Detention Basin#1 flows to existing waterways and culverts that convey the water
under Route 5 and eventually to the above-described restrictive culvert on private property. From that
point, the water continues to Newberry Brook and ultimately to the Connecticut River.
The drainage analysis also took into account the storage effect of the swale immediately upstream of
the restrictive culvert outlet described above, which provides some detention of the stormwater flows.
This capacity is designated as Detention Basin#3 in the previous drainage analysis.
PROPOSED CONSTRUCTION
Previous development, which has been completed on or near the subject project site, includes the
development of two industrial parcels and the construction of the above-described ditch system on the
property. Detention Basin#2 was not constructed. Rather, a ditch was constructed connecting the
upstream ditches to an outlet culvert discharging to the existing storm drain system in Nutmeg Road
South. It is now proposed to construct Detention Basin #2, in the same location as originally proposed,
to complete the implementation of the previously established stormwater management plan, and
accommodate the eventual development of the industrial lots in this proposed resubdivision. The
detention basin design will be similar to that previously approved for this location; however, the
present proposal will incorporate a restoration wetlands area at the head of the detention area. The
total stormwater storage capacity of the combined detention basin-restoration wetlands will be
equivalent to that previously computed, or approximately 5.1 acre feet for a 100-year storm. The
modified design will also have a low-flow channel from the overflow of the restoration wetlands area
to the detention basin outlet.
The outlet structure that was previously designed for Detention Basin#2 will also be constructed. This
concrete structure, which is detailed on the project drawings, will have a low-flow orifice pipe outlet
and an overflow weir designed to pass the computed 100-year flow of 40.5 cfs.
The attached diagram illustrates the various components of the existing and proposed stormwater
management facilities as described in this narrative.

Re: Constitution Landing Industrial Subrsion
We have reviewed the drawings dated 1/24/2000 for the Constitution Landing
Industrial Subdivision and have the following comments as they pertain to wetland
issues:
1. The ownership of the proposed stormwater detention basin should be private —
either as part of lot 9 or belong to the Constitution Landing Association.
2. The proposed cul-de-sacs centerline slope is proposed at .5%. The town
standard is for a minimum slope of 1% in the gutter line.
3. Catch basins will be required in the cul-de-sacs (two each).
4. The shoulder slopes at the cul-de-sacs are shown as 2:1. The town's standard is
for 3:1 maximum slopes. However if it is deemed necessary to avoid disturbance
in the wetland, 2:1 will be acceptable if the slopes are planted with a low
maintenance mix.
5. The proposed detention outlet structure is not the town's standard.

Minutes
1) Jim explained that in the land clearing process, errors were made in the limits of the tree
cutting. The site was walked and the errors were shown to Jeff and Michele. In most of the
places the topsoil is still in place and in a few minor areas it has been stripped to sand. No
cutting took place in the actual wetlands. All errors were in the regulated area and most of
these areas are in the water course offset zone and not the regulated area. No over cuts took
place in the actual wetland area.
2) After a discussion of how this occurred, remediation solutions were discussed.
3) It was agreed that the following would be the procedure for rectifying this error:
a) Topsoil is to be put back in the original position.
b) Silt fence is to be relocated to the correct location.
c) Bob Russo will select a wildflower seed mix to use. His choice will reflect the sandy soil
and dry conditions in the disturbed areas. Wildflower seed mix will be insta led in the
spring for optimum germination.
d) ACC should submit a change order to the Town showing what we are doing to re&,-i&anted to
this situation. Change order will be on the standard planning form ter'
Jeff.
4) It i [unate this incident occurred,it has been a sours of stresssceiand Stamm
fxiety or the entire
construction team from the owner to ACC,to Messier an
s involved to have this occur and all
Construction. It was never the intent of any of the partie
parties want to rectify it and make it right.
5) Jeff and Michele agree that this will be handled as administrative action with Jeff being our
lead liaison.

Dear Jeff
I am writing to confirm what we discussed on the telephone today regarding the walking trail
easement at the Constitution Landing project. The easement shown on the drawings was based on
information I provided to Messier&Associates. Last fall one of the owners,Rod Talbot, and I
walked the perimetor of the property to ascertain where to locate the walking trail. This information
was given to Bob Messier. Bob based the proposed easement boundary on this information, This
spring, after the snow has melted,we would like to walk the site with you to field confirm our
proposed location. If the walking trail location needs to be modified, we will submit a modified mylar
at that time.
If you have any questions with this submission, please feel free to call me anytime.
