Re: Savings Bank of Rockville Resub ' ion 00-24P
When the Savings Bank of Rockville resubdivision proposal was brought before
the Inland Wetlands/Conservation Commission, a preliminary site plan showing the
proposed usage was presented. The plan presented proposed a driveway cut on Clark
Street that is too close to the Clark Street/Deming Street intersection. This site plan,
however, was not included as part of the application for resubdivision to the Planning
and Zoning Commission.
JCl/sfg
S:\ENGINEER\Proj.-P&Z Wetland Applications\Savings Bank of Rockville\Review Aug 14.doc
SBR Resubdivision PH 8-15-00
1. Request for resubdivision of approximately 10.5 acres into two lots for property
located on the southerly side of Elington Road, northerly side of Deming Street
and easterly side of Clark Street, RC zone.
2. This resubdivision would create a new building lot of 2.78 acres, and a
remaining lot of 8.35 acres, which contains the Savings Bank of Rockville
building currently under construction. The applicant has provided a zoning data
table for both lots demonstrating compliance with the zoning regulations. Site
plan approval would be required prior to any construction on the new lot.
3. Public water and sewer are available in Deming Street. The applicant does not
need WPCA approval to create the lot, however will need WPCA approval at
the time of any site plan application.
4. There is a substantial amount of regulated wetlands on the building lot
proposed, with a very minimal buildable area. The IWA/CC granted approval
for this lot on 7/19/00 with no special approval conditions. It should be noted
that at the time a site plan is proposed, IWA/CC approval will be required for
any regulated activities. IWA/CC did request the applicant to demonstrate that
there is actually enough buildable land to construct a building and parking lot.
The applicant submitted a concept plan showing a building with a footprint of
1300 square feet and a 12-car parking lot located outside the 40-foot wetlands
regulated area. The Commission needs to consider whether this would actually
be a viable lot, or whether unrealistic expectations of development, including
possible appeals to ZBA for setback variances, could be created by approving a
lot with such limited building area.
If this application is approved, the Planning Dept. requests no additional approval
modifications other than those already noted.

Dear Mr. Chairman: _'- ' _ SOUTH WINDSOR MINN D

I am very upset that I will not be able to attend that meeting on the
Savings-Bank of Rockville application.
I am having dental work done that day, and will be in no condition
to get up and speak. But, I do not want that request passed.
Thought you should know, I bit into a Keebler cookie with foreign
material in it, and broke off two front teeth. It is being corrected
but has taken more time than I thought it would. In order to complete
the work with Dr. Grilli, I have to have a tooth pulled by a Dr.
Peracchio, DMD in- that afternoon. So, do-not think
I will feel much like complaining about what I consider a wrong
effort on the part of the Savings Bank of Rockville.
This is personal, but my absence-is not my choice.
Very truly yours,

Dear Mr. Chairman:
Once again I will be unable to attend the meeting in the Madden Room
for the Public Hearing on Appl oo-24P, Savings Bank of Rockville
for the resubdivision to create a one building lot on the north side of
Deming St. Please read the following:
I am against the resubdivision of that property. It adjoins or abuts my
property at 50 Deming St. I have been in that house since 1956 and
have seen most of the building of the houses on the south side of the
street. There are pipes and drainage lines diverted toward the pond that
is (on the north side) land that was determined as wetlands, and in
no way should there be a building lot allowed. Where are they going to
put the wetland? All the years I have been here, all surface water has
been directed to that culvert, and consequently making building there
an impossibility. I thought the agreement with the Zoning Board when
Savings Bank of Rockville was given permission to build on that corner
of Ellington and Clark ST., that the wetlands would be left alone.
INIM Elizabeth Molloy

feel the wetlands that were suppose to be set aside are diminishing.
Why? That is a very beautiful area that is going to be destroyed by
a resubdivision to create one building lot. It would ruin the beauty
of the area and I am against it.

Re: App100-24P, Savings Bank of Rockville
Dear Mr. Jeamel:
We regret to inform you that the Planning and Zoning Commission at its November 21,
2000, meeting denied your request for resubdivision to create one building lot on the
north side of Deming St., east of Clark St, RC zone.
The application was denied for the following reasons:
1. The potential for a viable building lot outside of regulated wetlands is minimal
due to extensive regulated wetlands;
2. the only location for a driveway is poor ;
3. traffic safety due to the inadequate driveway location;
If you have any questions, please call the Planning Department at 644-2511, ext. 253.
