For a more detailed description of agricultural land use curve numbers refer to
National Engineering Handbook, Section 4, Hydrology, Chapter 9, Aug. 1972.
t/ Good cover is protected from grazing and litter and brush cover soil.
s/ Curve numbers are computed assuming the runoff from the house and driveway
is directed towards the street vith a minimum of roof vater directed to laves
where additional infiltration could occur.
1/ The remaining pervious areas (lavn) are considered to be in good pasture condition
for these curve numbers.
!/ In some varmer climates of the country a curve number of 95 maty be used.

APPLICATION OF RICHARD S. KELLEY AND
THE STOP& SHOP SUPERMARKET COMPANY
TOWN CENTER
ELLINGTON ROAD AND BUCKLAND ROAD
DESCRIPTION OF PROPOSED REGULATED ACTIVITY
This application seeks approval of three different areas of work in conjunction with the
Town Center project, located at the southwest corner of Ellington Road and Buckland Road:
1. The existing stormwater detention basin, which includes man-made wetlands, will be
expanded from 0.55 acres (24,000 s.f.)to 0.69 acres (30,090 s.f.). This will create 0.148
acres (6,450 s.f.) of new wetlands. In the process of doing this work, approximately 0.03
acres (1,300 s.f.) of wetlands within the basin will be disturbed, and approximately 0.35
acres (15,300 s.f.) of area outside of the wetlands, but within 40 feet of the wetlands, will
be disturbed.
2. A new stormwater drainage pipe will be installed around the rear of the Town Center to
convey stormwater to the detention basin. In the process of doing this work,
approximately 0.10 acres (4,357 s.f.) of area outside of the wetlands, but within 40 feet of
the wetlands, will be disturbed.
3. Certain improvements will be made within the existing right-of-way ri ht-of-wa of Buckland Road to
P
accommodate a new traffic signal at the entrance to Terry Office Park, which is near the
Plum Gulley watercourse. In the process of doing this work, approximately 0.52 acres
(22,560 s.f.) of area outside of the watercourse, but within 80 feet of the watercourse, will
' be disturbed.
Details of the proposed work are shown on the plan set included with this application.
This application also seeks certification of a conservation plan for the Town Center
project pursuant to Zoning Regulations section 8.1.7. Details of the proposed soil erosion
prevention and sedimentation control plans are outlined in the plan set included with this
application.

1.0 - SUMMARY
The drainage study was completed to assess the pre- and post-development runoff
rates for the proposed development for the 2-year, 10-year, 25-year and the 100-year
storm events. In addition a capacity analysis was completed for the drainage
infrastructure to evaluate operation during the 25-year storm event. Lastly, Best
Management Practices were developed to formulate a plan that assures stormwater
quality both during and after construction. The following summarizes the findings from
the study.
1.1 - Pre- and Post-Development Flow Comparison:
The pre and post-development wa
tershed areas have been analyzed at the point of
discharge. Subcatchment areas were varied between pre- and post-development
conditions to reflect the actual drainage patterns while the overall watershed area
analyzed remained constant. Table 1 compares pre and post-development peak runoff
rates during all storm events analyzed for each watershed. As detailed in table 1 there
is a minor reduction in the post-development runoff rate from the pre-development
condition which is attributed to an increase in detention volume provided to mitigate the
increased flows resulting from the development.
1.2 - Structure Analysis
The drainage pipes were analyzed for inlet and outlet control for the 25-year storm
event. In addition, the drainage system was analyzed using a conservative tailwater
condition of the peak detention pond elevation for the design storm event. As depicted
in the structure analysis section of this report, the drainage system is anticipated to
operate without ponding and flooding during the 25-year design storm event.
1.3 - Best Management Practices
Best Management Practices have been incorporated into the drainage design which
provide for temporary erosion control measures during the construction process,
permanent erosion control measures after construction is complete and stormwater
treatment devices. Temporary measures are fully depicted in the site plans on the
detail sheet entitled "Erosion Control Notes & Details". Temporary measures include silt
fence barriers, inlet protection barriers in each of the catchbasins during construction
until the site has been stabilized and provisions for stabilization of inactive areas.
Permanent erosion control measures include turf establishment on all disturbed areas
which have not been paved. Stormwater treatment devices will consist of 4 foot sumps
and hoods in all proposed catchbasins and a Vortechnics treatment unit to treat storm
water runoff from the supermarket loading area. Stormwater will be further treated in an
on-site vegetated stormwater detention basin prior to being released off-site.

5.0 - POST-DEVELOPMENT CONDITION
The post-development condition is characterized by three (3) watershed areas similar to
the pre-development condition. The post-development analysis will allow for a direct
comparison between the pre- and post-development peak runoff rates to assess the
impact of the project. Areas that are identified as reserve parking were considered
impervious for the post development condition. Watershed areas are depicted upon the
attached plan entitled 'Post-Development Watershed Plan".
Table 4 summarizes the characteristics of the three (3) post-development watershed
areas. Table 5 summarizes the peak runoff rates for the 2-year, 10-year, 25-year and
100-year storm events for each watershed area. The Appendix to this drainage study
fully documents the computations for these peak runoff rates.

6.0 - STRUCTURE ANALYSIS
The drainage pipes were analyzed for capacity using the 25-year, type III storm event.
A separate model depicting subcatchment areas for each of the catchbasins was
created. For purposes of this study a tail water condition of the peak pond elevation
was assumed for the outlet pipes. The drainage system is anticipated to operate
without ponding or flooding on site during the 25-year storm event.
Table 6 summarizes the subcatchment area characteristics and the peak runoff rate
expected for all structures during the 25-year storm. Table 7 details the results of the
capacity analysis for individual catchbasins and associated drainline.

7.0 - BEST MANAGEMENT PRACTICES
Best management practices for this project include temporary erosion control measures,
permanent erosion control measures and pollution control devices. Temporary erosion
control measures, which will be enacted during construction, are fully detailed on the
Site Plans in the detail sheet entitled "Erosion Control Notes and Details" and numbered
as Sheet C-10. These measures include construction sequencing, inlet baskets, silt
fences, and provisions for stabilization of inactive areas. Permanent erosion control
measures include turf establishment or pavement of all disturbed areas. Pollution
control devices include 4' foot sumps and outlet hoods in all proposed catchbasins.
Sumps are provided to capture sediments from stormwater runoff and outlet hoods will
contain floatable contaminants including oils, grease, and trash within the catchbasin.
Additionally, a Vortechnic stormwater treatment unit will be provided at the rear of the
supermarket to treat stormwater runoff from the supermarket loading area.
Runoff from the closed drainage system is run through a stormwater detention basin
which is vegetated. This structure further removes contaminates in the runoff prior to
off-site discharge.

RE: Stop & Shop-Town Center
Route 30 at Buckland Road
South Windsor,CT
Our File: 00104
Mr. Cody:
Pursuant to your request our office has reviewed the Report of Findings—Traffic Impacts
prepared by F.Andrew Wolfe,Ph.D.,P.E. and presented to the South Windsor Planning and
Zoning Commission on July 25,2000.
Traffic Concerns
A. Queuing
General Response- It is certainly true that the anticipated queue lengths at several locations
will be increased over the existing conditions. The introduction of additional traffic volumes
requires this. The queuing analysis provided in the report is based on the AusiQ method as
revised by Mr. John Vivari of ConnDOT. This revised AusiQ method calculates the back of
Queue and then doubles that queue to ensure that the provided storage length is capable of
accommodating 95%of the peak hour queues at that intersection. This is indeed a very
conservative analysis. Based on this very conservative analysis, and based on our experience,it
is our opinion that the anticipated increase in queues is not significant and can be accommodated
on the existing roadway network.
Ellington Road& Clark Road- It is true that the queues will increase for the northbound
approach under combined traffic volume conditions. However, the queues will be significantly
reduced when compared with the background conditions under stop sign control. Although the
applicant is not proposing signalization at this location, the DOT is,the provision of that signal
greatly enhances both operations and queuing conditions.
Ellington Road& Site Drive- The queues identified by Mr.Wolfe as being too long at this
location are queues internal to the site. The distance from the stop bar to the Summerville
driveway is approximately 225 feet. The queuing analysis indicates that the queue during the
peak hour will extend a distance of 204 feet. Assuming that the right turn lane and left turn lane
queues will overlap occasionally it is possible for the combined queue to extend to or passed the
Summerville Driveway. Such occasions would be infrequent and not of a significantly long
duration. Emergency vehicles typically employ sirens and flashing lights to advise motorists of
an emergency. Should a queue exist at such a time it is likely that motorists would yield the right
of way.

Mr. Tom Cody
August 15, 2000
Page 2
Ellington Road&Buckland Road- There are five instances where the anticipated queue
decreases at this intersection during the Saturday peak hour. The anticipated decreases are less
than two vehicles in each instance. This decrease in anticipated queues is due to changes in the
signal timing, which provides additional time to the northbound, eastbound and westbound
approaches.
Sullivan Road&Route 74- The Sullivan Avenue northbound approach to Route 74 provides
two travel lanes from the intersection of Buckland Road and Oakland Street north. The 500-foot
storage length capacity was included in the Table to indicate that there is significant available
capacity. The storage length greatly exceeds the anticipated right turn queue. The trough queue
will not impede right turn traffic from executing a turn.
B. Unsignalized Intersection Queuing
An analysis of the unsignalized intersection queuing was provided to the Town in our response
dated July 22, 2000. This analysis was based on the two times the"two minute arrival rate"as
suggested by the Town's consultant. The analysis indicates that queues will be increased by three
vehicles or less at each location with the following exceptions.
CVS Driveway at Buckland Road- The queues on the site driveway are anticipated to increase
by four vehicles during the p.m.peak hour and three vehicles during the Saturday peak hour. In
our opinion, this analysis method is not applicable to this location since all movements at this
location are right turns, which operate at a LOS C with less than 20 seconds of delay per vehicle,
during peak hours.
Terry Office Park at Buckland Road- This intersection is proposed to be signalized under
combined traffic volume conditions.
Town Center Driveway at Terry Office Park Driveway- The anticipated queue on the Town
Center Driveway is anticipated to increase by eight during the Saturday peak hour and by ten
during the p.m.peak hour utilizing the two time the two minute arrival rate. The intersection is
anticipated to operate at a LOS A or B during peak hours with an average vehicular delay of 10
seconds or less on the Town Center Driveway approach. It is therefore our opinion that the
anticipated queues at this location will be significantly less than those predicted by the two times
two minute approach rate methodology. However,if the queue were to extend to the anticipated
length of 16 vehicles, the queue would block the service drive around the rear of the building,
which is used infrequently during peak hours.
C. Additional Intersections Impacted
The assertion that the study should have been expanded to include capacity analysis at all
locations with an increase in traffic of 100 vehicles is incorrect. The DOT policy is that capacity
analysis should be submitted for all locations that have an increase of 200 trips during the peak
hour. The DOT requests that turning movement diagrams be submitted for all intersections
where the increase in traffic is 100 vehicles during the peak hour. After a review of that
information they may request additional intersections be included in the study.
Mr. Tom Cody
August 15, 2000
Page 3
The Town's consultant has requested that an additional three intersections be added to the study
and those intersections were included in our analysis presented on July 22,2000.
D. SYNCHRO Analysis
The analysis and opinions presented in the report are based upon the LOS results as derived from
the Highway Capacity Manual(HCM)analysis. The SYNCHRO results have been presented to
demonstrate that the intersection levels of service within the study are can be improved over those
calculated by use of the HCM software. Calibration of the SYNCHRO model was not completed
as part of this study nor is it required for the limited purposes for which the model was used.
Site Concerns
A. Buckland Road& Site Driveway Intersection
This is an existing site driveway, which currently allows entering right and left turn movements
and exiting right turn movements. The current proposal is to maintain this driveway in its current
configuration. It is our opinion that right turn movements do not present a significant disruption
to traffic flow or safety. Northbound left turn movements are provided with an exclusive left turn
lane, which is in place to serve the intersection of Buckland Road and Ellington Road. The left
turn lane is adequate to accommodate two vehicles at the existing site driveway.
B. Truck Route
A truck route has been identified on the proposed site plans by way of proposed signing. A
"Truck Route Plan"has not been provided. Trucks servicing the proposed Stop&Shop are to
enter from Ellington Road and pass to the south of the existing office buildings fronting to
Ellington Road. Trucks will then turn south and pass to the west of the existing CVS to the rear
of the proposed Stop&Shop. After unloading the trucks will continue around the rear of the
building and exit to Ellington Road. Trucks servicing the existing retail establishments will enter
from Ellington Road and can either follow the above described route or can choose to
circumnavigate the building in a counter clockwise direction and exit to Ellington Road. The
pavement widths to the rear of the building have been designed to accommodate two-way truck
traffic.
The proposed Stop&Shop supermarket anticipates approximately 6 to 8 tractor-trailer trucks and
25 to 30 vendor delivery trucks per day. There are five proposed loading docks, which is more
than adequate to accommodate the anticipated 8 deliveries per day. Smaller vendor trucks
typically do not utilize the loading docks.
Mr. Tom Cody
August 15,2000
Page 4
C. Pedestrian Walkways
An extensive network of sidewalks has been provided on site. The applicant is committed to
working with the Town staff and adjacent property owners to develop a plan to connect to
adjacent properties and provide an integrated network of sidewalks.
Other Concerns
Intersection of Ellington Road and Buckland Road
Mr.Wolfe is correct in noting that the southbound left turns from Ellington Road to Oakland
Street will see an increase in delay as a result of a reallocation of time at the intersection. The
intersection, overall, will operate at virtually the same LOS and average vehicular delay under the
combined traffic volume conditions as under the background traffic volume conditions.
Conclusions
The traffic impact report has been submitted to the Town and the Department of Transportation
for review. The report has been prepared utilizing recognized and accepted procedures and
methodologies. I have every confidence that this report will be found acceptable to the Town of
South Windsor Engineering Department, its consultant and the Connecticut Department of
Transportation. As always we will be happy to respond to any requests for additional information
from those agencies.
We trust that this information adequately address all of the comments included in Mr. Wolfe's
report. If additional information is required, please feel free to contact our office.

REVIEW OF DATA SUMBITTED
STC NO. STC No. 132-0007-01

COMMENTS
Buckland Road at Terry Office Park Drive:
1. It appears from the data submitted that a traffic signal is warranted at the intersection. This driveway
is owned by others. Please provide documentation indicating that the owner has no objection to
signalization and the proposed widening on the site drive. The town may require an easement for
maintenance of traffic signal appurtenances on private property. The signal should also be included
in the signal system on Buckland Road.
2. It is unclear whether a raised island is proposed on Buckland Road, north of the Terry Office Park
Drive. Due to the speeds, a painted island is preferred.
3. The easterly drive to First Federal Bank/DeWolfe Real Estate/etc. is limited to entering only vehicles.
Signing should be installed to discourage wrong-way maneuvers.
Buckland Road at Site Drive(CVS Drive):
4. The submitted report indicates that the number of left turns into the site will nearly double during the
Saturday peak hour. The existing striping provides enough stacking room outside the through lanes
for only a few vehicles. Additional stacking should be provided for left-turns. Please provide plans.
5. Numerous motorists have been observed make illegal left turns from this drive. The proposed
parking layout is such that motorists may be tempted to turn left from the drive. It is recommended
that this drive be limited to entering traffic only. Please provide plans illustrating the required signing
and removal of the raised island.
Route 194 at Route 30 and Buckland Road:
6. Currently, the eastbound left-turning traffic spills out in the adjacent through lane because the turning
lane is too short. The site will be adding more turning vehicles to this movement. Plans should be
submitted illustrating at least a 500-foot long turning lane. It appears that this could be accomplished
by re-striping Route 30.
Route 30 at Site Drive:
7. Although there is reserve capacity at the intersection, the signal would operate more efficiently if it
were disconnected from the system and operate full actuated at all times.

RE: STOP AND SHOP REVIEW
TOWN CENTER
SOUTH WINDSOR, CONNECTICUT
Dear Ms. Banach:
We have reviewed the various items submitted for the subject project, including
the site plan revised to June 23, 2000, the traffic impact report revised to July 10,
2000, and the follow-up data dated July 22, 2000.
We offer the following comments relative to our review:
1. The traffic study was conducted utilizing recognized and accepted procedures
and methodologies.
2. The estimated trip generation was derived utilizing recognized data and
procedures.
3. The trip distributions are consistent with what we would expect given the
nature of the development and its location with respect to the surrounding
roadway network.
4. The analyses include weekday PM and Saturday midday peak analyses that
are consistent with the peaks typically evaluated for retail developments.
5. The study area has now been expanded to include all major intersections
from Ellington Road at Governor's Highway (i.e., to the west) to Oakland
Road at Foster Street/Slater Road (i.e., to the east), and from Buckland Road
at Deming Street/Deming Road (i.e., to the south) to Sullivan Avenue at Sand
Hill Road (i.e., to the north).
2
6. A growth factor of 1 percent per year was utilized to expand 1999 count data
to 2000 when it is anticipated the store will be open for use, for a total
expansion of only 1 percent. This 1 percent growth factor may not be realistic
since such would not include major known developments such as the new
Target and Lowe's stores in Manchester. In addition, a year-of-opening of
2000 is not realistic since the subject development will not be in place, at
best, until 2001. However, although as much as a 20 percent by-pass credit
is allowed for major traffic generators, no credit was taken in the analyses,
thereby representing a high-side estimate. Therefore, although the
application of an additional 4 to 5 percent growth factor appears warranted,
such was apparently offset by not electing to take the allowed pass-by credit.
7. A review of the capacity analyses shows that all intersections will operate at
acceptable levels of service ranging from overall LOS A to LOS C, with the
exception of Ellington Road at Buckland Road which will continue to operate
at overall LOS D during the PM peak.
8. The revised signalized intersection queuing analyses now have the available
storage capacities shown so that a comparison can be made to determine if
adequate storage exists. A review of this information shows that adequate
storage does, in fact, exist to accommodate the proposed project.
9. However, although unsignalized intersection queuing analyses have now
been provided; the available storage capacities have not been provided to
facilitate a determination on whether adequate storage exists at these
intersections.
10. The developer has complied with our recommendation in agreeing to install a
traffic control signal at the intersection of Buckland Road and Terry Office
Park drive to serve as the primary access/egress at Buckland Road. The
developer has also agreed to the provision of a five-lane section on Buckland
Road, with 12-foot lanes and 2-foot shoulders, and to transition the widened
section to and from normal section at the rate of 60-to-1 (i.e., over a distance
of 360 feet north and south of the widened section) in response to the
apparent design speed of the road (i.e., 60 miles per hour). However, the
developer continues to maintain usage of the Town Center drive on Buckland
Road in his plans and traffic report.
11. The Town Center drive at Buckland Road intersection should be closed
altogether unless efforts are made to. resolve the inherent problems with both
the pharmacy and bank properties located to the south and north,
respectively, of this drive, which if left open will result in undue congestion
and operational problems, particularly with the addition of the subject
development's traffic.
3
12. If the Town Center drive at Buckland Road intersection is kept open, the
drive should be operated as right-turn in / right-turn out only, with the
construction of a large triangular raised median to assure that the inbound
and outbound lefts are curtailed. If Town Center drive is kept open, the
bank's drive on Town Center drive should be closed, or moved west away
from its proximity to Buckland Road, and the pharmacy's drive on Town
Center drive should be closed altogether.
The foregoing represent our comments to date regarding our review.
We will be present at the public hearing for this project, scheduled for the
evening of July 25, to present our findings.
Please let us know if you have any questions or comments.

SUPERIOR COURT
THE STOP& SHOP SUPERMARKET COMPANY JUDICIAL DISTRICT OF
AND RICHARD S. KELLEY HARTFORD
VS. AT HARTFORD
PLANNING AND ZONING CONMSSION
OF THE TOWN OF SOUTH WINDSOR OCTOBER 5, 2000
APPEAL
TO THE SUPERIOR COURT FOR THE HARTFORD JUDICIAL DISTRICT TO BE
HELD AT.HARTFORD on November 7, 2000, comes The Stop & Shop Supermarket
Company of North Haven, Connecticut, and Richard S. Kelley of South Windsor,
Connecticut, appealing from the denial by the Planning and Zoning Commission of the
Town of South Windsor of a site plan application, and the plaintiffs complain and say:
1. The plaintiff Richard S. Kelley. is the owner of a parcel of land at the
southwest corner of Ellington Road and Buckland Road in South Windsor, known as the
Town Center.
2. The plaintiff Stop & Shop Supermarket Company(hereafter called Stop &
Shop) is a lessee of the Town Center property.
3. The Town Center contains 21.8 acres and has 162,465 square feet of existing
building area. The plaintiff Richard S. Kelley is the holder of an option to purchase an
additional 2.9 acres adjacent to the Town Center(collectively with the Town Center called
the "property").
4. The property is located within the Restricted Commercial (RC) zoning
i
district, which allows retail stores as a permitted use subject to site development plan
approval under section VIII of the South Windsor Zoning Regulations.
5. The defendant Planning and Zoning Commission of the Town of South
Windsor(hereafter called the Commission) is the agency empowered under Chapter 124
of the General Statutes to perform the function of a zoning commission within the town.
The Commission has the authority to approve site development plans.
6. On or about June 20, 2000 the plaintiffs, acting by their agent, filed a site plan
application with the defendant Planning and Zoning Commission for the property. The
application was for theconstruction of a 64,067 square foot retail grocery store or
t '
supermarket with a 12,504 square foot mezzanine on the property, along with other
modifications to the property resulting in about 47,435 square feet of net new building
area.
7. The plaintiffs submitted plans and other documentation for the site plan,
including information under section 9.1 of the Zoning Regulations which provides for
architectural and design review, and responded to comments and requests for additional
information by the Commission's staff and the Architectural Design Review Committee.
The site plan conformed to all specific provisions of the Zoning Regulations and the site
development plan provisions in section VIII for the proposed use of the.property.
8. A public hearing was held on the application on July 25, 2000, and was
continued to and concluded on August 15, 2000.
9. The Commission voted to deny the application on September 19, 2000.
10. The only reasons for denial were based on.aesthetics and general provisions in
t
section 9.1 in the architectural and design review section of the Zoning Regulations,
11. A legal notice of the decision was published in the Journal Inquirer, a
newspaper having circulation in South Windsor, on September 28, 2000.
12. The plaintiff Richard S. Kelley as the owner of the property and The Stop &
Shop Supermarket Company as a lessee and as an applicant to the Commission are
aggrieved under section 8-8 of the General Statutes by the denial of the application.
13. In denying the site plan application, the defendant acted illegally, arbitrarily
and in abuse of its discretion in that:
(a)the regulations for architectural and design review are only intended to be
advisory;
(b) the changes suggested by the Design Review Committee were made by the
applicant;
(c) the reasons assigned for denial of the application are not based on the
substantial evidence in the administrative record
(d) the reasons given for denial are vague and general in their terms and are not
based on noncompliance with specific existing provisions of the zoning regulations, and
provide no information to the plaintiffs on how the site plan fails to meet the regulations
and can be brought into compliance with them; tl
(e) the application conformed to all valid and specific zoning regulations;
(f) the zoning statute stating the powers of a zoning commission, section 8-2 of the
General Statutes, does not allow a municipal zoning commission to engage in architectural
review of zoning applications, and section 9.1 (IX) of the Zoning Regulations is illegal and
exceeds the Commission's statutory authority;
(g) the zoning statutes do not allow the denial of a zoning application for aesthetic
reasons;
(h) section 8-3(g) of the General Statutes, which governs site plans, allows a
zoning commission to consider only whether a building, use or structure complies with .
specific provisions in the zoning regulations, and a site plan cannot be denied for failure to
meet general nonspecific standards.
t
Wherefore, the Plaintiffs request:that:
1. The appeal be sustained.
2. The Commission be directed to approve the site plan.
