Savings Bank of Rockville T & C Permit
Temporary Banking Trailer
1. Request for a temporary & conditional permit for a banking trailer at 1645
Ellington Road, RC zone. SBR previously had an application for a full site plan
pending with this Commission and IWA/CC, for which they received IWA/CC
approval, but the PZC application was withdrawn prior to action by this
Commission.
2. The temporary trailer will be placed in a parking lot that is an integral part of
the full site design, and will be located behind the 65' front yard setback. There
will be a drive-up window on the front of the trailer, and pedestrians will enter
from the rear of the trailer. The applicant understands that the permanent
facility will need site plan approval from this Commission; and that the purpose
of including the entire facility on the plan before you is to show you how the
temporary facility fits in with the permanent facility plans.
3. WPCA concept approval for sewerage for the trailer has been secured; and the
applicant must return for final approval after PZC action. Public water is
available.
4. The applicant received full site approval from IWA/CC on May 19.
5. Parking requirements for a financial institution are one space per 250 square
feet of gross floor area plus one space per employee. The trailer is about 550
square feet, requiring three spaces for the floor area; and three employees, thus
six spaces are required. Nine spaces are proposed.
6. Parking lot lighting will be provided by construction of several of the light
poles proposed for the permanent facility.
7. Will there be a dumpster for the temporary trailer? If yes, it will need to be
screened.
8. There is no landscaping shown at this time. The original plan for the permanent
facility includes landscaping between the front parking lot and Ellington Road;
The Commission may want to request that this landscaping be installed for this
application.
If this application is approved, the Planning Dept. has no additional approval
modifications.

MEMORANDUM
TO: Marcia A. Banach, Director of Planning
FROM: Jerry C. Iazzetta, Town Engineer
Date: June 17, 1999
Re: Savings Bank of Rockville T & C — 99-41P
We have reviewed the drawings dated June 1999 for the proposed Savings Bank
of Rockville T & C and have the following comments:
1. It is our understanding that the trailer will also be for a drive thru
operation. Utilizing turning path templates for a passenger vehicle,
passenger vehicle with small trailer and a single unit truck we find that
there is not sufficient room for a single unit truck to utilize the drive thru.
WPCA has approved the temporary connection to the trailer.
