Application for a resubdivision to create 2 lots for property located on the easterly side of Buckland Road, southerly side of Manchester Town Line, GD zone. 2. Required lot size is 3 acres and required lot frontage is 200 feet and lot depth is 200 feet. The two lots being created are in excess of 9 acres each. The site plans for both lots have been designed (Target and Lowe's) and appears to meet the requirements to stand alone on these new lots, if approved. It appears that subdivision requirements have been met. 3. The lots will have cross-travel easements so that access can be made from either Buckland Road or Buckland Hills Drive. 4. This subdivision abuts the Town of Manchester, therefore a CRCOG referral was required. We have not yet received comments back from CRCOG and request that no action be taken until the report is received. 5. The applicant is not proposing work within the regulated wetlands area at with this division, therefor no IWA/CC approval is required for the resubdivision. 6. There is public water and public sewer available to the site. WPCA approval is required at the time the sites are developed. 7. The Planning and Zoning Commission has been informing Northern Hills that they would eventually need to provide an access interconnection to the properties north of their site. Northern Hills has acquiesced to the access easement and have proposed a location for the easement that is acceptable to staff. Northern Hills has proposed wording for a notation regarding the easement to be placed on their subdivision map. The notation is attached. I have scheduled an appointment with you on Thursday at 1:30 to review this (I'll have the maps to more clearly show you). One concern I have is that, in the event one of the two referenced properties (116 & 130 Buckland Road) is subdivided in the future, the easement still needs to apply to the newly-created lots(which will then have different addresses). Notice of this proposal was transmitted to Canton the Planning Division of the Capitol Region Council of Governments under the provisions of Section 8- 3(b)of the Connecticut General Statutes, as amended. East Granby East Hartford This referral involves proposed subdivision entitled Northern Hills LLC containing 35 acres being subdivided into 2 lots, which is adjacent to the Town of Manchester. East Windsor Ellington Comment: The staff of the Regional Planning Commission of the Capitol Region Council of Governments has reviewed this referral and finds no apparent conflict with regional plans and policies Enfield or the concerns of neighboring towns. Farmington It appears that these two residential lots are being subdivided off a parcel that will accommodate a Glastonbury Lowe's retail structure. The two lots will accommodate preserved wetlands and a stormwater detention Granby basin, presumably detaining runoff from the Lowe's complex. The two residential structures appear to be pre-existing,and thus do not create additional impact for the surrounding area of the Town of Hartford Manchester. This is an unusual mix of structural types on one site, and it is not clear whether the two Hebron residential units will remain functional in this context. Manchester Questions concerning this referral should be directed to Karen Berchtold. Marlborough Newington In accordance with our procedures this letter will constitute final CRCOG action on this referral. The public hearing date has been scheduled for November 9, 1999. The following comments also pertain to the Target site plan and have not been resolved: a. The 50' taper and 200' left turn lane on Buckland Road should be made larger. b. An "acceleration"lane for right turn movements out of the Buckland Road driveway should be implemented. 2. The Town line granite monuments must be preserved as they are historical stones. The drawings must reflect this. Plot Plans Sight line easement and sidewalk easement should be shown with distances and bearings. The September 29 letter indicates this is done, however we cannot find this information on sheet 8(B). It was our understanding that you would also stamp and sign the mylars for the Town of South Windsor, and then we would have the mylars printed for distribution. After we received the signed mylars back from the Town of Manchester, we attempted to obtain your stamp and signature, but your office informed us that you would be on vacation until Wednesday April 19, the date of the next preconstruction meeting. Sergeant Field has reviewed and approved the traffic signal plan for Buckland Road at the Lowes driveway, and this, we believe, resolves the only outstanding issue with the plans. To ensure that you have the latest plans for the April 19 meeting, we are enclosing 1 set of prints. We are also transmitting 1 set to the Town of Manchester and 2 sets to Konover Construction for their use at the meeting, with the understanding that the plans are not approved for construction until they are stamped and signed by both towns. Hopefully, after the meeting we can address any outstanding issues (we do not believe any exist) and obtain your approval stamp and signature on the mylars. Very truly yours, F.
