ADMIRAL MOVING& STORAGE
DRAINAGE SUMMARY-NOVEMBER 4, 1999
SUMMARY
A new building of 12,000 S.F. in size is being proposed in the Northwest corner
of the Admiral Moving and Storage Company property on Ellington Road (Route#30).
The new building is being proposed in approximately the same location as a previously
approved, but never built, building of 30,000 S.F.
In order to minimize impervious coverage and thereby reduce impact on the
existing drainage system, grass paver block units are proposed on the North and West
sides of the new building.
Originally in 1989, an analysis of the existing storm drainage system was
conducted to determine any impacts on the system with the previous proposal. A copy of
the original summary is attached for your review. It should be noted that the existing
pond elevation was re-surveyed by our office in October 1999. The water surface
elevation at that time was found to be 60.3.

DRAINAGE ANALYSIS
The overall Admiral Moving & Storage site presently drains to an existing
marmde pond southwest of the property. The runoff fram. the proposed addition
will also drain to the foond by way of existing catch basins and pipe. The
existing pond has no formal outlet and therefore functions as a retention pond.
The soils in e area of the pond are the "Windsor" variety (WvA-Windsor
loamy fine sand 0- % slopes) . Windsor soils are very rapidly permeable and
excessively drained.
In analyzing the existing pond, two distinct water surface elevations were
observed. On Oct. 18, 1988 and again in December of 1988, the field verified
elevation of the water surface taken by our office was 59.2 ft. ' The topographic
maps prepared for the Town by Quinn Associates (March, 1986) show a water surface
elevation of 63.4 ft. Further investigation shows that the exact date of the
aerial flight by Quinn Associates was March 21, 1986.
A report of precipitation for the months of March, 1986 and October, 1988
from the National Weather Service Office in Windsor Locks, CT. showed the reason
for the discrepancy. Windsor experienced 2.27 inches of rain between
G=rr 13, 1986 and 21, 1986. However, South Windsor had no rainfall
at all from October 9, 1988 to October 18, 1988.
Our analysis of the existing pond was performed for the 2, 25, 50 & 100
year storms for the base elevation of 63.4 ft., and the 100 year storm for the
base elevation of 59.2.
Our summary of findings are as follows:

Admiral Moving and Storage Site Plan — 12/7/99
1. Request for site plan modification to add a 12,000 square foot self-storage
warehouse building at property located at 420 Ellington Road, I-291 zone.
Other site improvements proposed with this application include the drive area
around the building.
2. Proposed building height is 10 feet, 60 feet allowed. It does not appear that
this building will be visible from any street.
3. The applicant received a variance on 9/l/88 to be allowed to have up to 89.6%
impervious coverage for the additional building. They are proposing 88%
coverage; however there are additional surfaces that are planned utilizing
grass pavers that have not been calculated into impervious coverage.
4. The impervious coverage definition in the zoning regulations was enacted
prior to consideration for using pervious pavers. The current definition is:
"Any material which reduces surface storage and infiltration of water, and
increases the volume of storm water runoff, including but not limited to:
Buildings, parking areas and driveways regardless of surface material; all
walkways regardless of surface material; all equipment pads and platforms,
etc." The impervious coverage subcommittee is addressing the use of pavers
and impervious coverage restrictions, but in the meantime the commission
must make a determination whether the area with proposed grass pavers
counts toward the impervious coverage on the site.
5. There are no utilities proposed for this building. It appears that zoning
requirements have been met.
6. The applicant went to the Architecture and Design Review Committee on
12/2/99. The Committee had no comments on the application.
7. There are no regulated wetlands on site. The erosion & sediment control plan
was approved by the IWA/CC on December 1 with no bond and no unusual
approval conditions.
If this application is approved, the Planning Dept. has no additional modifications
to request.
