Re: Review of the Gerber Conference Center Facility, Kelly Road. plaits dated 1'12'99.
I have revie`ved the site plans for the proposed Gerber Conference Center Mth the Following
comments:
1. The plan should include notes detailing permanent and temporary seedL--i type_•, rates. and
dates.
2. The existing storrn%vater system consists of concrete pipes discharging to a rip-rap channel
adjacent to the highway. This channel crosses the highway and discharges directly into the
m-
Hockanum River. There is very little area available to impound stor -ater for the time
necessary to provide adequate water quality renovation. I would reco.-r lend Lhat the
existing area be examined to determine how the stormwater system car be improved to
provide more efficient pollutant removal. Sedimentation structures should be incorporated
in the plan to minimize the migration of road sands and sediment generated from storm
events. Also trap hoods should be placed on the outlets of the proposed catchbasins to
minimize migration of hydrocarbons generated from automobile traffic.
3. The detail sheet shows a grassed Swale, This structure does not appear to be present on the
plans.

SITE DEVELOPMENT -
GERBER CONFERENCE CENTER
The construction of approximately 46,960 SF of building with required access drives,
parking lot, drainage, water, sewer, gas, power, landscaping, erosion control and
miscellaneous work to complete the project.
The area of site disturbance is approximately 4.8 acres. Erosion control devices to be
installed and properly maintained as required. Refer to Erosion Control notes and the
sequence of construction as indicated on sheet number 8 of 9 on the Site Development
Plans. All catch basins located within the paved areas have trap hoods with a 4°
minimum sump. These structures will act as a sedimentation chamber to minimize the
migration of road sands and sediment generated from storm events. Also, the trap hoods
on the outlets of the catch basins will minimize migration of hydrocarbons generated
from automobile traffic.
The drainage systems are split into three small separate areas within the site and will
then connect to the existing drainage system at structure numbers 5, 12 & 10.
The total site drainage discharge to an existing 36" RCP at structure number 12 which
runs to a catch basin within the State right-of-way. This catch basin turns 90 degrees
which will act as a energy dissipator. The final outlet pipe flows north to a relatively flat
area which appears well established with grass and other plant growth. This area should
act as a natural bio-filter which will help to remove additional pollutants.
Post Construction Stormwater Management:
Control measures include catch basins with trap hoods and sumps. The owner shall be
responsible for maintaining these control devices and removing sediment and debris
from them at a minimum of once a year or as required for unusual circumstances. These
maintenance procedures will be utilized to help reduce the transmission of solids from
the site. Other procedures include, but are not limited to, sweeping of parking areas and
the proper use of fertilizers.
All disturbed areas will be stabilized with grass, landscaping or pavement. As a result,
the proposed vegetative cover and pavement should be sufficient to control erosion&
sedimentation, if properly maintained.

GERBER SITE PLAN 2-16-99
1. Request for site plan approval for a new 47,000 sq ft building on Lot*at
Gerber's existing site on Gerber Road West, I zone. Lot size is 12 acres, V2 acre
required. Proposed impervious coverage is 23%; 65% allowed . Proposed
building height is 37.5 feet, 40 feet allowed.
2. Public water & sewer are provided. Water Pollution Control Authority approval
is required.
3. There are no regulated wetlands on the site. This application is pending with
IWA/CC for conservation plan approval.
4. The entire Gerber complex currently has 609 existing parking spaces; the new
construction will rearrange some of the existing parking, with an end result of
63 5 spaces for the complex after construction. STC review is required, since the
site has an existing STC permit.
5. There is a 50' buffer requirement on Lot 4 where the I zone abuts the A-20 zone

GERBER SITE PLAN 2-16-99
1. Request for site plan approval for a new 47,000 sq ft building on Lot 4 at
Gerber's existing site on Gerber Road West, I zone. Lot size is 18 acres, V2 acre
required. Proposed impervious coverage is 23%; 65% allowed . Proposed
building height is 37.5 feet, 40 feet allowed.
2. Public water & sewer are provided. Water Pollution Control Authority approval
is required.
3. There are no regulated wetlands on the site. This application is pending with

5. There is a 50' buffer requirement on Lot 4 where the I zone abuts the A-20 zone
along Kelly Road and Gerber Road West. There is a buffer of mature pines
along both Kelly Road and GerberRoad West. Staff suggest that Gerber
consider adding a second row of new small pines behind the existing row on
Kelly Road, in anticipation of future trimming and attrition as the mature pines
age. The Director of Public Works has indicated that the close proximity of the
existing pines to Kelly Road results in the need for trimming or possible
removal due to the wintertime roadway icing resulting from the shade of the
mature trees. Public works staff suggests that new trees be planted 80-100'
away from Kelly Road so this problem does not recur.
6. ADRC reviewed this plan on February 4 and was completely satisfied with the
design and landscaping.
