L.S . ) DAT November, 1987 E MEMORANDUM August 26, 1992 TO: Marcia A. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Enginee RE: East Hartford Sand & Gravel We have reviewed the drawings dated August 14, 1992 for the proposed East Hartford Sand & Gravel project and have the following comments: 1 . The proposal is to drain all of the storm water from Phases 4 to 7 into the pond on K. F. Brick's property. This pond has no outlet and is lined with clay, making it a "retention basin" . Please have applicant supply a drainage study showing pre and post development flows, capacity of pond etc. 2 . Test pits are shown on plans, but no test pit information given. Please have applicant provide that information. 3 . There seems to be an error in calculation of the areas for each phase. Please have applicant verify. 4. A "Temp. Culvert" is shown in Phase 4. When will this be installed as the drainage ditches are to be constructed as excavation progresses (Excavation Sequence Note #5) . Also how long will this be in place? 5. Drainage ditches - a more detailed plan of construction is required - the note "Construct Drainage Ditch As Excavation Progresses" is not sufficient. 6 . The plan submitted shows final grading when all phases are complete. A Phase by Phase grading plan should be submitted. It is recommended that this be submitted only if this application is approved. 7 . The detail "General Site Restoration" seems to conflict with other details - i.e. 20" min. sand is shown under 4" topsoil and other details show 4" topsoil over native soil. 8 . A siltation berm may be appropriate as a temporary sedimentation control measure. The Engineering Division cannot make a recommendation on this proposal until the above comments have been addressed. The following items including a copy of a letter sent to Jerry Iazzetta should clarify our responses to questions brought up during these discussions. 1 . John Ianni has provided information and his opinion regarding the value of the wetlands area proposed to be disturbed. 2. The existing access drive through property owned by K-F Erick is composed essentially of stone dust, crushed brick and gravel . This access drive is entirely located on the K-F Brick Property and as such, the applicant has no control over the maintenance or layout of this drive. Whereas K-F Brick primarily uses the drive to haul clay fron an active pit, it is estimated that East Hartford Sand and Gravel will have on average 3 truckloads a day. It is important to note that the proposed access through the site as shown on the plans is not permanent . 3. Note #1 under the typical excavation sequence addresses the field delineation from limits of clearing. 4. The applicant has indicated that all stumps will be chipped and used for mulching, etc. Please feel free to contact our office should you have any questions or require any additional information. September 30, 1992 civil engineers • planners • .surveyors ■ Mr. Jerry Iazzetta, Town Engineer South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Jerry, Re: East Hartford Sand & Gravel (Phases 4-7) Project No. 86-119 This letter is to follow up on our discussion of September 22, 1992 pertaining to site drainage for this. project. The following information should address any concerns you may have regarding pre and post development flows for the area. Under existing conditions, drainage for this site discharges via an existing drainage swale to an active clay pit on the K-F Brick property to the southeast. The estimated runoff of this area for a 100-year storm event is estimated to be 2.7 CFS for existing conditions and 21 .8 CFS for proposed conditions. The active clay pit to which the site is draining is approximately 27 acres in area and 25 feet deep as of this date. The pit has no outlet and is therefore a "retention area" with a potential to store over 29,000,000 cubic feet of. runoff. When considering the runoff from a 100 year storm event from our site, this amounts to an increase of less than 1/2 inch in water elevation. Since the clay pit is active and will continue to grow in the future, the effects on water surface elevation from our site will lessen with time. Based on these observatins, any increase in runoff due to the proposed activity on the site is insignificant when considering the growth of the clay pit and rate of evaporation over such a large area. Our research has found that the 'average annual pond and lake evaporation value for this area of the United State as published by the National Weather Service is approximately 25-50 inches per year. (See attachment from National Weather Service) . Please feel free to contact our office should you have any further questions regarding this issue. Sincerely yours, RECEIVED Kf1tAr vault, P.E. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town EngineA2- RE: East Hartford Sand & Gravel - We have reviewed the revised drawings for the proposed East Hartford Sand and Gravel site plan dated 9-29-92 and Mr. R. Arsenault's letter of September 30, 1992 and have the following comments: 1 . If this site plan is approved, it is recommended that a phase by phase grading plan be submitted, reviewed and approved. This plan should clearly show limits of clearing. 2 . Mr. Arsenault's letter addresses my comment concerning "zero increase in runoff" and the proposed usage of the clay pit on K-F Brick property for runoff from this site. There is an increase in runoff of from 8 .7 cfs to 21.8 cfs during a 100 year storm. This is being channeled into a retention area large enough for the runoff and would normally not be a concern. However, as this retention area is not on the applicant's property, a concern arises as to the possibility of this access and usage being terminated by K-F Brick. If the applicant can show perpetual usage permission given by K-F Brick, this concern would be eliminated. If not, then provisions should be made for retention/detention of this storm water on the applicants property. k1' (n altNF l-``LJ b'.gC-e vk .E- .. .. fi[ma's'`_ rl y,', -..- ,`)r<. r FE. k/V-4- 4 - / l`✓< i.FJ_ 7.+t `.•! ;! f--..( ALL( l.,tP i f,'r,1 ':b•`j JCl/jsv cc: John McCahill, Zoning/Wetlands Enforcement Officer Michael J. IWA/CC is also requiring a $10,000 erosion and sediment control bond, which will cover restabilization upon completion of each phase of excavation . 5 . As excavation of the site progresses eastward, clearing of the trees on the site has been proceeding. The current tree line is located basically east of Phases 4 and 6 . The IWA/CC had considered requiring the applicant to replant tree seedlings upon stabilized phases. However, reports from the soil scientist indicated that the excavated areas were likely to become inland wetlands areas because of the proximity of excavation to the groundwater y t surface. Therefore, tree planting was inadvisable, and the areas should be allowed to undergo natural succession instead. 6 . Banach, Director of Planning DATE: November 10, 1992 RE: Appl. #92-34P, East. Hartford Sand & Gravel Bond Attached is a memorandum from the Engineering Department regarding bonding for erosion control for East Hartford Sand & Gravel. When the Town Engineer did the actual calculations, the bond amount far exceeded the original estimate, which I noted at the public hearing would be around $20,000.00 . Our initial estimate was also more in line with past bonding practice for this particular operation (the previous 3 phases had a total $5,000 .00 bond) . Therefore, after discussion with Jerry Iazzetta, and John McCahill, Zoning/Wetlands Enforcement Officer, we all agree that a bond of 10% of the actual estimate would be reasonable. The applicant has a good track record with previous phases . The permit itself is only for two years, with renewal required. The two-year permit provides good site protection. Please note, however, that the attached bond estimate provides a realistic estimate of total stabilization costs for any sand and gravel operation. In the event that new sand and gravel operations are undertaken in the future, the bond estimates will most likely be within this order of magnitude.
