The runoff from the site goes into the "Brickyard Pond" and then down Bancroft Brook. It appears the siltation into a watercourse is contained . I realize that this type of operation works on an as needed, supply and demand routine . My concerns would include the seeding, as shown, and that there will be no traffic to Strong Road. Gantick, Director of Public Works FROM: A. Bowen Davies, Deputy Town Engineer RE: Activity on _7Q2-704 Strong Road Eas Hartford Saner-&- During the past month or so, there has been a number of complaints from residents regarding activity at the above mentioned site; from tree cutting to the most recent, a backhoe. There was an approval of a gravel excavation recently and part of their presentation included that there would be no access to this site from their frontage on Strong Road-. I have no reason to doubt this, but about the same time they commenced cutting down trees and hauling then out to Strong Road, which generated complaints . I called Marlo Butts, DEP, with respect to any violation. Clear cutting or piping a watercourse for a roadway would require a permit. This was a selective, saw log harvesting operation, no violation. After the complaint about the arrival of the backhoe on 5/4/88, I walked into the site, beyond the ponds, observed wetland flagging but no earthwork. I called the owner, talked with a knowledgeable young lady that was aware of the concerns and said that they are proposing a single family home about 900 feet from Strong Road and the backhoe is for test holes for a plan being prepared by Design Professionals .
