B. PERMANENT VEGETATIVE COVER (PV)
1. DEFINITION
Establishment of permanent vegetative cover on exposed soils where
perennial vegetation is needed for long term protection.
2. PURPOSE
To permanently stabilize the soil , to reduce damages from sediment
and runoff and to enhance the environment.
3. APPLICABILITY
On exposed soils that have a potential for producing sediment and
causing on or off-site damages.
4. PLANNING CONSIDERATIONS
Provisions shall be made for surface and subsurface drainage, as
needed, and for disposal of runoff without causing erosion. Facili-
ties may include diversions, grade stabilization structures, stream-
bank stabilization or waterways. Consider establishing permanent
seeding in stages. For example, establish vegetation on cut or fill
slopes every 15 feet vertically or 30 feet horizontally.
5. INSTALLATION REQUIREMENTS
a. Site Preparation
Grade as needed and feasible to permit the use of conventional
equipment for seedbed preparation, seeding, mulch application
and anchoring, and maintenance. All grading should be done in
accordance with the measure for Land Grading (page 7-17).
b. Seedbed Preparation
(1) Apply limestone and fertilizer according to soil tests such
as those offered by the University of Connecticut Soil
Testing Laboratory. Soil sample mailers are available from
the local Cooperative Extension Service Office. If soil
testing is not feasible on smaT1 or variable sites, or
where timing is critical , fertilizer may be applied at the
rate of 300 pounds per acre or 7.5 pounds per 1,000 square
feet using 10-10-10 or equivalent. In addition, 300 pounds
of 38-0-0 per acre or equivalent of slow release nitrogen
may be used for topdressing. Apply ground limestone
(equivalent to 50 percent calcium plus magnesium oxide) as
follows:
Soil Texture Tons/Ac. Lbs/1000 sq. ft.
Clay, clay loam and high 4 180
organic soil
Sandy loam, loam, silt loam 3 135
Loamy sand, sand 2 90
6-5
Refer to county soil survey report for soil textures at the
site.
(2) Work lime and fertilizer into the soil as nearly as
practical to a depth of 4 inches with a disc, spring tooth
harrow or other suitable equipment. The final harrowing or
discing operation should be on the general contour.
Continue tillage until a reasonably uniform, fine seedbed
is prepared. All but clay or silty soils and coarse sands
should be rolled to firm the seedbed wherever feasible.
(3) Remove from the surface all stones two inches or larger in
any dimension. Remove all other debris, such as wire,
cable, tree roots, pieces of concrete, clods, lumps or
other unsuitable material .
(4) Inspect seedbed just before seeding. If traffic has left
the soil compacted, the area must be retilled and firmed as
above.
C. Seeding Dates
Spring seedings usually give the best results. Spring seedings
of all seed mixes with legumes is recommended, however late
summer seedings prior to September 15 can be made. When crown
vetch is seeded in late summer at least 35 percent of the seed
should be hard seed (unscarified). The recommended seeding
dates are:
April 15 through June 15
August 15 through September 15
With the exception of crown vetch, the final seeding date may be
extended 15 days in the coastal towns of New London, Middlesex,
New Haven and Fairfield counties.
d. Seeding
(1) Select a mixture from Figures 6-2 or 6-3 or use mixture
recommended by the Soil Conservation Service. Inoculate
all legume seed with the correct type and amount of
inoculant.
(2) Apply seed uniformly by hand, cyclone seeder, drill ,
cultipacker type seeder or hydroseeder (slurry including
seed and fertilizer). Normal seeding depth is from 1/4 to
1/2 inch. Hydroseedings which are mulched may be left on
soil surface.
(3) Where feasible, except where either a cultipacker type
seeder or hydroseeder is used, the seedbed should be firmed
following seeding operations with a roller, or light drag.
Seeding operations should be on the contour.
6-6 - (Revised 2/14/86)
(4) Frost crack seeding is an effective way to plant grass seed
during late winter or early spring. Suitable weather
conditions are freezing nights and thawing days with little
or no snow cover that works the seed into the soil for good
contact. This method is most effective on areas that have
a seedbed prepared, or areas that have been disturbed but
where topsoil exists and vegetation has not been
established. Frost crack seeding can be used to reseed or
overseed an area already seeded, but where the catch was
poor. The existing plants can remain undamaged by
mechanical raking, while the frost works the seed into the
soil in bare areas.
This method works particularly well with legumes, such as
crown vetch and flat pea, which have a hard seed coat. The
natural freezing action breaks down the seed coat to allow
for germination.
Seeding rates must be increased 10 percent when using frost
crack seeding.
(5) Hydraulic application (hydroseeding) , is a suitable method
for use on critical areas. When hydroseeding, a seedbed is
prepared in the conventional way or by hand raking to
loosen and smooth the soil and to remove surface stones
larger than six inches in diameter. Slopes must be no
steeper than 2 to 1 (2 feet horizontally to 1 foot
vertically) . Lime and fertilizer may be applied
simultaneously with the seed. The use of fiber mulch on
critical areas is not recommended (unless it is used to
hold straw or hay). Fiber mulch does not provide adequate
seedbed protection. Better protection is gained by using
straw mulch and holding it with adhesive materials or
500 pounds per acre of wood fiber mulch. Seeding rates
must be increased 10 percent when hydroseeding.
(6) Apply mulch according to the Temporary Mulching measure
(page 7-1) .
(7) If seeding cannot be done within the seeding dates, use the
Temporary Mulching measure to protect the site and delay
seeding until the next recommended seeding period.
6. MAINTENANCE
a. Lime according to a soil test or at a minimum of every
five years using a rate of two tons per acre (100 pounds per
1,000 square feet) .
b. Where grasses predominate, fertilize according to a soil test or
broadcast biennially, 300 pounds of 10-10-10 or equivalent per
acre (7.5 pounds per 1,000 square feet) .
C. Where legumes predominate, fertilize according to a soil test or
broadcast every three years 300 pounds of 0-20-20 or equivalent
per acre (7.5 pounds per 1,000 square feet) .

RE: PLANS & SPECIFICATIONS FOR THE SEDIMENTATION SWALE AT K.F. PLANT,
EAST WINDSOR (HRP #RED-2000.WM)
Dear Mr. Miller:
Enclosed please find two (2) copies of the final Plans & Specifications for the proposed
sedimentation swale at the K.F. Plant in East Windsor, CT. Specifications are included
on the plan sheet. Following is a narrative addressing the associated regulatory, design,
construction and maintenance issues.
Regulatory Overview
Mr. Don Gonyea of CT DEP, in phone conversations with HRP in May 1998,stated that
implementation of this BMP will allow DEP to close out the Notice of Violation (NOV)
issued to Redland on March 6, 1997. According to Mr. Gonyea, Redland should
continue to monitor stormwater at the outlet from the North Settling Pond to Bancroft
Brook specified as DSN 001 in the facility's Stormwater Pollution Prevention Plan
(SPPP). DEP will continue to regulate this discharge at the location under the State's
General Permit for industrial stormwater. Mr. Gonyea noted that Ms. Julie Kiritsis of
DEP will need to review and approve the enclosed plans prior to construction and closing
of the NOV.
Mr. Jeff Folger, East Windsor Zoning and Wetlands Enforcement Officer, was contacted
regarding this project. He has requested that a set of plans be submitted to him for
review. His preliminary opinion, based on a verbal description of the proposed work,
was that Town wetland permitting would likely not be required. In HRP's opinion, no
State or federal wetland permitting is required for the project.
Genera/Description
The purpose of this project is to implement a Best Management Practice (BMP) which
will minimize sedimentation of on-site water courses from the pump-out of accumulated
water in the clay pit during wet weather. This project will include a 273 ft long drainage

swale which will carry water from the pump discharge to the South Settling Pond.
Water will discharge to an energy dissipating pool prior to entering the swale. After
flowing through the swale, water will discharge over a riprap pad at the edge of the
pond. The energy dissipating pool is designed to collect sediment and to slow pumped
velocities such that they will not cause erosion in the swale. The discharge pad will
spread and slow velocities further to prevent erosion at the edge of pond.
Design Parameters
The current pumping rate of 1800 gpm was the design flow for this project. Velocities
in the swale at this flowrate will be in the range of 1 .5-2.0 fps. The swale will be
seeded with Tall Fescue, a grass species which is used for its capability to maintain a
thick unmowed stand under a variety of soil and weather conditions and to withstand
long periods of submergence. The swale will serve to further trap sediment and also to
adsorb and metabolize other potential contaminants prior to their reaching the pond.
Complete material specifications are included on the plan sheet entitled, "Site Plan and
Details."
Maintenance
Three areas of periodic maintenance of the proposed system will most likely be
necessary. First, silt accumulation in the energy dissipating pool should be monitored
and removed as necessary. The pool will have a flat bottom lined with broken brick,
rather than riprap, to facilitate clean-out. The brick should be replace as needed after
each clean-out and care should be taken not to damage the underlying filter fabric during
such clean-out. Second, reseeding of the swale may be necessary, especially in the
first few years of operation, in order to establish a healthy permanent stand of grass.
If necessary, reseeding should be done during one of two periods: April 15 - June 15,
or August 15 - September 15. In addition, if sustained periods of dry weather are
experienced, the swale should be irrigated to preserve the vegetative cover. Lastly, the
placement of riprap in the energy dissipating pool and the discharge apron should be
monitored on an annual basis and repairs made as necessary.
Schedule
Construction of the proposed system should be completed in the Spring of 1999. Due
to the need to establish grass growth in the swale, the system should not be used until
the Spring of 2000. It is recommended that the grass be given six months of growing
season to mature before pumped water is discharged to the swale.
Our understanding is that Redland may construct this system with its own personnel and
equipment. For that purpose please find enclosed excerpts from the following
specification references cited on the plans.

Re: Earth Removal Permit
Dear Mr. Castro:
Our KF Plant has been manufacturing brick at the present location for many
years. We have been informed by the Town of South Windsor (Township) that
we have a pre-regulation quarry on our property, from which we remove clay for
the purpose of our brick manufacturing operation. Our property abuts the
property owned by Enet Y. Silvestri and Arthur V. Silvestri, Jr. and used by East
Hartford Sand and Gravel for sand and gravel removal.
On September 28, 1988, an Easement and Option Agreement (Agreement) was
signed by the Management of our KF Plant and Enet Y. Silvestri and Arthur V.
Silvestri, Jr., the owners of East Hartford Sand and Gravel. This Agreement was
prepared by our attorneys, Robinson & Cole, and filed with the Commissioner of
the Superior Court, in Hartford County, Connecticut. The original document was
recorded in the South Windsor Land Records.
This Agreement allows East Hartford Sand and Gravel to gain access to their
property through the KF property and in exchange, the Silvestri's agree to grant
KF the title to those sections of the property after they have completed their
mining operations.
East Hartford Sand and Gravel is preparing to open additional sections of
property identified in their site plan and Mr. Silvestri has been in contact with the
Township regarding the submittal of permit applications. Mr. Jeffrey Folger,
Zoning and Wetland Enforcement Officer for the Township, and Mr. Arthur
Silvestri recently met on the site to review the proposal. During this visit, Mr.
Folger noticed while looking at East Hartford Sand and Gravel's site plan that
Phase 1 and part of Phase 2 of the site plan was not stabilized at present due to
clay removal by the KF Plant. Prior to this, we were under the impression that
we were only mining on our property. We were contacted by Mr. Silvestri and on
January 20, 1999, we met with Mr. Silvestri, his attorney Lewis Wise, and the
Principals of Design Professionals, Inc., Mr. Peter R. DeMallie and Mr. Robert J.
Arsenault. On January 21, 1999, we met with Mr. Folger and Ms. Michele M. R.
Lipe, Assistant Director of Planning for the Township.
Manufacturer of quality brick products Cushwa KF Harmar
Apparently, a few years ago, the KF Plant began removing clay from Phase 1
and Phase 2 of the Silvestri's property. This occurred with the Silvestri's
knowledge after East Hartford Sand and Gravel had completed their mining
operations, but without having the title of the property conveyed from the
Silvestri's to the KF Plant. The KF Plant never applied for or received an Earth
Removal Permit from the Township.
The KF Plant intends to resolve this problem by requesting the title to Phase 1
and Phase 2 of the Silvestri's property be conveyed to the KF Plant and by
applying for an Earth Removal Permit from the Township.
I have been in contact with Dwight H. Merriam, of Robinson & Cole, and asked
him to proceed with having the title to Phase 1 and Phase 2 of the Silvestri's
property conveyed over to KF. I have also spoken with Mr. Arsenault and have
asked him to submit a proposal to us for preparing a site plan that will allow us to
apply for an Earth Removal Permit with the Township. In addition, this proposal
will include a survey of our property area, which contains additional clay
reserves.
We intend to apply for this permit as quickly as possible, pending the outcome of
the conveyance of title and acceptance of the proposal from Design
Professionals, Inc. I will alert you that it may take several months before we are
able to submit the permit application because Mr. Arsenault informed me that
they have a backlog of about 4-5 weeks of work that must be completed before
they could start any project for us.
Please contact me if you have any questions or concerns.
Sincerely,
Barry Miller

Re: App. #98-72P - Review of the proposed East Hartford Sand and Gravel site plan- Plans
dated 11/20/98.
I have reviewed the proposed plan with the following comments:
1. The boundary between phase 3 and phase 4 needs to be marked in the field. It is difficult
to determine where the boundary to Phase 3 ends. Phases 1 through 3 appear not to have
been reclaimed as per the original plan.
2. The existing access drive is unnecessarily wide where it abuts the wetlands to the north.
This access road should be reduced in width and stabilized with vegetation. Additionally
the access road should be graded to minimize runoff to the north.
3. The existing clay pit appears to have encroached upon Phase 1.
4. The seeding schedule notes that general site restoration seeding would contain annual
ryegrass. This is inadequate. The restoration seed mix should be comprised of
permanent grass and legume species adapted to droughty conditions. Irrigation should
also be supplied to maximize germination.
5. The existing temporary shelter should be moved outside of the regulated buffer.
6. The temporary soil stockpile for Phase 4 should be removed from Phase 3. This area
should be permanently restored.
7. The long-term restoration plan should include significant shrub plantings that have
wildlife habitat value.
The IWA/CC application needs to be amended to reflect the amount of disturbance in regulated
areas.

Re: Appl #98-72P -Review of the proposed conservation plan for East Hartford Sand and Gravel - John Fitch
Blvd. Plans dated 11/28/98
Site: The site is located in the Bancroft/Stoughton Brook watershed. The operation consists of removal and sale
of sand from a 45 acre site east of the Redland Brick facility. Approximately 2/3s of the site is wetlands.
Borrow activities are proposed to occur outside of the wetland boundaries. Originally, there were wetlands in
the main borrow area. The original wetland permit granted allowed for the filling in of these areas. Now the
only wetland areas border the borrow area to the north and east. The wetland limit to the north appears to have
been encroached upon by the borrow pit. I would recommend that the wetland line be relocated in the field to
determine if encroachment has occurred.
The wetlands to the east consist of a large tract of forested wetlands heading towards Strong Road. The
wetlands to the north are associated with the Bancroft Brook Corridor. The limit of the activity would occur to
the edge of the 40 regulated buffer.
The site is relatively level. Stormwater exiting the borrow site would flow into the active clay pit. The very
porous nature of the sand overburden does not channel very much runoff however, much is expected to
infiltrate.
Trees have already been cleared for phases 4 , 6 and a portion of 5. Additional tree clearing for phases 5 and 7
is proposed.
The access road that serves both the clay pit and the S&G operation is largely unimproved with no definitive
limits. A significant portion of the roadbed drains to the north. Earthern berms border the northern edges with
breaches at intervals to allow stormwater to drain off. The wetland corridor associated with Bancroft Brook is
immediately adjacent to the road and has received sediment impacts from the operations. No efforts have been
made to confine the road or stabilize the sides. There does not appear to be a stable road bed. Natural material
onsite appears to comprise the bed which can get very muddy, thereby encouraging trucks to bypass the center
of the road. This results in increased disturbance to the access road
There has been an effort by Redland Brick to control runoff in this area. Where road runoff used to pass
through breaches in the berms, rip-rap has been placed in the breaches to slow runoff exiting the roadbed.
While this will slow the velocity of the runoff and reduce the amount of the gross sediment particles entering
the system, it will not prevent the transport of fine particles. The only way this can be accomplished is to
reduce the amount of open, disturbed area.
The original application for phases 1 through 3 called for the reclamation/stabilization of these phases after
completion. By the amount of vegetation present in this area it does not appear that much was done to reclaim
the previous phases.
