The subdivision did not utilize stormwater detention because of it's location within the watershed. For this same reason, no detention is proposed for the Temple Beth Hillel proposal. The increased flows caused by the introduction of impervious surfaces have been incorporated into the drainage analysis previously done for the Beldon Road Subdivision, and the resultant flows have been routed through the existing drainage system, using as-built information on the system, to ensure that the proposed development would not have a negative impact on the present system. The only section of existing pipe that would exceed it's capacity using the Manning's Equation would be from the structure called "drainage manhole 7" to the "headwall" in the previous Beldon Road drainage study. The pipe capacity, using Manning's, is 60.0 c.f.s. The calculated flow with the proposed development of Lot#30 would be 60.35 c.f.s. through this segment of the system. However, the headwater elevation within the structure is 2.59 ft., still well within the manhole and below the invert of the flow entering the structure. The structure in question is over 12 feet deep. Therefore, the additional flow will not adversely affect this, or any section, of the drainage system. qof------- a. Folger - Zoning/Wetland Enforcement Officer Date: April 13, 1999 Re: App. #99-22P - Review of the proposed Temple Beth Hillel Synogogue -Plans dated 3/23/99. The project is to build a 15,600sgft synagogue and a parking for 102 spaces on approximately 4.9 acres. Proposed regulated activities include filling approximately 2,000sgft of wetland and 18,500 sqft of regulated area. Site: The site is located in the Podunk River watershed. The site is mostly open meadow through the center with two bands of woods on the north and south of the property. Relief on the site is flat. The historical use of the property was agricultural. The total site is comprised of approximately 4.9 acres, approximately 1.2 acres is mapped as wetlands or regulated buffer. Two areas of wetlands are present on the site, one located in southern 1/4 of the property (2600 sqft); the other located at the northwestern 1/4 of the property (15000 sqft). Land uses abutting the parcel are high density residential to the south and east, industrial to the west, and residential to the north along the north side of Governor's Highway. The wetland proposed to be disturbed would be characterized as a forested wetland pocket. The wetland occurs along the remnants of a drainage ditch that was piped in the early 90's as part of the existing residential development. Source of water to this wetland is not readily apparent, probably from a contribution of groundwater and some surface runoff. This area was disturbed during the filling of the drainage ditch and may be a remnant soil from the ditch. The values and functions are very limited due to the relatively small size and isolation to other wetland areas and lack of any apparent biological and plant community. The northwestern wetland is mostly a wet meadow that was previously maintained as an agricultural field. Evidence of disturbance due to tillage is apparent in the upper levels of the soil. This wetland extends to the west off of the property and is a part of a larger disturbed wetland. A portion of the access drive is proposed to intrude on the eastern most tip of the wetland. Main functions of this wetland would be limited groundwater recharge, nutrient and sediment trapping. Wildlife values are limited due to past disturbances, but the potential for increased wildlife value exists Impacts: Three quarters of the area of proposed disturbance is currently meadow, with the remainder associated with the wooded strips. Soils on the site include Ninigret Fine Sandy Loam 0 to 3% slope (Nn), erosion hazard is listed as low. E&S controls proposed should adequately prevent the migration of sediment offsite. The stormwater system is proposed to be addressed by utilizing the existing town stormdrain system. Sediment is proposed to be contained in a series of sedimentation structures. Catchbasins are hooded to minimize hydrocarbon migration. The forested strips do act as wildlife corridors. The southern strip will be 80%removed to accommodate the southern parking lot. The northern strip is proposed to be 50%removed. The small wetland area is proposed to be filled and graded to accommodate the southernmost parking lot. Wildlife plantings have been proposed for mitigation. "F,-Ini.Kath Y,)Hale Io:Inlimd VVLUana ComiTin Date:Q16/99 Time:1220:10 P10 I of 1 KATHRYN S.
