Iazzetta, Town Engineer DATE: August 5, 1998 RE: Cheryls Pride and Groom Site Plan 98-42P We have reviewed the drawings dated 7/2/98 for the proposed Cheryls Pride and Groom Site Plan and have the following comments: 1) The radius of the proposed driveway are not shown. The northerly radius seems to small — especially for an exiting vehicle making a right hand turn onto Hillside Drive. 2) The brook in the north west corner of the property is eroding. The drainage from the proposed site is proposed as overland flow into this area of the brook. It is recommended that the area of the brook on this property and within the Town ROW be stabilized, and a plan prepared and presented for review and approval of the Wetland Enforcement Officer and the Town Engineer. 3) It is suggested that a sign be placed at Sullivan Avenue, indicating that the driveway is a private driveway. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Engineer DATE: September 8, 1998 RE: Cheryl's Pride and Groom, Site Plan 98-42P We have reviewed the revised drawings dated August 13, 1998 for the proposed Cheryl's Pride and Groom Site Plan. The existing brook to the north of the property has eroded over time and its course has been changed. The Town would like to correct this erosion and as such will need to work on this property and will need access to the property. Therefore, if this plan is approved, we ask that as an approval condition an easement be granted to the Town for restoration of the eroded area of the brook. JCl/sfg Cheryl's Pride & Groom PH 9-8-98 1. Request for a Special Exception to Section 5.2.2.16.2 of the Zoning Regulations to allow a dog grooming business in a new 900 sq ft building on an existing lot at 930 Sullivan Avenue, GC zone. There is an existing residence on the site, which the applicant will continue to use as a residence, with the new outbuilding constructed to the rear of the existing house; and partial conversion of the garage to an office. 2. Section 5.2.2.16.2 is a subsection of Special Exception uses and indicates that any other use, building or service as determined by the Commission to be similar to the other uses permitted in the GC zone as to the type of goods sold or manufactured, or services rendered, in the number of persons or cars to be attracted to the premises, or in effect on adjacent areas, can be allowed by special exception. The GC zone permits personal service shops limited to barber shop, beauty shop, shoe repair shop, tailoring and dressmaking shops as possible comparable uses for the Commission to consider. 3. Special Exception criteria include: ♦ Traffic or other hazards will not be created; ♦ General property values will be conserved; ♦ There will be no adverse effects on existing uses in the area; ♦ The general welfare of the community will be served; ♦ There will be no adverse impacts on the capacity of present and proposed utilities, streets, drainage systems, sidewalks, and other infrastructure; and ♦ No adverse environmental impacts will be created. ♦ The Commission may impose additional conditions in accordance with these regulations in order to ensure that all criteria are satisfied. 4. The lot size is 20,000 sq ft, 15,000 required. Impervious coverage is 50%, 65% allowed. 5. The applicant received 2 variances in June, one to reduce the required buffer onv from 50 feet to 15 feet, and one to reduce the required side yard setback from "' 10 feet to 4 feet. I 'y 6. We note that this is an extremely tight site, and that vehicles exiting some of the parking spaces will have to do maneuvers to turn around and face forward. Also, staff has a concern regarding adequacy of parking during busy periods, such as Saturday morning. The applicant indicated to ZBA that the applicant I- would be pursuing use of shared parking facilities across Hillside Drive, at the XA existing office buildin . Has that been accomplished? Also, staff . }.r recommended to the site engineers that, in keeping with our standard practice of minimizing curb cuts on arterial streets, the driveway cut on Sullivan Avenue be eliminated and only the driveway entrance on Hillside Drive used; it was indicated to staff that the client was unwilling to do so. There are six parking spaces required for this use; six provided. Three parking spaces are provided for the residence; two required. 7. Public water and sewer are available. WPCA approval is required; the applicant has already met with WPCA. The applicant will need to make separate arrangements for collection of trash and recyclables generated by the commercial operation, as these items cannot be included in the residential trash disposal. How will trash disposal be handled? 8. There are regulated wetlands on this site. The IWA/CC approved this application on August 17 with a $2,000 bond and no unusual approval conditions. 9. There is normally a 50 foot buffer between a commercial zone and a residential zone. This has been reduced to 15 feet as a result of the variance. The applicant is proposing a row of arbor vitaes to supplement some existing vegetation and arbor vitaes. The regulations require that the field of view between abutting residential and commercial uses shall be obscured visually within five years' time to such an extent that activity on the abutting lot is not immediately apparent; and substantially obscured visually by the maturity of the planting. Staff would like the applicant's assurance that the buffer requirement will be satisfied by the proposed buffer planting plan. 10. ADRC reviewed this application on August 13. The Committee did not express concerns regarding the site design but did request that the applicant return with sign designs and any additional site lighting in the event any is added. If this application is approved, the Planning Dept requests no additional approval modifications other than already mentioned.
