The wetland in i northeastern property boundary and runs southeast away from the property and linlocated s p w th the Stoughton Brook. The wetlands would be classified as a forested wetland which acts as a corridor to Stoughton Brook to the south. Functions of the wetland would be flood storage, groundwater recharge, nutrient retention and sediment trapping. The site is dominated by Maple and Alder in the sapling understory is light due to a dense overstory with sedges and grasses in hummocks, and The skunkcabbage as prominent plants. The hydrology of the site appears to originate from surface runoff from across Strong Road in form of a 12" pipe crossing the road. g the Impact: The wetland boundaries as marked on the plans appear to be accurate. The erosion controls proposed for this project also appear to have been adequate for the scope of the project. The site appeared to be stable with grass established in the disturbed areas. This is based on inspections in November and early December. The installation of the parking area involved the disturbance of approximately 3000 sq. ft. of wetland buffer. The closest point of disturbance comes to the edge wetland and the farthest point being 40' away. The current land use of the property is the storage of refuse hauling equipment. The area that has been filled is being used to store refuse hoppers and trucks. Potential impacts of nutrients and contaminants from stormwater runoff could be significant depending on the amount of pre-washing done on the containers and vehicles before they are parked in this area. The submitted plans show the grading of the lot to drain to the wetland area. Functions of nutrient and contaminant retention and assimilation in the wetland and the buffer should be preserved and enhanced. It should be noted that most of the adjacent wetland area and current workable buffer for an meaningful mitigation is located on the property to the east. y cc. Thank you. C Tobacco Valley Site Plan — 9/8/98 1. Request for site plan modification for an existing operation at 38 Ident Road (southeastern corner of Ident Road and Strong Road), I zone. The proposal is to place in office trailer, approx. 60 X 24 feet on the existing pavement. Staff has one question regarding this trailer—how long is it proposed to be in use?? 2. Parking required is 56 spaces; 64 spaces provided. This proposed trailer will not impact the parking area. There are no other site improvements proposed with this application. 6. The building is served by both a well and town sewers. The applicant will need WPCA approval if the trailer is going to be connected to the sanitary sewer system. 7. The Commission recently approved a site plan modification for this site on 7/14/98. At that time the Commission required the existing berm must be replaced with a wooden guide rail along Ident Road, and low evergreen shrubs must be planted along the guide rail. To date this has not been done. This plan should reflect this work as proposed work to be done. If this application is approved, the planning department has no modifications to request. There are no engineering comments on the plans.
